Based on item 4 of article 21 of the Law of the Republic of Belarus of June 18, 2019 No. 198-Z "About radiation safety", the paragraph of the fourth of part three of article 6 of the Law of the Republic of Belarus of July 30, 2008 No. 426-Z "About use of atomic energy", subitem 7.4 of Item 7 of the Regulations on the Ministry of Emergency Situations of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of December 29, 2006 No. 756, the Ministry of Emergency Situations of the Republic of Belarus DECIDES:

1. Regulations and rules on ensuring nuclear and radiation safety "The organization and accomplishment of welding works on subjects to use of atomic energy" (further – Rules) establish the main technical requirements to safe handling of radiation objects, and also to the activities connected with operation of subjects to use of atomic energy including to welding production, quality control of welding works (welding), carrying out certification of personnel of welding production and production certification of technology of welding (further – production certification) the companies having special permission (license) for the right of implementation of activities in the field of use of atomic energy and sources of ionizing radiation (further – the companies), to the welding equipment, welding materials in case of production, installation, repair of systems, elements and devices of nuclear installation and (or) Item of storage.
2. The equipment and pipelines are classified by groups A, B and C which correspond 1, to 2 and 3 classes of safety according to the regulations and rules on ensuring nuclear and radiation safety "General provisions of safety of nuclear power plants" approved by the resolution of the Ministry of Emergency Situations of the Republic of Belarus of April 13, 2020 No. 15.
The group A turns on the equipment and pipelines carried to elements of 1 class of safety.
The group B turns on the equipment and pipelines carried to elements 2 classes of safety, and also the equipment and the pipelines carried to elements 3 classes of safety, failure or destruction of which leads to unremovable regular means of subject to use of atomic energy to leakage of the heat carrier which is directly contacting to the fuel elements or to failure to carry out by any security system of the functions.
The group C turns on the equipments and pipelines carried to elements 3 classes of safety which did not enter into group B failure or destruction of which brings to removable regular means to leakage of the heat carrier which is directly contacting to the fuel elements requires enforcement of security systems and leads to failure of one of channels of any security system.
3. If any element at the same time contains signs of different classes (groups) of safety, then it shall be carried to higher class (group).
4. The sites dividing elements of different classes (groups) of safety shall be carried to higher class (group).
5. For welded connections of the equipment and pipelines of nuclear installations with pressurized water reactors the following three categories of welded connections are established:
The I category – welded connections of the equipment and pipelines of group A;
The II category – the welded connections of the equipment and pipelines of group B working constantly or periodically in contact with the radioactive heat carrier;
III category – the welded connections of the equipment and pipelines of group B which are not working in contact with the radioactive heat carrier and also welded connections of the equipment and pipelines of group C.
Depending on working pressure welded connections II and III of categories are subdivided into the following subcategories:
IIA subcategory – the welded connections working under pressure of over 5 MPas;
IIV subcategory – the welded connections working under the pressure up to 5 MPas inclusive;
IIIA subcategory – the welded connections working under pressure of over 5 MPas;
IIIV subcategory – the welded connections working under pressure over MPa 1,7 to 5 MPas inclusive;
IIIS subcategory – the welded connections working under pressure to 1,7 of MPa and below atmospheric (under vacuum).
Building up of edges belongs to the same category, as the corresponding welded connection.
Anticorrosive building up is considered independently without its reference to any category.
6. Categories of welded connections are appointed by the design (project) organization and are specified in design (project) documentation.
7. The separate most responsible welded connections located in places of concentration of tension can be transferred to higher category by modification of design documentation.
8. The specialized organizations (further – SO) are the parent organizations recognized by state body in the field of use of atomic energy competent to perform the works in the field of nondestructive control, welding, related processes and technologies and also rendering services in production certification of technology of welding and certification of personnel in the field of welding production when implementing activities for use of atomic energy.
