1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction it the copy in paper and electronic type in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) within ten calendar days after state registration of this order the direction it the copy on official publication in periodic printing editions;

4) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan;

5) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of actions, according to subitems 1), 2), 3) and 4) this Item.

3. To impose control of execution of this order on the responsible secretary of the Ministry for Investments and Development of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of issue of the official ID of the Ministry for Investments and Development of the Republic of Kazakhstan and its description

Chapter 1. General provision

1. These rules of issue of the official ID of the Ministry for Investments and Development of the Republic of Kazakhstan of its departments and their territorial subdivisions and its description (further - Rules) are developed according to item 4 of article 30 of the Law of the Republic of Kazakhstan of November 23, 2015 "About public service of the Republic of Kazakhstan" and determine procedure for issue of the official ID of the Ministry for Investments and Development of the Republic of Kazakhstan (further - the Ministry) and its description.

2. The official ID of the government employee of the Ministry (further - the certificate of the government employee of the Ministry) is the official document confirming its state position.

3. The certificate of the government employee of the Ministry, its departments and their territorial subdivisions matches the description according to appendix 1 to these rules.

4. The certificate of the government employee of the Ministry, its departments and their territorial subdivisions which are not matching the description with the expired effective period, blots and erasures, it is considered invalid.

Chapter 2. Procedure for certification of the government employee of the Ministry

5. The certificate of the government employee of the Ministry is issued in accordance with the established procedure behind the signature:

1) the responsible secretary - to government employees of central office of the Ministry, deputy managers of departments, heads and deputy managers of territorial subdivisions of departments;

2) the head of department - the government employee of department;

3) the head of territorial subdivision of department - the government employee of territorial subdivision of department.

6. The certificate of the government employee of the Ministry is issued to the government employee under personal list in case of its position assignment, movement (reassignment), spoil, loss, in case of change of surname, name, middle name (in the presence), and also after effective period of earlier issued certificate.

7. In case of delivery of the certificate of the government employee of the Ministry personnel services (in case of its availability) carry out oral explanations for all government employees on their use.

8. In case of release from post, dismissal, movement (reassignment) and spoil government employees, within three working days from the date of pronouncement of the relevant order hand over certificates of the government employee of the Ministry of the place of its obtaining.

9. Accounting of issue and return of certificates of the government employee of the Ministry is conducted by the relevant personnel service and performed in the magazine of issue and return of certificates according to appendix 2 to these rules.

10. When losing or spoil of the certificate the government employee within three working days in writing reports in the relevant personnel service and directs to publication in local mass media the announcement of invalidity of the lost certificate of the government employee of the Ministry.

11. On each fact of loss or spoil of the certificate of the government employee of the Ministry which resulted from transfer to other persons, and also its use in the personal off-duty purposes, the relevant personnel service the order on conducting office investigation prepares.

12. Write-off and destruction of certificates of government employees of the Ministry is made by responsible personnel service with creation of the act on write-off and destruction of certificates in form according to appendix 3 to these rules.
