1. Approve the enclosed organization of work of independent commission of experts.

2. To department of legal service and international cooperation of the Ministry of Education and Science of the Republic of Kazakhstan (Bayzhanov N. A.) in the procedure established by the legislation of the Republic of Kazakhstan to provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order the direction it the copy in paper and electronic type in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) within ten calendar days after state registration of this order the direction it the copy on official publication in periodic printing editions;

4) placement of this order on Internet resource of the Ministry of Education and Science of the Republic of Kazakhstan.

Organization of work of independent commission of experts

Chapter 1. General provisions

1. This organization of work of independent commission of experts (further - the Commission) is developed according to the subitem 6) of Item 10 of the Regulations on the republican commission on training abroad approved by the Presidential decree of the Republic of Kazakhstan of October 12, 2000 No. 470, Item 20 of Rules of selection of the applicants for award of the international grant of Bolashak approved by the order of the Government of the Republic of Kazakhstan of June 11, 2008 No. 573, and determines the organization of work of the Commission.

2. The commission in the activities is guided by the Constitution, the laws and other regulatory legal acts of the Republic of Kazakhstan, and also this organization of work of independent commission of experts.

Chapter 2. Organization of activities of the Commission

3. The Ministry of Education and Science of the Republic of Kazakhstan (further - the Ministry) provides activities of the Commission and exercises general control over realization of its tasks.

4. The Center of the International Programs joint-stock company (further - Society) will organize and plans work of the Commission.

5. Experts according to the directions of specialties from among representatives of the interested state bodies and the organizations of the Republic of Kazakhstan are part of the Commission (under approval). The structure of the Commission affirms the Ministry.

1) length of service in the specialty - 5 years;

2) availability of foreign education and/or participation in the international projects;

2) the level of basic knowledge on the chosen specialty of training (theoretical skills);

Chapter 4. Estimation motivational and letters of recommendation

10. Members of the commission make anonymous, preliminary selection of applicants by estimation motivational and letters of recommendation according to the criteria specified in appendix 1 to this organization of work of independent commission of experts.

11. The commission estimates motivational and letters of recommendation in number of 3 (three) members of the commission on the corresponding industries of specialties.

12. Fee to members of the commission (except for government employees) for estimation motivational and letters of recommendation of applicants is performed according to the order of the Government of the Republic of Kazakhstan of December 31, 2015 No. 1193 "About wages system of civil servants, employees of the organizations containing at the expense of means of the government budget, employees of the state companies" (further - the Resolution No. 1193).

13. Society provides replacement of surname, name and middle name (in case of its availability) the applicant for code of the applicant and sends them to the Commission for estimation.

14. Members of the commission put down marks in leaf of assessment motivational and the letter of recommendation of the applicant for award of the international grant of Bolashak in form according to appendix 2 to this organization of work of independent commission of experts.

The decision on results of estimation motivational and letters of recommendation is created based on the majority of the final points given by members of the commission.

15. The decision of the Commission is drawn up by the protocol which is signed by all members of the commission.

16. The protocol is constituted by the structural division responsible for the organization of tender of Society, in duplicate.

Chapter 5. Holding interviews with applicants

17. For holding interview of the Commission results of the previous tours are reported.

18. The commission conducts personal interview with applicants in number of 3 (three) members of the commission on the corresponding industries of specialties.
