About creation of Council for food security and food of the Kyrgyz Republic
For the purpose of providing the population with food products of prime necessity and stabilization of situation in the food market the Government of the Kyrgyz Republic decides:
1. Form Council for food security and food of the Kyrgyz Republic in the following structure:
Vice-Prime Minister of the Kyrgyz Republic, chairman of the board;
Minister of Agriculture, food industry and melioration of the Kyrgyz Republic, vice-chairman of Council;
Minister of Health of the Kyrgyz Republic, vice-chairman of Council.
Members of council:
the deputy of Jogorku Kenesh of the Kyrgyz Republic (in coordination);
the representative of the Office of the President of the Kyrgyz Republic (in coordination);
Minister of Economic Affairs of the Kyrgyz Republic;
Minister of Finance of the Kyrgyz Republic;
Minister of Internal Affairs of the Kyrgyz Republic;

2. Determine working body of Council for food security and food of the Kyrgyz Republic the Ministry of Agriculture, the food industry and melioration of the Kyrgyz Republic, regarding food - the Ministry of Health of the Kyrgyz Republic.
3. Approve the enclosed Regulations on Council for food security and food of the Kyrgyz Republic.

1. Council on food security and food of the Kyrgyz Republic (further - Council) is advisory body, is created by the Government of the Kyrgyz Republic and is created for operational decision making on providing stable and regular supply of the country with food and enhancement of measures in the field of healthy food of the population of the republic.
2. Council in the activities is guided by the Constitution of the Kyrgyz Republic, the laws of the Kyrgyz Republic, decrees and orders of the President of the Kyrgyz Republic, resolutions and orders of the Government of the Kyrgyz Republic and other regulations, and also this Provision.
3. The purposes of Council are providing stable and regular supply of citizens of the Kyrgyz Republic with main types of food, taking into account the physiological needs for foodstuff, realization of package of measures in the field of healthy food of the population, prevention of diseases and improvement of quality of life of the population by acceptance by executive bodies of the coordinated and operational decisions.
4. Tasks of Council:
a) development of offers on strategic directions of food security and to improvement of quality and safety of food products in the Kyrgyz Republic;
b) preparation of offers on:
- implementation of decisions of the Government of the Kyrgyz Republic concerning food security and food of the Kyrgyz Republic;
- to development of the main directions, annual programs and long-term forecasts of food security and food;
- to enhancement of the financial and tax policy aimed at providing food security and food;
- to development of effective measures of protection of rural producers, including regulation of export and import of agricultural raw materials, sale of agricultural products and food;
- to providing equal competitive environment by access to food commodity market of subjects of all patterns of ownership;
- to non-admission of decrease in the reached level of ensuring food security;
- to assistance of implementation of actions for the purpose of prevention and treatment of the diseases connected with insufficiency of minerals and vitamins B to structure of food of the population of the Kyrgyz Republic;
- to carrying out the analysis of necessary information and use of results of the executed actions;
- the organizations of regular monitoring of accomplishment of package of measures in the field of healthy food of the population;
- to ensuring realization of the taken measures for improvement of quality and safety of food products;
c) development and acceptance of preventive measures on prevention of the threats for food security of the country connected with changes in the foreign and domestic food markets;
d) consideration and recommendations on:
- to drafts of the laws of the Kyrgyz Republic, regulatory legal acts of the Government of the Kyrgyz Republic, state programs and other documents concerning food security and food;
- to the questions connected with food security in regions of the Kyrgyz Republic, especially in the remote and mountain areas;
- to prevention and decrease in level of prevalence of the diseases connected with irrational food, the organizations of broad explanatory work and to strengthening of promotion of healthy food as bases of healthy lifestyle of the population, including with active use of mass media;
- to enhancement of the regulatory legal base for the purpose of further streamlining of system of catering services in educational and medical institutions, improvements of food allowance of children's organized collectives, implementations of efficient mechanisms of quality control of the foodstuff made in the territory of the republic and delivered from abroad and food staples;
- to assistance in creation of the conditions providing population requirements satisfaction in healthy food by stimulation of national production of foodstuff, especially to products enriched with the major micronutrients, to creation of foodstuff on the basis of local raw materials, to forming of the circle promoting implementation of the principles of healthy food among the population;
- to review acting and development of new regulatory legal acts in the sphere of providing healthy food of the population;
e) introduction of offers on provision of financial support from means of republican and local budgets to domestic manufacturers of agricultural products, raw materials and food on tender basis;
- enhancement of economic mechanisms of stimulation of the business entities occupied with production of food including children's and dietary, and also conversion of agricultural fruit and vegetable and meat and dairy products;
