About measures for accomplishment of the Resolution of the UN Security Council 2321 of November 30, 2016.

Due to the adoption of the resolution of the UN Security Council 2321 of November 30, 2016, providing application of number of restrictions on Democratic People's Republic of Korea in response to carrying out nuclear missile testing by it, and according to the Federal Law of December 30, 2006 No. 281-FZ "About special economic measures" I decide:

1. To all public institutions, industrial, trade, financial, transport and other bodies, credit institutions and not credit financial credit institutions, other legal entities and physical persons which are under jurisdiction of the Russian Federation in the activities to recognize that since November 30, 2016 and until the special order:

1) the measures provided by the subitem "g" of Item 1 of the Presidential decree of the Russian Federation of May 27, 2007 No. 665 "About measures for accomplishment of the resolution of the UN Security Council 1718 of October 14, 2006" should be applied to the physical persons or legal entities called in appendices No. 1 and 2 to this Decree, any physical persons or legal entities operating from their name or on their specifying and the legal entities who are in their property or under their control including as a result of use of illegal means;

2) the measures provided by the subitem "d" of Item 1 of the Presidential decree of the Russian Federation of May 27, 2007 No. 665, should be applied to the physical persons called in appendix No. 1 to this Decree and the physical persons acting from their name or on their specifying;

3) the measures provided by subitems "a", "b" and "v" of Item 1 of the Presidential decree of the Russian Federation of May 27, 2007 No. 665 and the subitem "b" of Item 1 of the Presidential decree of the Russian Federation of December 2, 2013 No. 871 "About measures for accomplishment of the resolution of the UN Security Council 2094 of March 7, 2013" also should be applied to any products called in appendix No. 3 to this Decree and also any objects, materials, the equipment, goods and technologies called in appendix No. 4 to this Decree;

4) the measures provided by paragraph one of the subitem "an" of Item 1 of the Presidential decree of the Russian Federation of May 27, 2007 No. 665, also should be applied to the luxury goods called in appendix No. 5 to this Decree;

5) it is necessary to confiscate the objects found during the examinations made according to the subitem "v" of Item 1 of the Presidential decree of the Russian Federation of December 2, 2013 No. 871 which delivery, sale, transfer and export are prohibited according to presidential decrees of the Russian Federation of May 27, 2007 to No. 665, of March 27, 2010 No. 381 "About measures for accomplishment of the resolution of the UN Security Council 1874 of June 12, 2009", of December 2, 2013 No. 871, of December 29, 2016 No. 729 "About measures for accomplishment of the resolution of the UN Security Council 2270 of March 2, 2016" and this Decree. The decision on their destruction (alienation) according to the procedure which is not dispersing from the obligations assigned to the Russian Federation by the resolution of the UN Security Council 1540 of April 28, 2004 and obligations of the Russian Federation as the agreement party about non-proliferation of nuclear weapon of July 1, 1968, the Convention on prohibition of development, production, accumulating and use of chemical weapon and on its destruction of January 13, 1993 and the Convention on prohibition of development, production and stock accumulation of bacteriological (biological) and toxin weapon and on their destruction of December 16, 1971 is in case of need made;

6) the measures provided by the subitem 7 of Item 1 of the Presidential decree of the Russian Federation of December 29, 2016 No. 729, are not applied if the Committee of the UN Security Council founded according to the resolution of the UN Security Council 1718 of October 14, 2006 (further - Committee), will approve the related activity in each case;

7) the measures provided by the subitem 8 of Item 1 of the Presidential decree of the Russian Federation of December 29, 2016 No. 729, are not applied in the relation:

registration of ocean ships in Democratic People's Republic of Korea, receipts of permissions to use by ocean ships of National flag of Democratic People's Republic of Korea, ownership, leasing, operation, provision of any services in classification, certification of ocean ships and services connected with it if the Committee will approve such activities in each case in advance;

insurance or the reinsurance of the ocean ships floating under National flag of Democratic People's Republic of Korea, being in property under control or in use of Democratic People's Republic of Korea, including as a result of use of illegal means if the Committee determines in each case in advance that such activities are performed only in the humanitarian purposes or for the purpose of receipt of means of livelihood and it will not be used by citizens of Democratic People's Republic of Korea or the organizations registered in its territory for income acquisition;

8) the measures provided by the subitem "p" of Item 1 of the Presidential decree of the Russian Federation of March 27, 2010 No. 381, also extend to the advanced materials science, advanced technologies of the chemical industry, mechanical engineering, electric machine industry and industrial production;

9) it is necessary to suspend sci-tech cooperation with persons or groups of persons representing Democratic People's Republic of Korea, except for exchanges in the field of medicine and the following cases:

implementation of sci-tech cooperation in the field of nuclear science and technology, space mechanical engineering and the aircraft equipment or the advanced production technologies and methods if the Committee determines in each case that such cooperation will not promote development of the nuclear program of Democratic People's Republic of Korea or its program for ballistic missiles; or
