1. This Provision establishes procedure for import to the Russian Federation and export from the Russian Federation of the strong and toxic agents which are not precursors of drugs and psychotropic substances.

2. 3. a) the letter request on paper or in electronic form;

b) data on availability of the license for production of medicines or the license for implementation of pharmaceutical activities (in case of import (export) of the strong and toxic agents which are not precursors of drugs and psychotropic substances, registered as medicines). The Federal Service on supervision in the field of health care requests according to the procedure of interdepartmental information exchange (including electronically with use of single system of interdepartmental electronic interaction) from the Ministry of Industry and Trade of the Russian Federation if necessary information on availability at the applicant of the license for production of medicines;

c) it is excluded;

d) copy of the contract (contract) for delivery;

e) the copy of the commission agreement if the legal entity - the broker acts as the applicant;

e) the petition of relevant organ of the health care confirming feasibility of import of the strong and toxic agents which are not precursors of drugs and psychotropic substances (only when importing);

g) the commitment letter of the applicant about provision in territorial authority of the Ministry of Internal Affairs of the Russian Federation of the report on the actual import to the Russian Federation and export from the Russian Federation the strong and toxic agents which are not precursors of drugs and psychotropic substances;

h) it is excluded;

i) it is excluded;

j) notarized copies of constituent documents of the exporter (importer).

4. For execution of the license are represented to the Ministry of Industry and Trade of the Russian Federation:

a) No. 1003 is excluded according to the Order of the Government of the Russian Federation of 05.12.2011

b) the statement on licensing in 2 copies;

c) permission of the Federal Service on supervision in the field of health care (when importing/export the strong substances which are not precursors of drugs and psychotropic substances);

d) permission of Federal Nature Management Supervision Service (when importing the toxic agents which are not precursors of drugs and psychotropic substances);

e) copy of the contract (contract) for delivery;

e) copies of constituent documents of the exporter (importer).

5. In case of violation of the procedure for import established by this Provision to the Russian Federation and export from the Russian Federation of the strong and toxic agents which are not precursors of drugs and psychotropic substances, persons performing import (export) of the specified substances bear responsibility in accordance with the legislation of the Russian Federation.
