1. Approve the enclosed Regulations on the state information system of monitoring in the field of the international and interfaith relations and early warning of conflict situations.

2. Determine Federal agency for nationalities the operator of the state information system of monitoring in the field of the international and interfaith relations and early warning of conflict situations (further - monitoring system).

3. Realization of the powers provided by this resolution is performed by federal executive bodies within the established extreme number of employees of the specified bodies and budgetary appropriations provided by it in the federal budget on management and management in the field of the established functions.

4. Regulations on the state information system of monitoring in the field of the international and interfaith relations and early warning of conflict situations

I. General provisions

1. This Provision determines purpose, the purpose, tasks and the principles of creation and development of the state information system of monitoring in the field of the international and interfaith relations and early warning of conflict situations (further - monitoring system), its structure, procedure for ensuring access to monitoring system, legal regime of information and program technical means of monitoring system, the requirement to its technological, program and linguistic means, rules of information exchange with other information systems, and also procedure for the information protection containing in monitoring system.

2. The monitoring system provides forming of common information space for support of acceptance of management decisions in the field of realization of state national policy. Users of monitoring system are Federal agency for nationalities, other federal executive bodies, executive bodies of subjects of the Russian Federation, local government bodies in case of accomplishment of the tasks in the field of state national policy provided by the Strategy of state national policy of the Russian Federation for the period till 2025 approved by the Presidential decree of the Russian Federation of December 19, 2012 No. 1666 "About the Strategy of state national policy of the Russian Federation for the period till 2025" (further - Strategy).

3. Operator of monitoring system is the Federal agency for nationalities.

4. Federal agency for nationalities as the operator of monitoring system performs the following functions:

a) develops and approves within the powers the regulatory legal acts and other documents necessary for functioning of monitoring system, and also methodical recommendations of procedure for response to the conflict and preconflict situations revealed by monitoring system in the field of the international and interfaith relations in subjects of the Russian Federation and municipalities and fillings of electronic forms of monitoring system (further - methodical recommendations);

b) performs maintaining monitoring system, including the analysis of the data and information which arrived from federal executive bodies within information exchange, their placement in monitoring system and updating;

c) determines the directions of development of monitoring system;

d) provides users of monitoring system with methodical support concerning work and will organize carrying out user training;

e) provides information protection, containing in monitoring system, according to requirements of the legislation of the Russian Federation;

e) will organize access to monitoring system of users and their information support on technical issues;

g) provides fixation of data on the facts of access to monitoring system and performs their storage.

5. The structure of electronic forms of monitoring system and procedure for their filling are specified in methodical recommendations.

II. Purpose, main objectives and principles of monitoring system

6. The purpose of creation and functioning of monitoring system is strategy implementation in part:

a) providing conditions for the solution of the tasks directed to timely identification of conflict and preconflict situations in the field of the international and interfaith relations;

b) possibility of rapid response to emergence of conflict and preconflict situations in the field of the international and interfaith relations in subjects of the Russian Federation and in municipalities;

c) acceptances of effective management decisions in the field of realization of state national policy.

7. The main objectives of monitoring system are:

a) carrying out monitoring on the Internet (mass media, blogs and social networks, expert estimates given sociological polls and other open (public) sources) of conflict international and interfaith situations;

b) collection, the automatic and automated data handling about the events connected with the international and interfaith relations (activities of public authorities, local government bodies), including automatic (without participation of the operator) selection of information occasions, tracking of growth of audience of the selected information occasions and their transfer to working off on municipal level based on exceeding of criteria of growth of audience;

c) assessment, analysis and forecasting of emergence of threats of the international and interfaith conflicts;

d) identification of conflict and preconflict situations in which clashing groups separation on ethnic and (or) confessional sign is seen, and also in cases when parties of the conflict look for supports in ethnically (konfessionalno) related or ethnically (konfessionalno) to the friendly circle;

e) the notification about threat of emergence of the international or interfaith conflict;

e) support of acceptance of reasoned management decisions in the field of state national policy;

g) filling of monitoring system the information provided according to Item 18 of this provision;
