Federal regulations and rules of use of atomic energy "Rules of safety in case of conclusion from operation industrial uranium - graphite reactors" (NP-007-17)

I. Appointment and scope

1. These federal regulations and rules of use of atomic energy "Rules of safety in case of conclusion from operation industrial uranium - graphite reactors" (are developed by NP-007-17) (further - Rules) according to article 6 of the Federal Law of November 21, 1995 No. 170-FZ "About use of atomic energy", the order of the Government of the Russian Federation of December 1, 1997 No. 1511 "About approval of the Regulations on development and approval of federal regulations and rules of use of atomic energy" (The Russian Federation Code, 1997, No. 49, Art. 5600; 2012, No. 51, Art. 7203).

These rules establish requirements to safety in case of conclusion from operation industrial uranium - the graphite reactor, implemented in case of operation and conclusion from operation industrial uranium - the graphite reactor, and also to the report on reasons for safety in case of conclusion from operation industrial uranium - the graphite reactor.

3. Planning of conclusion from operation industrial uranium - the graphite reactor at the stages of lifecycle preceding its operation shall be performed according to federal regulations and rules of use of atomic energy "Safety in case of conclusion from operation of subjects to use of atomic energy. II. Basic provisions

5. In case of conclusion from operation of PUGR the basic principles and general requirements of safety established by NP-091-14 shall be observed.

6. The operating organization shall provide creation necessary for safe conclusion of operation of PUGR of organizational structures, matching and training of workers (personnel), physical protection and control of all activities important for safety of conclusion from operation of PUGR.

7. The operating organization shall provide development and implementation of technical and organizational solutions on safety in case of conclusion from operation of PUGR containing in the concept, the program and the project documentation of conclusion from operation of PUGR.

8. Technical and organizational solutions on safety in case of conclusion from operation of PUGR shall be developed according to the basic principles of radiation safety.

9. The choice of the technical and organizational solutions made for safety in case of conclusion from operation of PUGR shall be based on experience of conclusion from operation of similar PUGR and (or) be confirmed by testing, pilot and (or) bench studies.

10. Works on conclusion from operation of PUGR shall be carried out only in the presence of the corresponding reasons for safety which development shall be provided with the operating organization.

Safety of the new subjects to use of atomic energy created on the platform of PUGR (Items of preservation of special Russian joint stock companies and Items of burial of Russian joint stock company) taken out of service shall be performed according to requirements of the federal regulations and rules of use of atomic energy regulating safety of the corresponding categories of subjects to use of atomic energy.

III. Quality assurance in case of conclusion from operation industrial uranium - the graphite reactor

11. In case of performance of works on conclusion from operation of PUGR required quality of performance of works shall be provided.
