1. Approve the enclosed Rules of preparation on military and technical and other specialties.

2. To provide to department of organizational and mobilization work of the General Staff of Armed Forces of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) the direction of the copy of this order in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan in paper and electronic type in the Kazakh and Russian languages within ten calendar days from the date of state registration;

3) placement of this order on Internet resource of the Ministry of Defence of the Republic of Kazakhstan;

4) the direction of data in Legal department of the Ministry of Defence of the Republic of Kazakhstan on execution of the actions provided by subitems 1), 2) and 3) of this Item within ten calendar days from the date of state registration.

Declare invalid the order of the Minister of Defence of the Republic of Kazakhstan of August 11, 2016 No. 384 "About approval of Rules of training of citizens for military service" (it is registered in the Register of state registration of regulatory legal acts for No. 14110, it is published on September 8, 2016 in information system of law of Ad_let).

4. To impose control of execution of this order on the First Deputy Minister of Defence - the chief of the General Staff of Armed Forces of the Republic of Kazakhstan.

Rules of preparation on military and technical and other specialties

Chapter 1. General provisions

1. These rules of preparation on military and technical and other specialties (further - Rules) determine procedure for preparation by military and technical and other specialties.

2. Preparation on military and technical and other specialties is performed in the specialized organizations of the Ministry of Defence of the Republic of Kazakhstan (further - the specialized organizations of MO RK).

3. Preparation on military and technical and other specialties includes:

1) training of recruits (persons liable for call-up) in military and technical and other specialties;

2) education of recruits (persons liable for call-up) in the spirit of patriotism and readiness for accomplishment of the civic and military duty on protection of the Republic of Kazakhstan;

3) forming at recruits (persons liable for call-up) of the traits of character allowing to adapt quickly in military collective, discipline, sense of duty and organization, and also high responsibility for accomplishment of objective;

4) acquisition by recruits (persons liable for call-up) of necessary knowledge of the device of arms and the equipment, the practical skills on their servicing, repair and application allowing them in short terms after appeal to start accomplishment of obligations on the established post during passing of military service.

Chapter 2. Procedure for training of recruits on military and technical and other specialties on a grant basis

On a grant basis the citizens fit for health reasons for military service, aged from seventeen years six months up to twenty six years, subject to appeal on conscription service after the end of training or enlisted in mobilization reserve are involved in preparation on military and technical and other specialties. With the psychologists of local authorities of military management selected by recruits (further - MOVA) psychological studying is carried out.

5. Training of recruits is on a grant basis carried out in the MOVA direction.

6. Academic year begins annually since January and includes two periods of training of military and technical and other specialists:

1 period - from January 15 to April 15 (to spring draft);

2 period - from June 15 to September 15 (to fall draft).

7. The recruits who are subject to training in military and technical and other specialties on a grant basis are included in the book of protocols district (city, the cities of regional value) the draft commissions according to appendix 4 to the Rules of the organization and carrying out appeal of citizens of the Republic of Kazakhstan on military service approved by the order of the Government of the Republic of Kazakhstan of May 15, 2012 No. 620.

8. The direction of the recruits selected for training on a grant basis is drawn up by orders MOVA in which are specified payroll, terms of training, specialty on which training, and also providing recruits with necessary food on transit to the destination is provided.

9. Recruits, students on a grant basis, are subject to accounting in register of movement of training of military and technical and other specialists, students on a grant basis, in form according to appendix 1 to these rules.

10. The recruits intended for preparation as transport drivers have medical examination according to Rules of performing medical examination of person applying for receipt of the right of control of the vehicles, repeated medical examination of the driver of motorized vehicles approved by the order of the Minister of Health of the Republic of Kazakhstan of October 30, 2020 No. KR DSM-172/2020, registered in the Register of state registration of regulatory legal acts at No. 21557.

11. Timely and high-quality completing of the specialized organizations of MO RK by military technical specialists, students on a grant basis, are assigned to MOVA.

12. Responsibility for high-quality training of recruits in military and technical and other specialties is assigned to heads of the specialized organizations of MO RK.
