form of the certificate of export of the rough natural diamonds according to appendix No. 1 to this order;
procedure for issue of the certificate of export of the rough natural diamonds according to appendix No. 2 to this order.
2. Provide to federal state institution "Public Institution on Forming of the State Fund of Precious Metals and Gemstones of the Russian Federation, Storage, Leave and Use of Precious Metals and Gemstones (Gokhran of Russia) under the Ministry of Finance of the Russian Federation" issue of the certificate of export of the rough natural diamonds according to the procedure, approved by this order, when implementing the state control when exporting the rough natural diamonds from the Russian Federation to the states which are not entering into the Eurasian Economic Union and also when exporting the rough natural diamonds from the Russian Federation to the states entering into the Eurasian Economic Union.
3. Declare invalid the order of the Ministry of Finance of the Russian Federation of March 5, 2003 No. 23n "About approval of the Procedure for filling and issue of certificates of export of the rough natural diamonds" (registration number 4419) is registered in the Ministry of Justice of the Russian Federation on April 14, 2003.
