ORDER OF THE MINISTER OF DEFENCE OF THE REPUBLIC OF KAZAKHSTAN

About approval of Rules of rendering services by the public institution of Armed Forces of the Republic of Kazakhstan specializing in area of sport, and use of money from realization of such services

According to Item 2 of article 24 of the Law of the Republic of Kazakhstan "About defense and Armed Forces of the Republic of Kazakhstan" of January 7, 2005 I ORDER:

1. Approve the enclosed Rules of rendering services by the public institution of Armed Forces of the Republic of Kazakhstan specializing in area of sport, and use of money from realization of such services.

2. - to Central Sports Club of Army of the Ministry of Defence of the Republic of Kazakhstan to provide to sports committee:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) the direction of the copy of this order in the Republican state company on the right of economic maintaining "The republican center of legal information" of the Ministry of Justice of the Republic of Kazakhstan for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan in paper and electronic types in the Kazakh and Russian languages within ten calendar days from the date of state registration;

3) placement of this order on Internet resource of the Ministry of Defence of the Republic of Kazakhstan after its first official publication;

4) the direction of data in Legal department of the Ministry of Defence of the Republic of Kazakhstan on execution of the actions provided by subitems 1), 2) and 3) of this Item within ten calendar days from the date of state registration.

3. To impose control of execution of this order on the First Deputy Minister of Defence - the chief of the General Staff of Armed Forces of the Republic of Kazakhstan.

4. Bring this order to officials in the part concerning them.

5. This order becomes effective after ten calendar days after day of its first official publication.

Rules of rendering services by the public institution of Armed Forces of the Republic of Kazakhstan specializing in area of sport, and use of money from realization of such services

Chapter 1. General provisions

1. These rules of rendering services by the public institution of Armed Forces of the Republic of Kazakhstan specializing in area of sport, and use of money from realization of such services (further - Rules) determine procedure for rendering services by the public institution of Armed Forces of the Republic of Kazakhstan specializing in area of sport, and use of money from realization of such services.

2. The public institution of Armed Forces of the Republic of Kazakhstan specializing in area of sport is the republican public institution "Sports committee - Central Sports Club of Army of the Ministry of Defence of the Republic of Kazakhstan" (further - CSKA) and its branches.

3. CSKA) and its branches render the following types of service:

1) sports and improving and sports services;

2) services in the organization and holding sporting events with the physical persons and legal entities which do not have departmental belonging to Armed Forces (the organization and competitions, special complex sporting events);

3) services in provision of sports equipment and sports constructions;

4) services in training of athletes and trainers with the subsequent realization of conditions of their transition to other sports organizations;

5) services in sanatorium activities and medical rehabilitation;

6) services in providing with food of participants of the different events held in organization;

7) hotel services.

Chapter 2. Procedure for rendering services and use of money from realization of such services

4. Rendering services to legal entities is performed on contractual basis according to the Civil code of the Republic of Kazakhstan, to physical persons in compliance effected payment of the rendered services.

5. CSKA and its branches place in the territory (room) of the educational and training centers in the specially allotted place the following information:

1) the list of the services rendered by CSKA and its branches;

2) rates for the provided services according to Item 3 of article 24 of the Law of the Republic of Kazakhstan "About defense and Armed Forces of the Republic of Kazakhstan".

6. The money from realization of CSKA and its branches of services remaining at their order is enlisted into the control account of cash opened for CSKA and used according to these rules.

7. Acceptance of cash is made through cash desks of CSKA and its branches with obligatory application of cash registers with fiscal memory and issue of the control check, and also on clearing settlement by transfer to the control account of cash of CSKA of "accounts of paid services".

8. CSKA and its branches for carrying out transactions by the money received from rendering of services, remaining at their order annually constitute the plan of receipts and expenses of money (in any form), submit for approval to the administrator of budget programs in triplicate with appendix of the explanatory note and reasonable calculations.

9. The means arriving from realization of paid services are spent on:

1) acquisition of the equipment and stock (including furniture);

2) acquisition of prizes, mementoes, letters and monetary rewards to prize-winners and participants of sporting events;

3) covering of expenses on food, consumer and cultural services of athletes;

4) content of dining rooms (salary, acquisition of food, acquisition of the equipment and stock, capital repairs and other expenses);

5) device of sports grounds;

6) improving actions;

7) covering of expenses on food of participants of competitions, compensation of arbitrators (judges) and health workers;

8) compensation of the workers rendering paid services;

9) fees for participation in sporting events;

10) payment of banking services;

11) establishment of surcharges, allowances, awards and other payments of the stimulating nature;

12) acquisition, tailoring and repair of pieces of ware property, sports and special regimentals;

13) expenses on payment for heating, the electric power, water supply and other utility costs, acquisition of objects and materials for the current and economic purposes, fee on servicing of the building, payment of transport services and other expenses for purchase of goods;

14) reconstruction and capital repairs of buildings and constructions;

15) pharmacological ensuring educational and training process of athletes and national teams;

16) traveling expenses.
