1. The public reception performs the organization and carrying out personal reception of citizens for the questions which are within the competence of the Bank of Russia, carries out directory, methodical and analytical work on the organization and carrying out personal reception of citizens.

2. The organization of work of the Public reception is performed by Service on consumer protection and ensuring availability of financial services of the Bank of Russia.

3. Information on the address, operating mode of the Public reception and procedure for preliminary record on personal reception of citizens is posted on the official site of the Bank of Russia on the Internet.

4. Preliminary record of citizens on personal acceptance is performed by the employee of the Bank of Russia by phone, in the Public reception, and also by means of the official site of the Bank of Russia on the Internet.

5. In the rooms of the Public reception equipped for carrying out personal reception of citizens technical means of the Bank of Russia for audio-and video recording are used.

6. Before personal acceptance of the citizen the employee of the Bank of Russia conducting personal reception of citizens shall:

check the identity document of the citizen;

notify the citizen on audio-and video recording of process of personal reception of citizens.

7. During personal reception of citizens the employee of the Bank of Russia electronically draws up card of personal acceptance of the citizen.

8. The employee of the Bank of Russia gives the answer to the address with the consent of the citizen orally during personal acceptance if the facts and circumstances stated in the oral address are obvious and do not require additional check.

Contents of the oral address and oral answer to it are brought in card of personal acceptance of the citizen.

9. The employee of the Bank of Russia makes explanation to the citizen where and in what procedure he should address if the oral address contains questions which solution is not included into competence of the Bank of Russia.

10. If the facts and circumstances stated in the oral address are not obvious and require additional check, the employee of the Bank of Russia suggests the citizen to draw up the written address for preparation of the written pertinent answer of the questions raised in the address.

11. During personal reception of citizens the employee of the Bank of Russia has the right to refuse to the citizen further review of the address if the citizen was given earlier the answer by the Bank of Russia on the substance of the question raised in the oral address.

12. The employee of the Bank of Russia during personal reception of citizens can accept the written address from the citizen. In this case the employee of the Bank of Russia puts down on the copy or the second copy of the accepted address mark about its acceptance.

13. Personal acceptance of the citizen stops if the citizen has strong indications of drug, toxic or alcoholic intoxication or the citizen is in condition of the increased behavioural activity with strong indications of aggression.

14. Employees of the Bank of Russia give necessary assistance to the citizens who came to the Public reception in execution of written addresses, and also advise citizens about procedure for submission of written addresses and receipts of replies of the Bank of Russia on them.

15. The written addresses accepted during personal reception of citizens are registered in the Bank of Russia no later than the first working day following behind day of personal acceptance of the citizen.

16. This Instruction becomes effective after 10 days from the date of its official publication.