9. Types of activity of SO:
9.1. carrying out research, project, developmental works in the field of nondestructive control, welding, related processes and technologies;
9.2. carrying out the analysis of the project, design and technology documentation at the request of state bodies operating the organizations for durability, reliability and durability of welded connections, use of new main and welding materials, causes of destruction of welded connections and designs of objects;
9.3. participation in production certification of technology of welding (development, research and production certification of engineering procedures of welding, heat treatment and control with issue of the conclusion about possibility of use at the company);
9.4. certification of personnel in the field of welding production (welders and specialists of welding production).
10. Requirements to SO:
10.1. For accomplishment of the functions specified in subitem 9.1 of Item 9 of these rules, SO shall meet the following requirements:
availability of the certificate of conformity of National system of confirmation of conformity of the Republic of Belarus on quality management system on the type of activity told SO;
availability in staff of the workers having the higher education and work experience in the field of materials science, nondestructive control, welding, related processes and technologies at least 10 years;
availability in staff of the workers having experience of accomplishment of research, developmental works in the field of materials science, nondestructive control, welding, related processes and technologies at least 10 years;
availability in the state at least three workers having academic degree of the doctor and (or) candidate of science and who protected qualification scientific work (thesis) concerning materials science, nondestructive control, welding, related processes and technologies;
availability of the scientific and technical council created for discussion of the most important issues carried to competence WITH;
availability in staff of works managers in the field of materials science, nondestructive control, welding, related processes and technologies (at least two workers) which underwent training and testing (assessment) of knowledge of questions of nuclear and radiation safety according to the type of activity told SO;
accreditation availability in the National accreditation system of the Republic of Belarus in the field of the nondestructive and (or) destroying control in case of quality evaluation of welded connections;
availability of the experimental base completed with the equipment, stands, samples, devices and techniques for carrying out researches and testing.
10.2. For accomplishment of the functions specified in subitem 9.2 of Item 9 of these rules, SO shall meet the following requirements:
availability of the certificate of conformity of National system of confirmation of conformity of the Republic of Belarus on quality management system on the type of activity told SO;
availability in staff of the workers having the higher education and work experience in the field of materials science, nondestructive control, welding, related processes and technologies at least 10 years;
availability in staff of the workers having experience of accomplishment of research, developmental works in the field of materials science, nondestructive control, welding, related processes and technologies at least 5 years;
availability in the state at least three workers having academic degree of the doctor and (or) candidate of science and who protected qualification scientific work (thesis) concerning materials science, nondestructive control, welding, related processes and technologies;
availability in staff of works managers in the field of materials science, nondestructive control, welding, related processes and technologies (at least two workers) which underwent training and testing (assessment) of knowledge of questions of nuclear and radiation safety according to the type of activity told SO;
accreditation availability in the National accreditation system of the Republic of Belarus in the field of the nondestructive and (or) destroying control in case of quality evaluation of welded connections.
10.3. For accomplishment of the functions specified in subitem 9.3 of Item 9 of these rules, SO shall meet the following requirements:
availability in staff of the workers having the higher education and work experience in the field of materials science, nondestructive control, welding, related processes and technologies at least 5 years;
experience of development of production and technology documentation in the field of materials science, weldings, related processes and technologies;
availability in staff of the workers having experience of accomplishment of research, developmental works in the field of materials science, nondestructive control, welding, related processes and technologies at least 5 years;
accreditation availability in the National accreditation system of the Republic of Belarus in the field of the nondestructive and (or) destroying control in case of quality evaluation of welded connections;
availability in staff of works managers in the field of materials science, nondestructive control, welding, related processes and technologies (at least two workers) which underwent training and testing (assessment) of knowledge of questions of nuclear and radiation safety according to the type of activity told SO;
10.4. For accomplishment of the functions specified in subitem 9.4 of Item 9 of these rules, SO shall meet the following requirements:
availability as a part of certifying commission on certification of personnel in the field of welding production (further – the commission on certification of personnel) the workers having qualification not below the third level of competence of the specialist of welding production, representatives of divisions of engineering supervision – the certificate of competence of National system of confirmation of conformity of the Republic of Belarus on visual control method not below the second level;
availability as a part of the commission on certification of personnel of the workers who underwent testing (assessment) of knowledge of questions of nuclear and radiation safety according to the type of activity told SO;
availability of production rooms for check of practical skills of the certified welders equipped with welding cabins (at least 4 cabins);
availability of the welding and service equipment by the corresponding types of welding;
availability of the equipment for preparation of control samples for welding, monitoring procedures and testing of welded connections, other necessary tools and accessories;
audience availability, for carrying out training and theoretical examination, the equipped visual aids, reference books and literature on technology of welding, metallurgical science, welding materials, the device and the principle of operation of the welding equipment;
accreditation availability in the National accreditation system of the Republic of Belarus in the field of the nondestructive and (or) destroying control in case of quality evaluation of welded connections.
