About creation of material conditions to doctoral candidates for implementation of research works and further stimulation of their labor activity

In pursuance of the resolution of the President of the Republic of Uzbekistan of July 27, 2017 "About measures for further expansion of participation of industries and spheres of economy in improvement of quality of training of specialists with the higher education", and also for the purpose of creation of additional material terms to doctoral candidates for implementation of research works and further stimulation of their labor activity by attachment of doctoral candidates to production enterprises and the organizations, provisions of long-term soft mortgage loans by it the Cabinet of Ministers decides No. PP-3151:

1. Take into consideration that the following conditions of provision of long-term soft mortgage loans are established (further - mortgage loan) according to the procedure of and at the expense of the means provided by resolutions of the President of the Republic of Uzbekistan of October 21, 2016 No. PP-2639 "About the Program for construction of available apartment houses for updated standard projects in the rural zone for 2017 - 2021" and of November 22, 2016 No. PP-2660 "About measures for program implementation for construction and reconstruction of available apartment houses in the cities for 2017 - 2020" (further - programs);

for construction and reconstruction of available apartment houses in the cities - for a period of 20 years, including 3-year grace period, with interest rate in the amount of 7 annual interest rates within the first 5 years and in the amount of refunding rate of the Central bank of the Republic of Uzbekistan in subsequent period, with the initial contribution in the amount of 25 percent from apartment cost;

for construction of available apartment houses according to updated standard projects in the rural zone - for a period of 15 years, including 3-year grace period, with interest rate in the amount of 7 annual interest rates within the first 5 years and in the amount of refunding rate of the Central bank of the Republic of Uzbekistan in subsequent period, with the initial contribution in the amount of:

15 percent - for two - three-storyed apartment (the 2nd and 3-roomed) apartment houses and one-storey 2, 3-roomed apartment houses;

25 percent - for the two-storeyed 4-roomed blocked apartment houses.

2. Establish procedure according to which, within the programs provided in Item 1 of this resolution since the second year of basic doctoral studies, for doctoral candidates long-term soft mortgage loans of commercial banks for 25 years for acquisition of apartments in available apartment houses in the cities and for construction and reconstruction of available apartment houses according to updated standard projects in the rural zone are granted.

3. Approve Regulations on procedure for creation of material conditions to doctoral candidates for carrying out research works and further stimulations of their labor activity according to appendix No. 1.

4. To the ministry of innovative development of the Republic of Uzbekistan, the Ministry of Economics, the Ministry of the higher and secondary vocational education of the Republic of Uzbekistan, Academy of Sciences of the Republic of Uzbekistan, the ministries and departments having research and highest educational institutions under which institutes of postgraduate education are effective in the maintaining:

according to requirements of the Regulations on procedure for creation of material conditions and further stimulation of their labor activity to provide to doctoral candidates for carrying out research works attachment of doctoral candidates to production enterprises and the organizations;

together with the interested ministries and departments to bring the existing departmental regulations into accord with this resolution in a month.

5. Make changes and additions to some decisions of the Government of the Republic of Uzbekistan according to appendix No. 2.

6. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan D. A. Kuchkarov and the CEO of the Agency on science and technologies of the Republic of Uzbekistan M. R. Boltabayev.

Regulations on procedure for creation of material conditions to doctoral candidates for implementation of research works and further stimulation of their labor activity

Chapter 1. General provisions

1. This Provision is developed according to the resolution of the President of the Republic of Uzbekistan of July 27, 2017 No. PP-3151 "About measures for further expansion of participation of industries and spheres of economy in improvement of quality of training of specialists with the higher education" and determines procedure for creation of material conditions to doctoral candidates for implementation of research works and further stimulation of their labor activity.

2. In this Provision the following basic concepts are applied:

basic doctoral studies - form of postgraduate education as scientific and research and educational personnel of the top skills, organized in the highest educational and research establishments for job seekers of academic degree of the doctor of philosophy (PhD) on profound studying of specialty and conducting scientific researches by them for the purpose of preparation and protection of the doctoral dissertation with separation from production, financed by means of the Government budget of the Republic of Uzbekistan;

doctoral studies - form of postgraduate education as scientific and research and educational personnel of the top skills, organized in the highest educational and research establishments for job seekers of academic degree of the doctor of science (DSc) on profound studying of specialty and conducting scientific researches by them for the purpose of preparation and protection of the doctoral dissertation with separation from production financed by means of the Government budget of the Republic of Uzbekistan;

the doctoral candidate - person enlisted in accordance with the established procedure in basic doctoral studies or doctoral studies in the highest educational and research establishments for preparation and defense of a thesis for degree of the doctor of philosophy (PhD) or the doctor of science (DSc).

Interdepartmental scientific and technical councils - the scientific and technical councils on the corresponding branches of science organized in the Ministry of innovative development (further - the Ministry).

Expert groups - the expert groups organized in the corresponding directions of science under Interdepartmental scientific and technical council.
