form of the material safety data sheet of objects (territories) of the Ministry of Education and Science of the Russian Federation and objects (territories) relating to field of activity of the Ministry of Education and Science of the Russian Federation.

Requirements to anti-terrorist security of objects (territories) of the Ministry of Education and Science of the Russian Federation and objects (territories) relating to field of activity of the Ministry of Education and Science of the Russian Federation

I. General provisions

1. These requirements establish organizational, technical, legal and other actions for ensuring anti-terrorist security of objects (territories) of the Ministry of Education and Science of the Russian Federation and objects (territories), obligatory for accomplishment, relating to field of activity of the Ministry of Education and Science of the Russian Federation (further - object (territory).

2. For the purposes of these requirements objects (territories) are understood as complexes technologically and technically the buildings (structures, constructions) connected among themselves and systems having the general adjacent territory and (or) external borders, certain buildings (structures, constructions), the isolated rooms or groups of rooms which owners are the Ministry of Education and Science of the Russian Federation, Federal Service for Supervision in Education and Science, Federal Agency for Youth Affairs, the organizations subordinated to the Ministry of Education and Science of the Russian Federation, Federal Service for Supervision in Education and Science and Federal Agency for Youth Affairs, the executive bodies of subjects of the Russian Federation and local government bodies performing powers in the field of education and scientific activities, the organization the being under authority of executive bodies of subjects of the Russian Federation and local government bodies performing powers in the field of education and scientific activities and other organizations performing activities in the field of science and education (further - bodies (organizations) which are owners of objects (territories)).

3. These requirements do not extend:

a) on objects (territories) which are subject to obligatory protection by troops of national guard of the Russian Federation;

b) on the important state objects, particular loads, constructions on communications which are subject to protection by troops of national guard of the Russian Federation regarding their equipment technical means of protection, procedure for control of the equipment and operation of the specified technical means;

c) on objects (territories), requirements to which anti-terrorist security are approved by other acts of the Government of the Russian Federation.

4. Responsibility for ensuring anti-terrorist security of objects (territories) is conferred on heads of bodies (organizations) which are owners of objects (territories) and also on the officials performing direct management of activities of workers on objects (territories).

II. Categorization of objects (territories) and procedure for its carrying out

For the purpose of establishment of the differentiated requirements to ensuring anti-terrorist security of objects (territories) taking into account potential danger and the degree of threat to making of act of terrorism on objects (territories), the importance of objects (territories) for infrastructure and life support and possible effects of making of act of terrorism categorization of objects (territories) is carried out.

Categorization is performed concerning the functioning (operated) objects (territories) in case of input of objects (territories) in operation, and also in case of change of characteristics of objects (territories) which can influence change of earlier appropriated category.

6. The degree of threat to making of act of terrorism on object (territory) is determined based on data on situation around arrangement of object (territory), about possible threats of making of act of terrorism, and also based on quantitative indices of statistical data (data) on the terrorist attacks conducted and prevented for the last 12 months in the territory of the subject of the Russian Federation (except for obviously untrue reports on threat of making and (or) on making of act of terrorism) on which object (territory) is located.

Possible effects of making of act of terrorism on object (territory) are determined based on forecast indicators about the number of people who can die or receive harm to health, and possible material damage which forecast indicator is accepted equal to book value of object (territory).

7. For carrying out categorization of object (territory) according to the decision of the head of the body (organization) which is the owner of object (territory) the commission on inspection and categorization of object (territory) is created (further - the commission):

a) concerning the functioning (operated) object (territory) - within 3 months from the date of approval of these requirements;

b) when commissioning new object (territory) - within 30 days from the date of the end of actions for its commissioning.
