About approval of Rules of radio engineering flight servicing and aviation telecommunication in civil aviation
According to subitem 41-17) of Item 1 of article 14 of the Law of the Republic of Kazakhstan of July 15, 2010 "About use of airspace of the Republic of Kazakhstan and activities of aircraft", PRIKAZYVAYU:
1. Approve the enclosed Rules of radio engineering flight servicing and aviation telecommunication in civil aviation.
2. Declare invalid the order of the acting minister on investments and development of the Republic of Kazakhstan of March 26, 2015 No. 345 "About approval of Rules of radio engineering flight servicing and aviation radio communication in civil aviation" (No. registered in the Register of state registration of regulatory legal acts 11285, published on July 23, 2015 in information system of law of Ad_let).
3. To provide to committee of civil aviation of the Ministry for Investments and Development of the Republic of Kazakhstan:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) within ten calendar days from the date of state registration of this order the direction it the copy on paper and electronically in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;
3) within ten calendar days after state registration of this order the direction it the copy on official publication in periodic printed publicity materials;
4) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan;
5) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of actions, according to subitems 1), 2), 3) and 4) this Item.
4. To impose control of execution of this order on the supervising vice-minister of investments and development of the Republic of Kazakhstan.
5. This order becomes effective after twenty one calendar days after day of its first official publication.

1. Rules of radio engineering flight servicing and aviation telecommunication in civil aviation (further - Rules) are developed according to subitem 41-17) of Item 1 of article 14 of the Law of the Republic of Kazakhstan of July 15, 2010 "About use of airspace of the Republic of Kazakhstan and activities of aircraft" (further - the Law) and determine procedure for radio engineering flight servicing and aviation telecommunication (further - RTOP and communication) in civil aviation.
2. In these rules the following reducings are used:
ERTOS - operation of the radio-radar equipment and communication;
The runway - landing strip;
AF - the air vehicle;
The EXPERT of the Department of Internal Affairs - automated control system for air traffic;
ZIP - spare part case, the tool, accessories;
OVCh - very high frequencies;
VCh - high frequencies;
VSL - air judgment laboratory;
RMS - radio beacon system;
VOR - omnidirectional OVCh radio beacon;
DME - the range-metering equipment;
MKP - magnetic course of landing;
UTC - the universal coordinate time;
SITA - data transmission network of international society of aviation telecommunication;
GTsKS - the main message switching center;
KRM - localizer;
GRM - the glide slope beacon;
VORL-T - secondary surveillance radar route;
MRM - marker OVCh radio beacon;
NDB - the non-directional radio beacon;
SMALLPOX - the landing system equipment;
GBAS - ground system of functional amendment;
GPS - global system of position determination;
GRAS - ground regional system of functional amendment;
UND MOUSTACHE - advanced control system land movement;
VORL - secondary surveillance radar;
VORL-A - secondary surveillance radar airfield;
PSR - primary radar;
Automated workplace of the Department of Internal Affairs - the automated workplaces of air traffic control;
KSA Department of Internal Affairs - complex of systems of management automation by air traffic;
OLP radar Station - radar station of the overview of airfield;
The EXPERT of UND - automated control system for land movement;
SMR - the radar of control of land movement;
Department of Internal Affairs - air traffic maintenance;
MSL - mean level of the sea;
AFD (Antenna-feeder Device) - the set of the antenna and feeder circuit entering as constituent radio-electronic product;
ADS-B - broadcasting automatic dependent surveillance (English Automatic Dependent Surveillance Broadcast);
AMHS - system of processing of messages of Department of Internal Affairs, complex of the computing and coherent means implemented by the organizations of Department of Internal Affairs for provision of services on processing of messages of Department of Internal Affairs (English - ATS message handling system);
ASTERIX - the universal structured system of exchange of information of observation of Evrokontrol;
ATN - network of aviation telecommunication;
BITE - the built-in monitoring system and control of operability of land station (English Built In Test Equipment);
BRA - restriction zone for construction of buildings and constructions in the locations of complexes (objects), products RTOP and telecommunication of GA;
NANOSECOND (GS) - land station (English Ground Station);
TEZ (LRU) - standard element of replacement (English Line Replaceable Unit);
1090 ES - expanded skvitter (mode S) at frequency of 1090 MHz;
ILS - blind landing system;
MLAT-system of multiposition acceptance in which position determination of the air vehicles (AV), is based on assessment of difference of time of receipt of signals. As signals uses answers of transceivers of the A, C and S mode of secondary radar, ADS-B (English Multilateration);
MTBF - average time between failures;
MTBO - average time between work stoppages;
NIC - category of navigation integrity;
NUC - category of navigation uncertainty;
OFIS - operational flight information service;
SIGMET - information concerning the weather phenomena on route which can affect aviation safety of air vehicles;
SIL - integrity level in case of observation;
SPI - special location identifier (recognition signal of the defendant);
WAM - multilateration with the wide action area;
VOLMET - meteorological data for the air vehicles which are in flight.
