RESOLUTION OF THE CABINET OF MINISTERS OF THE REPUBLIC OF UZBEKISTAN

About approval of the Regulations on procedure for delivery of health care in the medical organizations of system of the Ministry of Health of the Republic of Uzbekistan at the expense of means of the Government budget of the Republic of Uzbekistan

For the purpose of improvement of quality of delivery of health care in the medical organizations of system of the Ministry of Health of the Republic of Uzbekistan and integration of organization activity providing out-patient and polyclinic and stationary medical care and also effective and target use of the funds allocated from the Government budget of the Republic of Uzbekistan for health care system, the Cabinet of Ministers decides:

1. Approve and enact since December 1, 2017 Regulations on procedure for delivery of health care in the medical organizations of system of the Ministry of Health of the Republic of Uzbekistan at the expense of means of the Government budget of the Republic of Uzbekistan according to appendix.

2. To the Ministry of Health of the Republic of Uzbekistan:

provide bringing to data of heads and employees of the subordinated medical organizations and the population, including through mass media, essences and values of the Provision approved by this resolution;

together with the interested ministries and departments to bring the regulatory legal acts adopted by them into accord with this resolution in a month.

3. To impose control of execution of this resolution on the Minister of Health of the Republic of Uzbekistan A. K. Shadmanov and Information analysis department concerning health care, ecology, environmental protections, physical culture and sport of the Cabinet of Ministers of the Republic of Uzbekistan.

Regulations on procedure for delivery of health care in the medical organizations of system of the Ministry of Health of the Republic of Uzbekistan at the expense of means of the Government budget of the Republic of Uzbekistan

Chapter 1. General provisions

1. This Provision determines procedure for the direction of patients for delivery of health care in the medical organizations of system of the Ministry of Health of the Republic of Uzbekistan (further - the medical organizations) and rendering medical care to them in the medical organizations at the expense of means of the Government budget of the Republic of Uzbekistan.

2. Action of this provision extends to the medical organizations of district, regional and republican level containing at the expense of means of the Government budget of the Republic of Uzbekistan or receiving financing from the Government budget of the Republic of Uzbekistan on payment of medical care for the preferential contingent of persons.

Action of this provision does not extend much rendering emergency and emergency medical service.

3. Types, amounts and the quality standards of medical care are determined by the Ministry of Health of the Republic of Uzbekistan.

4. In this Provision the following basic concepts are applied:

the patient - physical person to which medical care is provided or which addressed for delivery of health care irrespective of availability at it of disease and from state of his health;

the preferential contingent of patients - category of patients to whom medical care is provided at the expense of means of the Government budget of the Republic of Uzbekistan in connection with their social status and/or availability of some diseases determined by decisions of the President of the Republic of Uzbekistan, the Government of the Republic of Uzbekistan and the Ministry of Health of the Republic of Uzbekistan in the procedure established by the legislation;

out-patient medical care - the medical care provided to the patients who are not needing the round-the-clock observation;

stationary medical care - the medical care provided to the patients needing the round-the-clock observation, treatment and leaving;

hospitalization - the placement of the patient to the medical organization for rendering stationary medical care;

the medical screening committee - the commission created under the medical organizations of district (city), regional (Tashkent) and republican levels for determination of availability at the patient of indications to hospitalization.

Chapter 2. Procedure for the direction of patients in the medical organizations

5. For receipt of the direction on delivery of health care the patient addresses at the place of residence in rural medical Items, rural and city family polyclinics.

6. The direction of patients for receipt of medical care on levels of their rendering are performed in the following procedure:

rural medical Items, rural and city family polyclinics - in the corresponding central multi-profile polyclinics of medical associations. At the same time for the patients who are on dispensary accounting on socially important diseases, the directions can be issued directly in the relevant regional medical organizations for disease profile;

the central multi-profile polyclinics of medical associations - in the relevant stationary divisions of medical associations or in the medical organizations of regional level;

the medical organizations of regional level - in the relevant medical organizations of republican level.

7. The direction of patients of Tashkent for receipt of medical care is performed in the following procedure:

city family polyclinics - in the corresponding central multi-profile polyclinics. At the same time for the patients who are on dispensary accounting on socially important diseases, the direction can be issued directly in the relevant city (republican) medical organizations for disease profile;

the central multi-profile polyclinics - in the relevant medical organizations of city (republican) level.

8. To directed patients of the preferential contingent for rendering free medical care to them the order issued based on the conclusion of the medical screening committee is drawn up.

If necessary the Ministry of Health of the Republic of Uzbekistan and territorial authorities of management of health care can direct patients of the preferential contingent to free treatment in the subordinated medical organizations. The decision on feasibility of hospitalization of patients of the preferential contingent is determined by the medical screening committee of the medical organizations.

Chapter 3. Procedure for delivery of health care in the medical organizations

9. Medical care at the expense of means of the Government budget of the Republic of Uzbekistan is provided in the medical organizations:

at the district (city) level (except the paid organizations, departments and chambers) - to all categories of the population (patients);

on regional (Tashkent) and republican levels (except the paid medical organizations, departments and chambers) - to preferential categories of patients.