11. Welding works include: incoming inspection, preparation under welding, welding, building up, heat treatment, control in the course of welding, control of finished products after welding, preparation of reporting documentation.
12. The organizations performing welding works shall have the technical means necessary for performance of works and meeting the requirements of technical regulatory legal acts, obligatory for observance (further – TNPA).
13. The order on the organization designates persons performing the common directorship of welding works.
The specialists of welding production performing management of works on assembly, welding, building up, heating and heat treatment, and also coordination, engineering supervision shall be certified according to the Section III of these rules and have qualification not below the third level of competence of the specialist of welding production.
14. The welders who underwent certification on the right of accomplishment of the corresponding types of welding works according to requirements of these rules and having the certificate of the welder in form according to appendix 1 shall carry out welding, building up and tack of details and assembly units of welded designs. At the same time the welder is allowed to accomplishment of welding works which are specified in its certificate.
15. By the order on the company for each welder the personal brand according to registration number of the register of the certified welders shall be fixed and issued.
16. Quality control of welded connections and the built-up details shall be carried out in the accredited organization with the respective area of accreditation in the field of the nondestructive and destroying control according to requirements of the project documentation and requirements of TNPA, obligatory for observance.
17. Nondestructive control shall be carried out by the specialists having certificates of competence of National system of confirmation of conformity of the Republic of Belarus.
18. It is necessary to use the operational, completed and fixed equipment, the installations, the equipment and devices meeting the requirements of technology (operational) documentation to accomplishment of welding works (further – TD) and production and control documentation (further – PKD).
19. The welding equipment shall conform to requirements of technical regulations of the Customs union (Eurasian Economic Union) and have supporting documents about assessment of conformity.
The welding equipment which is put into operation before adoption of technical regulations shall conform to earlier established requirements of TNPA of the Republic of Belarus, obligatory for observance.
20. The welding and naplavochny materials (wire of continuous section and powder, gumboils, the covered electrodes, protective gases and others) used in case of accomplishment of welding works shall be checked prior to their production use and shall have the documents confirming technical characteristics of materials.
21. The organization performing welding works provides storage conditions of the main welded materials, including the component parts intended for installation on end product, excluding harmful effects of the environment on metal.
22. The organization performing welding works shall carry out according to requirements of TNPA, obligatory for observance:
incoming inspection;
operational control;
acceptance review.
23. The organizations performing welding works shall provide observance of requirements of acts of the legislation in the field of ensuring nuclear and radiation safety, labor protection and fire safety.
24. Accomplishment of welded connections and the built-up surfaces (works on welding) shall be made by the companies for the technology which underwent production certification.
25. The purpose of production certification of technology of welding is confirmation of material, technology and personnel readiness of the company for accomplishment of the declared welding works.
26. Production certification is carried out by the companies by accomplishment of control models of welded connections (the built-up surfaces). Production and the subsequent quality control of these welded connections is exercised on the certified technology.
Accomplishment of control welded connections is carried out in the conditions as close as possible to real production site of works (production of welding works in the open air, space arrangement of products, availability and other).
