1. Approve the Procedure for use of the means provided in the government budget for construction and reconstruction of objects of the state company "The Ukrainian children's center "Young Guard" which is applied.
2. Make changes which are applied to resolutions of the Cabinet of Ministers of Ukraine.

1. This Procedure determines the mechanism of use of the means provided in the government budget according to the program "Construction and reconstruction of objects of the state company "The Ukrainian children's center "Young Guard" (further - budgetary funds).
2. The main manager of budgetary funds and the executive in charge is Minsotspolitiki.
The receiver of budgetary funds - the state company "The Ukrainian children's center "Young Guard" (further - the children's center "Young Guard").
3. Budgetary funds are allocated for implementation of the expenses connected with construction and reconstruction of objects of the children's center "Young Guard".
During accomplishment of the specified works obligatory accounting of needs of persons with disability and other handicapped national groups according to regulations, standards and rules is provided.
4. Purchase of goods, works and services at the expense of budgetary funds is carried out in the procedure established by the law.
5. Reflection in primary and financial accounting of information on the received (created) current and non-current assets, and also the opening of accounts, registration, accounting of obligations in bodies of Treasury and transaction connected with use of budgetary funds are performed in the procedure established by the legislation.
Amounts and cost of works are determined according to the design estimates developed taking into account requirements of construction regulations and rules, acts of inspections and defective acts, and also based on positive experimental testimony, carried out according to the Approval procedure of construction projects and conducting their examination approved by the resolution of the Cabinet of Ministers of Ukraine of May 11, 2011 No. 560 (The Official Bulletin of Ukraine, 2011, No. 41, the Art. 1674).
Objects are accepted in operation according to Procedure for acceptance in operation finished with the construction of facilities approved by the resolution of the Cabinet of Ministers of Ukraine of April 13, 2011 No. 461 (The Official Bulletin of Ukraine, 2011, No. 32, Art. 1359; 2015, No. 78, Art. 2599).
7. The receiver of budgetary funds monthly to the 5th submits to Minsotspolitiki information on use of budgetary funds, actually executed amounts of works on construction and reconstruction of objects of the children's center "Young Guard" for its giving to the 10th to the Ministry of Finance.
8. Creation and submission of financial and budget reports about use of budgetary funds, and also control of their target and effective expenditure are performed in the procedure established by the legislation.
