1. Approve "Operating procedure of the Cabinet of Ministers of the Azerbaijan Republic" it (is applied).

2. Approve "Provision on the Office of the Cabinet of Ministers of the Azerbaijan Republic" it (is applied).

3. To the Cabinet of Ministers of the Azerbaijan Republic:

3.1. in two-month time to prepare and provide to the President of the Azerbaijan Republic offers on reduction of acts of the President of the Azerbaijan Republic to compliance with this Decree;

3.2. in two-month time to provide reduction of regulatory legal acts of the Cabinet of Ministers of the Azerbaijan Republic in compliance with this Decree and to inform on it the President of the Azerbaijan Republic;

3.3. keep under control reduction of regulatory legal acts of the central executive bodies in compliance with this Decree and in two-month time to report on its execution on the President of the Azerbaijan Republic;

3.4. resolve other issues following from this Decree.

4. To provide to the Ministry of Justice of the Azerbaijan Republic reduction of regulatory legal acts and acts of normative nature of the central executive bodies in compliance with this Decree and to inform on it the Cabinet of Ministers of the Azerbaijan Republic.

Operating procedure of the Cabinet of Ministers of the Azerbaijan Republic

1. General provisions

1.1. The operating procedure of the Cabinet of Ministers of the Azerbaijan Republic (further - the Procedure) determines procedure for the organization of activities of the Cabinet of Ministers of the Azerbaijan Republic for implementation of the powers enshrined in the Constitution of the Azerbaijan Republic and assigned to it by acts of the President of the Azerbaijan Republic.

1.2. The Cabinet of Ministers of the Azerbaijan Republic (further - the Cabinet of Ministers) in the activities is guided by the Constitution of the Azerbaijan Republic, the laws of the Azerbaijan Republic, acts of the President of the Azerbaijan Republic and the Cabinet of Ministers, and also this Procedure.

1.3. The Prime Minister of the Azerbaijan Republic (further - the Prime Minister) will organize work of the Cabinet of Ministers.

1.4. At cabinet meetings, the Prime Minister presides. With participation the President of the Azerbaijan Republic presides over cabinet meetings of the President of the Azerbaijan Republic at meetings.

1.5. The Prime Minister holds meetings headed by him coordination and consultative bodies, and also meeting with itself, makes decisions on operational issues. During stay of the Prime Minister in leave or business trip or in case of inability it temporarily to fulfill duties of its power the First Deputy Prime Minister performs. In case of impossibility of performance of powers the First Deputy Prime Minister for the specified reasons or if he is not appointed, powers of the Prime Minister are performed by other deputy established by it.

1.6. The Prime Minister shall inform the President of the Azerbaijan Republic on work of the Cabinet of Ministers regularly.

1.7. The corresponding report on results of execution of the order of the President of the Azerbaijan Republic to the Cabinet of Ministers, local executive bodies, and also legal entities of the public law, non-commercial legal entities the created President of the Azerbaijan Republic and the Cabinet of Ministers, and to legal entities whose controlling stock (shares) belongs to the state (further - legal entities of the state) shall be provided to the President of the Azerbaijan Republic by the contractor of the order.

1.8. The Cabinet of Ministers exercises control over execution of the laws of the Azerbaijan Republic, acts of the President of the Azerbaijan Republic and the Cabinet of Ministers, orders of the President of the Azerbaijan Republic, the Prime Minister and his deputies by the central executive bodies (further - the central executive bodies) which are part of the Cabinet of Ministers and also local executive bodies and legal entities of the state. Control over execution will be organized and provided with the Office of the Cabinet of Ministers.

1.9. The Prime Minister, his deputies, ministers and heads of other central executive bodies (further - cabinet ministers) bear the personal responsibility for implementation of the made decisions, and also for accomplishment of the tasks assigned to them and implementation of the rights.