3. Provisions of these rules are implemented and provided leading and engineering personnel of services of operation of the radio-radar equipment and communication in civil aviation organizations, and also other services using means of RTOP and communications ensuring aviation safety of AF and productive activity of civil aviation organizations in the activities (further - GA).
4. Ensuring functions on radio engineering flight servicing of air vehicles and aviation telecommunication is performed by the GA organizations operating means of RTOP and communication.
5. Safety and flight regularity of AF depends on equipment of the airports and airways terrestrial facilities of RTOP and communication, technological level, extent of automation, reliability of functioning of these means and training level of the specialists operating and using terrestrial facilities of RTOP and communication.
6. In these rules the following terms and determinations are used:
1) the subscriber (the user of network) of operation of radio engineering flight servicing and communication – the organization, service or the service employee having the appropriated index and networks of telecommunication using in the activities;
2) absolute altitude – distance down from mean level of the sea (MSL) to the level, point or the object accepted for point;
3) emergency phase – the general term meaning uncertainty stage, alert phase or stage of disaster under different circumstances;
4) the emergency notification – the services provided for the notification of the relevant organizations on the air vehicles needing the help of search and rescue services, and rendering necessary assistance by such organizations;
5) aviation air telecommunication – telecommunication between onboard and aviation fixed stations or between onboard stations;
6) aviation radio communication – the aviation air telecommunication and radio communication between the certain fixed Items intended mainly for safety control of air navigation, and also regularity and efficiency of air traffics;
7) the aviation station (RR S1.81) – land station of air mobile service;
8) aviation fixed station – the station of air fixed service;
9) the aviation fixed telecommunication – telecommunication between the certain fixed Items intended mainly for safety control of air navigation, and also regularity, efficiency and profitability of air traffics;
10) network of the aviation fixed telecommunication (further – AFTN) – the World system of the aviation fixed chains which is part of air fixed service and providing exchange of messages and/or digital data between aviation fixed stations with similar or compatible coherent characteristics;
11) aviation telecommunication – telecommunication intended for the aviation purposes;
12) the channel of aviation telecommunication – the set of engineering devices and the circle of distribution of electrical signals and radio signals providing information transfer from the sender to the receiver;
13) network of aviation telecommunication – global internetwork structure which allows land subnet of product transmission, product transmission subnet "air – the earth" and subnets of product transmission of the aircraft equipment to exchange digital data for the benefit of safety of air navigation and regular, effective and economic functioning of air traffic services;
14) network of aviation telecommunication (ATN) - global internetwork structure which allows land subnet of product transmission, product transmission subnet "air – the earth" and subnets of product transmission of the aircraft equipment to exchange digital data for the benefit of safety of air navigation and regular, effective and economic functioning of air traffic services;
15) fail-passive automatic landing system – the automatic landing system is one negative if, in case of refusal there is no essential trim change of the airplane, flight path or angular provision, but landing will not be carried out by automatic;
16) file-operational automatic landing system – the automatic landing system is file-operational, in case of landing approach, equalization and landing can be executed by means of the remaining part of automatic system;
17) automatic direction finder (further – ARP) – the equipment which provides automatic measurement and display on indicators of control offices of Department of Internal Affairs of bearing (azimuth) of the air vehicles radiating radio signals on channels of air telecommunication of OVCh of the range for flight servicing of air vehicles in the terminal area (helidrome);
18) running repair – the repair which is carried out for providing or maintenance of product and consisting in replacement and (or) recovery of separate parts;
