Chapter I General provisions

Article 1. Purpose and subject of the law

(1) the Purpose of this law is consolidation of role of library in modern society by its development as the public service providing access to reading and development of interest in receipt of information, training, education and research, cultural actions and also by means of strengthening of its involvement in transfer of knowledge and free forming of views.

(2) This law establishes procedure for the organization and functioning of national library system, procedure for creation, the organization, functioning and termination of activities of libraries, and also obligations of the bodies given authority in the field of library services.

Article 2. Legal basis

The legal basis of the organization and functioning of libraries is constituted the Constitution of the Republic of Moldova, the international agreements, one of the parties of which is the Republic of Moldova, provisions of this law, and also standards in the field of library science.

Article 3. Basic concepts

In this law the following concepts are used:

library - organization or its structural division which main objective is provision of access to the information resources, services and equipment intended for satisfaction of reader's, information, educational, research, educational, cultural and leisure needs of users;

electronic library - the component of library services applying new technologies to provision of access to electronic fund;

public library - the library which is under supervision of the central or local body of public management or other body of the public power or public organization which performs the activities according to own provision approved by relevant organ or organization;

private library - the library founded in structure or in subordination of the legal entity of private law or created and which is under authority of physical person;

the bibliotekovedchesky center - the library in library network performing functions on methodological coordinating and continuous training of librarians of the relevant library network;

library stock - set of the documents of library available on site or on removal and provided by library to users;

national bibliographic accounting - bibliographic registration and reflection in the bibliographic index or in the database of all documents of library,

published in the territory of the country, and also the documents of library on the Republic of Moldova published abroad;

obligatory copy of documents - copies of all documents published in the territory of the Republic of Moldova irrespective of the carrier which producers of documents shall provide gratuitously in the relevant organizations according to the procedure and quantity, established by the current legislation;

the document of library - the material object representing unit of process of documentation with information registered on the paper or electronic medium, registered and being directly in library stock or available on removal: books, periodicals, musical editions, manuscripts, audiovisual documents, electronic documents, graphical documents, patents, etc.;

equipment - the rooms, the equipment, equipment facilitating provision of library services to users;

information resources - set of the library stocks, databases and Internet resources available to users of library;

library network - set of the libraries combined on territorial or industry sign performing similar functions and which activities are coordinated by the library having the status of the bibliotekovedchesky center;

library services - actions, the appropriate programs in the course of implementation organized by libraries for requirements satisfaction of all community in informing, communication, training, development and leisure;

mobile library services - the services provided to users of library by means of specially equipped vehicles as an alternative to garden leave of library;
