Some questions of functioning of information system when implementing licensing of economic activity on construction of facilities which on class of effects (responsibility) belong to objects with average and large effects

According to Item 8 of the Regulations on the Ministry of Regional Development, Construction and Housing of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of April 30, 2014 No. 197 (with changes), to body of the licensing of documents electronically approved by the resolution of the Cabinet of Ministers of Ukraine of May 24, 2017 No. 363, I order to paragraph one of item 4 of the Procedure for provision:

1. Approve the Procedure for functioning of information system when implementing licensing of economic activity on construction of facilities which on class of effects (responsibility) belong to objects with average and large effects which is applied.

2. To department of state programs and development of house construction (Pavlov V. I.), to Legal department (Danish I. A.) together with the State architectural building control department of Ukraine (Kudryavtsev A. V.) provide submission of this order on state registration in the Ministry of Justice of Ukraine.

3. This order becomes effective from the date of its official publication.

4. To impose control of execution of this order on the deputy minister Partskhaladze L. R.

Procedure for functioning of information system when implementing licensing of economic activity on construction of facilities which on class of effects (responsibility) belong to objects with average and large effects

I. General provisions

1. This Procedure determines the mechanism of functioning of the information system integrated into the Single state portal of administrative services (further - System), when implementing licensing of economic activity by construction of facilities which on class of effects (responsibility) belong to objects with average and large effects (further - economic activity on construction).

2. In this Procedure terms are used in the following values:

the system website - the isolated part of System on the Internet intended for the informing the license applicant, the licensee, document handling necessary for licensing of economic activity on construction, electronically with use of the digital signature;

the responsible person - the worker of the State architectural building control department of Ukraine who has right of access to System;

electronic documents on licensing - statements of the license applicant for receipt of the license, the licensee for renewal of the license, for modification of the list of work types on implementation of economic activity on construction of facilities which on class of effects (responsibility) belong to objects with average and large effects, about the cancellation of the license and documents attached to them which move in body of licensing electronically (further - statements electronically), the notification on the planned or unplanned termination of implementation of economic activity in general or in certain places of implementation of such activities on renewal of implementation of economic activity, about all changes of data which were noted in the documents enclosed to the application for receipt of the license;

electronic office of System - the isolated part of System intended for the authorized work of the responsible person with electronic documents on licensing;

access rights - the list of actions which the responsible person has the right to carry out in System.

Other terms in this Procedure are used in the values given in the Laws of Ukraine "About information security in information and telecommunication systems", "About administrative services", "About electronic documents and electronic document management" and "About the digital signature".

3. The system is intended for processing of electronic documents on licensing.

The system provides:

registration, processing and consideration of electronic documents on licensing by the responsible person;

provision to the license applicant, licensee of information on condition and results of consideration of electronic documents on licensing;

information security, processed in system, according to requirements of the Law of Ukraine "About information security in information and telecommunication systems";

confirmation of integrity of electronic documents on licensing and identification of the license applicant, the licensee.

4. The main functions of system are:

ensuring access of the license applicant, licensee to information on procedure of licensing of economic activity on construction electronically;

ensuring access of the license applicant, licensee to forms of electronic documents on licensing and their fillings;

creation of opportunity for representation by the license applicant, licensee of statements electronically and notifications electronically;

imposing of the digital signature (further - the EDS) on electronic documents on licensing;

registration and processing of electronic documents on licensing of licensing by body with fixing of departure time and time of obtaining, integrity and authenticity of documents, specifying of their author and possibility of provision of the data allowing to trace history of movement of the document;

enciphering and disaggregation of electronic documents on licensing by their transfer;

integrity checking of electronic documents on licensing;

identification of the license applicant, licensee with use of the EDS;

authorization of the responsible person in System;

fixation of processing stages and consideration of electronic documents on licensing;

automatic informing the license applicant, licensee on condition of consideration of electronic documents on licensing;

automatic control behind observance of licensing of terms of implementation of licensing of economic activity by body for construction;

quick search of electronic documents in licensing in their details;
