1. Approve the enclosed Method of calculation of indicators of small and medium business.

2. According to the statistics to provide the Ministries of national economy of the Republic of Kazakhstan to management of structural statistics together with Legal management of Committee in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction it the copy in paper and electronic type in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) within ten calendar days after state registration of this order the direction it the copy on official publication in periodic printing editions;

4) placement of this order on Internet resource of Committee according to the statistics the Ministries of national economy of the Republic of Kazakhstan.

3. To management of structural statistics of Committee according to the statistics of the Ministry of national economy of the Republic of Kazakhstan to bring this order to structural divisions and territorial authorities of Committee according to the statistics of the Ministry of national economy of the Republic of Kazakhstan for management and use in work.

4. To impose control of execution of this order on the supervising vice-chairman of Committee according to the statistics the Ministries of national economy of the Republic of Kazakhstan (G. M. Kerimkhanov).

Method of calculation of indicators of small and medium business

Chapter 1. General provisions

1. The method of calculation of indicators of small and medium business (further - the Technique) belongs to the statistical methodology created according to international standards and approved according to the Law of the Republic of Kazakhstan of March 19, 2010 "About the state statistics" (further - the Law).

2. The technique determines the main aspects and methods of receipt of official statistical information for measure calculation, characterizing activities of small and medium business, for the purpose of implementation of assessment of contribution of the sector of small and medium business to economy of the Republic of Kazakhstan.

3. The purpose of this Technique is forming of the official statistical information characterizing development of small and medium business in the Republic of Kazakhstan.

4. The technique is applied by Committee according to the statistics of the Ministry of national economy of the Republic of Kazakhstan and its territorial authorities when forming indicators of small and medium business.

5. Object of this Technique is set of four types of business entities: individual entrepreneurs, country or farms and the legal entities belonging to small and medium business.

6. In statistical activities, for reference of subjects to small and medium business (further - MSP) according to the Entrepreneurial code of the Republic of Kazakhstan of October 29, 2015, uses only criterion of annual average number of workers.

7. For the statistical recording of gender aspect when forming indicators of MSP on annual basis as criterion the sex of the head of the companies of MSP is used.

8. Nation-wide statistical observations about activities of small enterprises, it is carried out by method of selective inspection, medium scale enterprises - continuous method.

Chapter 2. Information sources

9. Information base for forming of MSP this according to the statistics are:

1) primary statistical data of nation-wide statistical observations about activities of the legal entities belonging to small and medium business.

2) official statistical information on gross production country or farms according to the statistics agricultural industry;

3) data of the Statistical business register (further - RBU);

4) administrative data of administrative sources;

5) consumer price indexes.

Chapter 3. Forming of indicators of activities of subjects of small and medium business

10. For monitoring of activities of subjects of MSP the following indicators are created:

1) the number of the registered subjects of MSP;

2) the number of the acting subjects of MSP;

3) the number of workers in the acting subjects of MSP;

4) amount of the made products, the performed works and the rendered services by subjects of MSP;

5) index of physical amount of the made products, the performed works and the rendered services by subjects of MSP.

11. The indicators characterizing activities of subjects of MSP are created on the fields (areas) and types of economic activity with quarter frequency.

12. On annual basis, indicators about the number of the registered and acting subjects of MSP headed by women and the number of workers are created (for forming of gender statistics).

13. Indicators "the number of the registered subjects of MSP" and "the number of the acting subjects of MSP" are created according to RBU.

14. The indicator "the number of workers in the acting subjects of MSP" is determined by the following formula:

where:

Chmsp - the number of workers in the acting subjects of MSP;