19) aspects of human factor – the principles applicable to design processes, certification, trainings, maintenance and operational activities in aircraft and aimed at ensuring safe interaction between the person and other components of system by means of proper accounting of opportunities of the person;
20) authorized body in the field of civil aviation - the central actuator performing management in the field of use of airspace of the Republic of Kazakhstan and activities of civil and experimental aviation;
21) standard element of replacement – the replacement element consisting of set of the standard elements and details necessary for accomplishment determined functions and intended for operational replacement;
22) the determining parameter – the parameter (sign) of object (product, the channel of telecommunication) used in case of control for determination of degree of product availability of object;
23) transfer speed on the channel – the speed with which information are transferred on the channel of telecommunication;
24) operating time – duration or work content of product measured in flight hours, number of landings, number of cycles, operations, that is resource expense;
25) two-way communication "air – the earth" – two-way communication between air vehicles and stations or Items on the Earth's surface;
26) replacement redundancy – dynamic reservation in case of which functions of leading particular are transferred reserve only after refusal of leading particular;
27) aeronautical information – information obtained as a result of collection, the analysis and data processing for the purposes of flight servicing of air vehicles, air traffic maintenance and air traffic control;
28) the collection of aeronautical information (AIP) – the publication issued or authorized by the state which contains the long-term aeronautical information which is important for air navigation;
29) aeronautical information service – the service created in specifically established action area which bears responsibility for provision of the aeronautical data and aeronautical information necessary for safety control, regularity and efficiency of aerial navigation;
30) watch system of Department of Internal Affairs – the general term which separately is understood as the ADS-B systems, the radar or other comparable ground system allowing to identify the air vehicle;
31) direct speech circuit of Department of Internal Affairs – chain of air fixed service (AFS) which is intended for direct exchange of information between bodies of servicing air movements;
32) airfield – certain site terrestrial or surface of the water (including buildings, constructions and the equipment), intended fully or partially for arrival, departure and movement on this surface of air vehicles;
33) service of automatic information transfer in the terminal area (further - ATIS) – automatic provision round the clock or in certain time of day of the current established information for the arriving and taking off air vehicles;
34) the terminal area (helidrome) – airspace over airfield (helidrome) and the area adjoining to it in the established borders the horizontal and vertical planes;
35) traffic density in airfield - the number of transactions in airfield during hourly average greatest loading, arithmetic-mean value of daily number of transactions during the greatest loading within year, can be subdivided on:
insignificant when the number of transactions during hourly average greatest loading makes no more than 15 on the runway or, as a rule, in general less than 20 transactions on airfield;
average when the number of transactions during hourly average greatest loading makes about 16-25 on the runway or, as a rule, in general from 20 to 35 transactions on airfield;
considerable when the number of transactions during hourly average greatest loading makes about 26 on the runway either more or, as a rule, in general more than 35 transactions on airfield.;
36) aerodrome movement area – the part of airfield intended for take-off, landing and taxing of air vehicles, consisting of the maneuvering area and the platform (platforms);
37) the air vehicle (further – AF) – the device supported in the atmosphere due to its interaction with air excepting interaction with the air reflected from earth's (water) surface;
38) air traffic maintenance – the general term meaning in appropriate cases flight and information servicing, the emergency notification, advisory service of air traffic, dispatching air traffic maintenance (district dispatching servicing, dispatching servicing of approach or airdrome dispatching service);
39) the indicator of air picture – the electronic indicator on which location and movement of air vehicles, and also other necessary information are displayed;
40) rate – the direction in which there is longitudinal axle of the air vehicle, expressed usually in degrees of the corner counted from the northern direction (true, magnetic, compass or conditional meridians);
