About efficiency evaluation of activities of executive bodies of subjects of the Russian Federation

1. Approve the enclosed list of indicators for efficiency evaluation of activities of executive bodies of subjects of the Russian Federation.

2. To management officials (heads of the supreme executive bodies of the government) of subjects of the Russian Federation annually, till October 1 of the year following reporting to represent to the Government of the Russian Federation reports on actually reached measure values for efficiency evaluation of activities of executive bodies of subjects of the Russian Federation and their planned values for the 3-year period.

3. Features of evaluating efficiency of activities of executive bodies of the Republic of Crimea and Sevastopol in 2018 are determined by the Government of the Russian Federation.

4. To the government of the Russian Federation:

a) approve:

till July 1, 2018 - method of calculation of the indicators called in Items 19 - 21 and 23 lists, approved by this Decree;

till December 1, 2018 - method of calculation of the indicators called in Items 3, of 5, of 9, of 11, 14 and 24 lists, approved by this Decree;

b) approve in 3-month time:

method of efficiency evaluation of activities of executive bodies of subjects of the Russian Federation of increase in level of social and economic development;

method of efficiency evaluation of activities of executive bodies of subjects of the Russian Federation of achievement of high rates of building-up of economic (tax) potential of the territories;

rules of provision to subjects of the Russian Federation of grants in the form of the interbudget transfers for the purpose of assistance to achievement and (or) encouragement of achievement of the best measure values following the results of efficiency evaluation of activities of executive bodies of subjects of the Russian Federation for achievement of high rates of building-up of economic (tax) potential of the territories;

c) represent to the President of the Russian Federation annually, till November 1, the report on efficiency evaluation of activities of executive bodies of subjects of the Russian Federation following the results of accounting year taking into account dynamics of indicators for the 3-year period preceding the accounting period;

d) provide till March 1, 2018 the draft of the presidential decree of the Russian Federation about efficiency evaluation of activities of heads of federal executive bodies for creating favorable conditions of conducting business activity;

e) bring the acts into accord with this Decree.

1. Remaining life expectancy in case of the birth.

2. Dynamics of real average monthly accrued payroll.

3. The relation of average per capita cash incomes of the population less the amounts of obligatory payments and fee of housing and communal services to the cost of the fixed set of the main consumer goods and services.

4. The population share with cash incomes is lower than the size of subsistence minimum established in the subject of the Russian Federation.