27. Production certification of works on welding is subdivided into the following types:
primary;
repeated;
extraordinary.
28. Primary production certification is carried out for welded connections (the built-up surfaces) which technology of accomplishment at this company for specific subject to use of atomic energy is not certified.
29. For carrying out production certification of technology of welding (building up) at the companies certifying commissions are created.
30. Representatives of the company and other organizations are part of certifying commission (under approval):
director or his deputy (chief engineer);
head of the service of the company responsible for welding and building up;
representative of control service of quality of the company;
the representative of control service of quality of the operating organization;
other specialists in welding production and quality control of welded connections (naplavka);
the representative of the design organization (under approval).
The chairman of certifying commission is the director in whom there is welding certification, or his deputy (chief engineer).
The structure of certifying commission affirms the order of the director.
31. The program of certification of technology of welding (building up) shall be developed for carrying out production certification of technology of welding (building up). The developed program shall be approved by all members of certifying commission and is approved by its chairman.
32. In the program of certification it is specified:
the name and the code of products (systems of pipelines) which part the welded connections and the built-up surfaces which are carried out on the certified technology are;
the list of control samples for certification of technology;
the list of the certified built-up surfaces;
the list of TD, used in case of accomplishment and control of the certified welded connections and naplavka;
process charts on welding of control welded connections;
schemes of cutting of samples from control welded connections and naplavka with indication of appointment and types of samples with reference to the conforming state standards or other TNPA, obligatory for observance;
the requirement (condition) to production of the welding works performed in the open air (protection of production sites of welding against atmospheric precipitation, winds, and also productions of welding works at temperature below 0 °C);
methods of nondestructive control of the certified welded connections and naplavka;
methods of the destroying control.
33. The company transfers the program of certification of technology of welding to SO which carries out its analysis and in case of positive results gives approval on accomplishment of practical stage of production certification of technology of welding. Term of consideration of documents no more than 15 working days. As agreed by the parties the specified term of consideration of documents can be increased.
34. The company in time at least in 10 working days prior to date of practical stage of production certification of technology of welding (building up) officially notifies Gosatomnadzor on its forthcoming accomplishment, and also directs the program of certification of technology of welding (building up) considered by SO for the purpose of planning of control (supervising) actions by Gosatomnadzor.
35. For the purpose of reducing amount of testing in case of certification the main materials having similar metallurgical and welding properties are united in groups according to STB ISO/TR 15608-2010 "Welding. Management on system of grouping of metal materials", to No. 60 approved by the resolution of the State committee on standardization of the Republic of Belarus of October 19, 2010.
The system of grouping of staly is provided in appendix 2.
36. Welding of control welded connections is carried out by the certified welders in the presence of at least two members of certifying commission and the representative of Gosatomnadzor according to Item 34 of these rules.
In case of identification of violations of requirements of these rules when carrying out practical stage of production certification of technology of welding members of certifying commission shall suspend process of certification and take measures for elimination of the revealed violations.
Information on the revealed violations and the taken measures shall be reflected in the final protocol of certification of technology of welding.
37. Control welded connections are transferred to SO for carrying out independent control and testing. The number of the transferred control welded connections establishes WITH. WITH carries out mechanical testing of welded connections, their nondestructive control, if necessary special testing and draws the conclusions about their compliance to requirements of TNPA, obligatory for observance. The remained samples pass nondestructive control and mechanical tests at the company which is carrying out certification of technology of welding.
38. In case of positive result of SO issues to the company the conclusion about passing of production certification of technology of welding with appendix of all test reports and draws up final version of the instruction on engineering procedure of welding which is obligatory for the company. Within the field of distribution of the instruction, in the presence in staff of specialists of welding production of the third and fourth levels, by the company the technology instructions on engineering procedure of welding taking into account single system of technology documentation and TNPA, obligatory for observance, taking into account specifics of node or element of design on which welded connection will be carried out shall be developed.