41) disruption of communication – lack of communication during period of time, important for operation;
42) the level of integrity of observation (SIL) - determines probability that exceeding of radius of the deduction of integrity used in the NIC parameter will not be revealed. SIL represents probability that the measurement error of location is more, than NIC, and this exceeding is not revealed. NIC and SIL are transferred from board of air vehicles;
43) other departments – the organizations which are not performing within the competence air traffic management and radio engineering flight servicing and telecommunication in civil aviation;
44) transfer by "blind" – transfer from one station to another in conditions under which two-way communication is not established for any reason, but at the same time it is supposed that the caused station is able to accept transfer;
45) product (means) – the unit of production intended for accomplishment of the RTOP certain function and communication;
46) operating control of operability of product, the channel of aviation telecommunication – the control providing accomplishment of technologically simple functional checks of product, the channel of telecommunication in the course of its functioning;
47) the form of product – the document certifying the critical parameters and technical characteristics of product RTOP and communication guaranteed by the manufacturer, reflecting technical condition of product and containing data on its operation (duration and working conditions, TO, types of repairs, replacement of constituents and details and other data for the entire period of operation);
48) product degree of product availability – the technical condition characterized by compliance or discrepancy of product quality to the technical requirements established by technical documentation on this product. Differentiate degrees of product availability: operability and defect, working capacity and nonserviceability;
49) refusal of product – the event consisting in violation of operability of product;
50) damage – the event consisting in violation of serviceable condition of product when preserving operating state;
51) the block diagram of product – the scheme determining the main functional parts of product, their assignment and interrelation;
52) sensitivity to angular displacement of ILS - the relation of the measured RGM to the corresponding angular displacement of rather basic line;
53) single-channel simplex communication – simplex communication with use of one frequency channel in both directions;

75) the land radio radiating means – the land radio engineering means intended for transfer of radio frequencies and consisting of one or several sending devices or their combinations including auxiliary equipment;
76) exit to locator beacon – method when which using the mobile radio station having the bearing-finding equipment continuously moves in the direction of other radio station radiating electromagnetical waves both mobile, and motionless;
77) the facilitated reserve – reserve which contains one or several reserve elements which are in less loaded mode than leading particular;
78) frequency channel – the continuous site of frequency spectrum suitable for transfer of certain class of radiation;
79) scheduled repair – the repair performed according to requirements of the specifications and technical documentation;
80) maintainability – the property of product consisting in fitness to the prevention and detection of origins of refusals, damages, to maintenance and recovery of operating state by carrying out maintenance and repairs;
81) operating state – condition of product in case of which values of all parameters characterizing capability to perform the set functions, conform to requirements of normative and technical and (or) design documentation;
82) disabled condition (nonserviceability) – the condition of product in case of which value at least of one parameter characterizing capability to perform the set functions, does not conform to requirements of normative and technical and (or) design documentation;
83) the loaded reserve – reserve which contains one or several reserve elements which are in the mode of leading particular;

86) engineering personnel – the personnel of service of operation of the radio-radar equipment of flight servicing and communication (means of RTOP) having required qualification characteristics and providing operation of the equipment according to these rules, the operating documentation and regulating documents of the Republic of Kazakhstan;
87) sudden refusal – the refusal which is characterized by intermittent change of values of one or several set product parameters;
88) board of the guaranteed power supply – the distribution device on which after failure of one power source the electric power tension is recovered from other source through the guaranteed time;
