About approval of State standard of social maintenance of families in which the orphan children and children deprived of parent guardianship are brought up

According to the paragraph of article 1 of the Law of Ukraine "About social services" I order the fourteenth:

1. Approve State standard of social maintenance of families in which the orphan children and children deprived of parent guardianship which is applied are brought up.

2. And adoptions (R. Kolbas) to provide to department of protection of the rights of children representation in the procedure for this order established by the legislation on state registration in the Ministry of Justice of Ukraine.

3. This order becomes effective from the date of its official publication.

4. To impose control of execution of this order on the deputy minister A. Privalov.

State standard of social maintenance of families in which the orphan children and children deprived of parent guardianship are brought up

I. General provisions

1. This State standard determines content, amount, conditions and procedure for provision of social service of social maintenance of families in which the orphan children and children deprived of parent guardianship (family of guardians, custodians, foster homes, orphanages of family type), indicators of its quality for subjects of all patterns of ownership and managing providing this service are brought up.

In case of introduction of emergency or warlike situation in Ukraine or its certain areas, availability of threat of life or to health of family members in which the orphan child and/or the child deprived of parent guardianship (family of guardians, custodians, foster home, orphanage of family type) is brought up the social service of social maintenance of such family can be provided urgently (krizisno). The special requirements to conditions and procedure for its provision established in the Section XVII of this State standard are in that case applied.

2. This State standard is applied to the organization and implementation of social maintenance of families in which the orphan children and children deprived of parent guardianship, and also monitoring and control of quality of provision of such social service are brought up.

3. In this standard terms are used in the following values:

The HIV-positive child - the child in whose organism HIV is revealed, but being in condition of asymptomatic carriage of HIV;

the individual plan of social protection of the child which appeared in difficult vital circumstances the orphan child and the child deprived of parent guardianship (further - the individual plan) - the document in which needs of the orphan child and the child deprived of parent guardianship, and measure which need to be accepted for ensuring needs of such child for development and education are specified;

monitoring of quality of provision of social service of social maintenance - permanent or periodic review of activities of the subject which renders social service of social maintenance which aims at assessment of the current results, identification of problems, determination of problems, provision of recommendations about their elimination, improvement and/or enhancement of rendering social service of social maintenance;

the supplier of social service of social maintenance of families in which the orphan children and children deprived of parent guardianship are brought up (further - the supplier of social service of social maintenance) - the specialist in social work, the social worker;
