About approval of the Concept of migration policy of the Republic of Kazakhstan for 2017 - 2021 and the Actions plan on implementation of the Concept of migration policy of the Republic of Kazakhstan for 2017 - 2021

(as amended of the Order of the Government of the Republic of Kazakhstan of 29.03.2021 No. 169)

For the purpose of implementation of the Presidential decree of the Republic of Kazakhstan of December 30, 2016 "About further enhancement of system of public administration of the Republic of Kazakhstan" the Government of the Republic of Kazakhstan DECIDES: No. 401

1. Approve enclosed:

1) the Concept of migration policy of the Republic of Kazakhstan for 2017 - 2021;

2) the Actions plan on implementation of the Concept of migration policy for 2017 - 2021 (further - the Plan).

2. To the central and local executive bodies, and also the interested organizations responsible for execution of the Plan:

1) to take necessary measures for implementation of the Plan;

2) once a year, no later than the January 15 following after accounting year to provide information on the course of accomplishment of actions of the Plan in the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan.

3. To provide to the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan no later than the February 15 following after accounting year in Prime minister's department of the Republic of Kazakhstan summary information on the course of accomplishment of actions of the Plan.

4. This resolution becomes effective from the date of its signing.

From the moment of independence finding Kazakhstan began to pursue own migration policy answering to tendencies of globalization of the world community and directed to use of migration flows for the benefit of strengthening of homeland security, improvement of demographic situation and sustainable social and economic development of the country.

For years of independence control of migration flows was exercised according to the strategic directions of public transformations and specially developed concepts of migration policy of the Republic of Kazakhstan approved by the Presidential decree of the Republic of Kazakhstan of August 28, 2007 No. 399 and the order of the Government of the Republic of Kazakhstan of September 5, 2000 No. 1346.

In turn, considering the existing and expected internal and external challenges in the sphere of population shift, including geopolitical position of the Republic of Kazakhstan, excess of manpower with low qualification, deficit and outflow of qualified personnel, there is need of updating within this Concept of conceptual bases of migration policy.

This Concept is developed according to the Constitution of the Republic of Kazakhstan, international law and the international obligations of the Republic of Kazakhstan in the sphere of migration, the sustainable development goals for the period till 2030 accepted in the resolution of the General Assembly of the United Nations in September, 2015, the President's letter of the Republic of Kazakhstan "Strategy Kazakhstan-2050: new political policy of the taken place state".

The concept determines strategic objectives, tasks and the directions of migration policy of the Republic of Kazakhstan in interrelation with the expected prospects of economic, social and demographic development of the Republic of Kazakhstan, foreign policy, integration processes within the Eurasian Economic Union (further - EEU) and universal tendencies of globalization.

2. Analysis of the current situation

The Republic of Kazakhstan adheres to the strategy of temporary migration on involvement of foreign workers, optimum resettlement of the population on the territory of the country, and also long-term permanent migration in relation to the ethnic repatriates arriving to the Republic of Kazakhstan.

At the same time, the designated purposes on inclusion of Kazakhstan in number of thirty developed countries of the world, and also the existing and expected internal and external challenges require expansion of conceptual bases of migration policy.

Internal challenges are:

labor redundancy with low qualification and deficit of qualified personnel in certain sectors of economy because of the low education level;

overpopulation of the largest cities and separate territories. Already today high birth rate in the southern regions, labor redundancy and resettlement of ethnic migrants in densely populated regions become the center of social tension;

the obezlyudeniye of the border territories and reducing population, especially working-age, in northern regions in the future will result in difficulties of ensuring their economic growth and in general will influence national security of the country.

Are among external challenges:

risk of growth of labor power with low qualification due to the expected inflow, first of all, labor migrants from the countries of Central Asia;

risk of growth of outflow of qualified personnel and talented youth;

hit to the country with flows of migration of destructive elements.

The designated challenges require forming of the new migration policy supporting strategy:

1) temporary migration for involvement of foreign workers to certain sectors of economy or specific priority projects;

2) long-term migration for involvement of skilled foreign workers on the long-term projects directed to implementation of new innovations, increase in enterprise and development of human capital;

3) implementation of the national program of advanced training.

All three directions of strategy are interdependent and will be implemented in parallel, providing systemacity of migration policy.

The provided strategy will constitute substantial basis of regulation of external and internal migration.

Now the advantageous geographical location, political and social and economic stability turned Kazakhstan into transit migratory node.

Only over the last 5 years the country was visited procedure for 6,1 of one million foreign citizens. Most of them (5,3 of one million people) came around on private, and about 300 thousand more people - on official matters.

In external migration in the first years of independence of balance of migration was negative. During the period from 1991 to 2003 outflow of the population from the country averaged 225,5 of one thousand people annually. Since 2004 for 2011, the balance was steadily positive (surplus in 11,7 of one thousand people annually). The labor migration grew.

In the last five-years period of balance of migration entered negative zone again.

Results of ethnic migration are indicative. Since 1991 the number of the arrived ethnic repatriates exceeded 1 million people. Thanks to demographic contribution of the arrived kandas for years of independence it was succeeded to reduce the level of negative balance of migration by 28%.

In many respects spontaneously internal migration developed. Within strategic initiatives steps directed to stimulation and regulation of resettlement of citizens of the country were taken, however such resettlement always had uzkotselevy character.

Now in the country there was the following migratory situation.

The first. Management of external migratory processes.

In this segment specific place is held by regulation of labor migration. In Kazakhstan the complex system of attraction of foreign labor power is effective today. There is system of quoting of qualified foreign labor power and labor immigrants, multistage system of issue of working permissions. Within EEU the mode of free movement of manpower on the territory of state members is effective.
