1. Take into consideration that:

the state company "1-Zargarlik korkhonas" stopped the activities in 2009, floor spaces stay idle, the available equipment is not used;

the offer of the Ministry of Economics, Ministry of Finance of the Republic of Uzbekistan, the State committee of the Republic of Uzbekistan on assistance to the privatized companies and development of the competition and khokimiyat of the city of Tashkent on transfer of property complex of the state company "1-Zargarlik korkhonas", at the address is accepted: Tashkent, Uchtepinsky district, Ulitsa Zargarlik, the house 46-B (further - object), to joint-stock commercial bank of Usak for implementation of the investment project on creation of modern jewelry production.

2. To joint-stock commercial bank of Usak to accept object in authorized capital as contribution of the state at the cost determined by the estimative organization with the subsequent transfer of object to authorized capital of managing company of bank of Usak - Usak Capital Investment LLC (further - managing company) for realization based on subject of the investment project on the organization of modern production of jewelry.

To the state committee of the Republic of Uzbekistan on investments (A. Akhmedkhodzhayev), to the State committee of the Republic of Uzbekistan on assistance to the privatized companies and development of the competition (R. Gulyamov), to khokimiyat of the city of Tashkent (R. Usmanov) and to governing bodies of bank of Usak (K. Mullazhanov) to provide reception-transmission of object in accordance with the established procedure in a month.

Determine that reception-transmission of object of JSB Usak and in authorized capital of managing company are not subject to the taxation.

3. To joint-stock commercial bank of Usak:

in a month together with the Ministry of Finance of the Republic of Uzbekistan and the State committee of the Republic of Uzbekistan on assistance to the privatized companies and development of the competition to develop and approve the "road map" providing specific terms of involvement of the profile investor and implementation of the investment project;

till July 1, 2018 to provide creation based on object and commissioning of the organization for production of jewelry with equity of its managing company.

4. Grant the right within project implementation of JSB Usak to create based on object the new organizations for production of jewelry, including with participation of profile investors, and also from shares of bank and its managing company to 100 percent inclusive, and in subsequent to realize share of bank and its managing company in again created organizations to new investors.

5. Exempt the organizations created with the assistance of JSB Usak and its managing company within implementation of the investment projects performed in the territory of object from the tax discharge on profit, single tax payment, the property tax, the land tax until their realization to the strategic investor, but no more than three years from the moment of their state registration, with the target direction of the released funds for technical and technological rearmament, upgrade and development of production.

6. Extend to the organizations created with the assistance of JSB Usak and its managing company within implementation of the investment projects performed in the territory of object, action of Item 8 of the Presidential decree of the Republic of Uzbekistan of April 20, 2017 No. UP-5022 "About Measures for Further Expansion of Mechanisms of Support of Economically Insolvent Companies, and also Stimulation of the Organization of New Production Capacities based on Real Estate Objects of Commercial Banks".

7. Permit JSB Usak and its managing company within implementation of the investment project, according to the procedure of exception:

till July 1, 2018 implementation in the territory of construction object and reconstruction on the terms of concurrent engineering and financing, with observance of the established town-planning regulations and rules;

determination of project and contract organizations, and also suppliers of the equipment, components, spare parts without holding tenders (tenders) on the basis of selection of the best offers, with the subsequent examination of import contracts in authorized body.

8. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan D. A. Kuchkarov, the director of the National agency of project management in case of the President of the Republic of Uzbekistan Sh. M. Sodikov, the chairman of the board of JSB Usak K. K. Mullazhanov and hokim of the city of Tashkent of R. Zh. Usmanov.
