1. Approve the enclosed Rules of financing of defense researches.

2. To provide to Department of Education and Science of the Ministry of Defence of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) the direction of the copy of this order in the Republican state company on the right of economic maintaining "The republican center of legal information" of the Ministry of Justice of the Republic of Kazakhstan for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan in paper and electronic types within ten calendar days from the date of state registration;

3) placement of this order on Internet resource of the Ministry of Defence of the Republic of Kazakhstan after its first official publication;

4) the direction of data in Legal department of the Ministry of Defence of the Republic of Kazakhstan on execution of the actions provided by subitems 1), 2) and 3) of this Item within ten calendar days from the date of state registration.

3. To impose control of execution of this order on the deputy defense secretary of the Republic of Kazakhstan on educational and ideological work.

4. Bring this order to officials in the part concerning them.

5. This order becomes effective after ten calendar days after day of its first official publication.

Rules of financing of defense researches

Chapter 1. General provisions

1. These rules of financing of defense researches (further - Rules) determine procedure for financing of defense researches.

2. In these rules the following concepts are used:

1) financing of defense researches - the events held by the Ministry of Defence of the Republic of Kazakhstan (further - MO RK) on selection of subjects of defense researches, determination of their contractors, realization value and completion date, conducting examination, the conclusion of the agreement, acceptance of results and payments to the contractor.

2) defense researches - the researches in the field of defense and military safety including the strategic, applied, analytical and social researches directed to the solution of questions of development of military organization of the state, military art, upgrade, development and deployment of new types of arms and military equipment, construction and providing Armed Forces of the Republic of Kazakhstan (further - AF of RK), territorial defense;

3) the customer of defense researches - structural division of MO RK, the General Staff (further - GSh), head departments and managements of AF of RK, management of commanders-in-chief of types of AF of RK (further - the Customer), submitting the application for carrying out defense research (further - the Request) in form, according to appendix 1 to these rules;

4) Council for defense researches (further - SOY) - the joint advisory advisory body of MO RK performing the activities for the purpose of decision making for financing of defense researches;

5) the SOY authorized body - the authorized structural division of MO RK in the field of science (further - authorized body) performing ensuring activities of SOY, forming of the List of requests for carrying out defense researches (further - the List) in form, according to appendix 2 to these rules, and also organization of events of MO RK on financing of defense researches;

6) the potential contractor of defense research - the legal entity and/or physical person determined according to these rules (further - the Potential contractor), which submitted the project on accomplishment of defense research (further - the Project) in form, according to appendix 3 to these rules;

7) the contractor of the Project - the legal entity and/or physical person (further - the Contractor) determined according to these rules from among Potential contractors by results of project appraisal;

8) project appraisal - process of studying and project analysis by the expert and creation of the expert opinion on the Project;

9) the expert - the physical person or legal entity included in the electronic database (further - EBD) experts, carrying out project appraisal and developing the expert opinion on the Project;
