2. Recognize invalid orders of FSB of Russia of October 15, 2012 as No. 515 "About approval of Rules of boundary regime" <2> and of November 18, 2013 No. 682 "About modification of the Rules of boundary regime approved by the order of FSB of Russia of October 15, 2012 No. 515" <1>.

Rules of boundary regime

I. Rules of boundary regime in border area

Rules of entrance (pass), temporary stay and movement of persons and vehicles

1. Entrance (pass) of citizens of the Russian Federation, foreign citizens and stateless persons <1> in border area is performed in the places of entrance (pass) to border area established on means of communication and designated by the warning signs according to sample (appendix No. 1 to these rules).

2. Entrance (pass) to border area under identity documents, is performed:

a) the citizens of the Russian Federation following in border area to five-kilometer strip of the area along Frontier of the Russian Federation <2> on the land, the sea coast of the Russian Federation, the Russian coast of the boundary rivers, lakes and other water objects if the border area is established five wide and more kilometers>, or till the boundary of technical constructions <4>;

c) the citizens of the Russian Federation belonging to indigenous ethnic groups of the North, Siberia and the Far East of the Russian Federation <1>, having registration at the place of residence in the settlements located within subject of the Russian Federation in the territory of which the border area is established, and following to the places of their traditional accommodation and traditional economic activity <2> which are in the territory of such subject of the Russian Federation;

d) the citizens of the Russian Federation and the Republic of Belarus following in the border area established along the Russian-Belarusian site of frontier;

e) the citizens having in case of themselves one of the documents specified in appendix No. 2 to these rules;

e) the citizens having registration at the place of residence within the municipal district (the city district) in the territory of which the border area, or the city district located within the municipal district in the territory of which the border area and which territory completely (partially) adjoins to border area is established is established.

3. Entrance (pass) to border area under identity documents, and individual or collective omissions for entrance (pass) of persons and vehicles to border area <3> is performed:
