3. To Federal Security Service of the Russian Federation, the State technical commission in case of the President of the Russian Federation, to the Federal Agency of Government Communications and Information in case of the President of the Russian Federation, Russian Foreign Intelligence Service together with the interested ministries and departments of the Russian Federation in 3-month time to develop package of measures of organizational, material and other nature, the companies, the organizations and organizations, necessary for implementation of licensing of activities, for work connected with use of the data which are the state secret.

4. Determine that the companies, the organizations and the organizations allowed by the time of adoption of this resolution to the works connected with use of the data which are the state secret can carry out these works during 1995.

1. The license is valid in all territory of the Russian Federation, and also in the organizations of the Russian Federation which are abroad.

2. The bodies authorized on conducting licensed activity are:

according to the admission of the companies to work connected with use of the data which are the state secret, Federal Security Service of the Russian Federation and its territorial authorities (in the territory of the Russian Federation), Russian Foreign Intelligence Service (abroad);

on the right of work, the means of information protection connected with creation, - the Federal Service for Technical and Export Control, Russian Foreign Intelligence Service, the Ministry of Defence of the Russian Federation, Federal Security Service of the Russian Federation (within their competence);

on the right of implementation of actions and (or) rendering services in the field of protection of the state secret - Federal Security Service of the Russian Federation and its territorial authorities, the Federal Service for Technical and Export Control, Russian Foreign Intelligence Service (within their competence).

Licensing of activities of the companies of Federal Security Service of the Russian Federation, Ministry of Defence of the Russian Federation, the Russian Foreign Intelligence Service, Federal Service for Technical and Export Control according to the admission to work connected with use of the data which are the state secret and also with implementation of actions and (or) rendering services in protection of the state secret is performed by heads of the ministries and departments of the Russian Federation to whom the specified companies are subordinated.

3. To the body authorized on conducting licensed activity it is assigned:

organization of licensing of activities of the companies;

organization and conducting special examinations of the companies;

consideration of the applications of the companies about issue of licenses;

decision making about issue or about refusal in issue of licenses;

issue of licenses;

decision making about suspension of action of the license or about its cancellation;

development of normative and methodical documents concerning licensing;

attraction in case of need representatives of the ministries and departments of the Russian Federation for conducting special examinations;

maintaining the register of the issued, suspended and cancelled licenses.

4. Work of the bodies authorized on conducting licensed activity is coordinated by the Interdepartmental commission on protection of the state secret (further hereinafter is referred to as - the Interdepartmental commission) *.

5. For receipt of the license the applicant represents to the relevant organ authorized on conducting licensed activity, the following documents:

a) the statement for licensing with indication of:

names, form of business and location of the company;

identification taxpayer number;

payment dates the company of the state fee for provision of the license;

data on admission availability to the state secret at the director;

addresses of places of implementation of the licensed type of activity;

details of documents of title on the real estate objects necessary for implementation of the declared type of activity on effective period of the license, the rights to which are registered in the Unified State Register of Rights on real estate and transactions with it;

type of activity on which implementation the license shall be granted;