39. Repeated production certification is carried out to the following terms:
for welded connections I of category – every 18 months;
for welded connections II of category and the built-up surfaces – every 24 month;
for welded connections of designs of the localizing security systems – every 24 month;
for welded connections III of category – every 36 months.
40. Extraordinary production certification is carried out in case of change of requirements of TNPA, TD of the company, obligatory for observance, which can lead to decrease in properties or qualities of production welded connections (the built-up surfaces) which are carried out on the certified technology and also in cases of quality degradation of the production welded connections and the built-up surfaces made by the company.
41. It is necessary to inform on the place and time of accomplishment of practical stage of production certification of technology of welding not later than days members of certifying commission. In case of performance of works on welding measures for protection of the place of welding works against impact of adverse weather conditions according to requirements of TNPA, obligatory for observance, shall be taken in the open air.
42. If terms of production of the specific equipment or installation of nuclear installation exceed specified in Item 39 of these rules, then the validity of production certification can be extended based on the solution of certifying commission until the end of the term of production of the specific equipment or installation of nuclear installation provided that prior certification was carried out just before the beginning or in the course of production of the specified equipment or installation of nuclear installation. The solution of certifying commission shall be drawn up by the protocol. The contract to produce or installation of equipment and (or) pipelines which validity is extended, and the reference with indication of the name and the code of the equipment and (or) pipelines on which works at the time of the termination of effective period of the certified technologies are performed is applied to the minutes of certifying commission concerning prolongation of effective period of certification.
43. The reference is signed by the chief engineer of the company performing welding works. In case of performance of works, connected with repair or installation of nuclear installations, the reference is vised by the representative of the operating organization (the shop manager of the owner of the equipment or the head of department which is responsible for control on object). Documents shall be transferred to Gosatomnadzor not later than 3 days before expiration of the protocol of certification.
44. If welded connections (building up) are carried out on the same technology and TD, then according to the solution of certifying commission the period before repeated certification can be increased, but no more than twice in comparison with the term specified in Item 39 of these rules.
45. The destroying and nondestructive control in case of certification of technology of welding is carried out on state standards on the corresponding control methods.
46. Results of production certification are drawn up by the protocol in form according to appendix 3.
47. The following reporting documentation shall be attached to the protocol:
program of production certification of technology of welding;
results of nondestructive control;
results of the destroying control;
verified copies of certificates of the welders who executed welding of control samples;
verified copies of certificates of competence of National system of confirmation of conformity of the Republic of Belarus the specialists in control (defectoscopy) who were carrying out nondestructive control;
conclusion of SO.
48. In addition only documents which make a reservation in the program of certification of technology of welding can be enclosed.
49. In case of detection of defects in control welded connections (naplavka) in case of nondestructive control, the decision on possibility of further use of this connection or building up for the destroying control shall be accepted by certifying commission.
50. In case of unsatisfactory results of control (SO and (or) the company) the certifying commission shall take measures for examination and elimination of the reasons of discrepancy of control welded connection or building up to the established requirements then instead of defective control welded connection (building up) new welded connection shall be executed and checked.
51. The taken measures shall be reflected in the protocol.
52. The documents specified Items 46 and 47 of these rules go for consideration to Gosatomnadzor.
Use of technology of welding is allowed after carrying out its certification and receipt of the reply of Gosatomnadzor about possibility of its application.
53. Control welded connections for certification of technology of welding shall be provided in mounting conditions by the project organization.
The list of the certified technologies of welding shall be specified in TD, the developed SO.
54. The technical documentation set, the technology of welding constituted by results of certification, is stored at the company during all effective period of certification of technology of welding.
55. Depending on parameters of the certified process, testing of engineering procedure of welding and building up should be carried out according to one of the following state standards:
STB ISO 15614-1-2009 "Technology instruction and qualification of engineering procedures of welding of metal materials. Testing of engineering procedure of welding. Part 1. Arc and gas welding staly and arc welding of nickel and nickel alloys", to No. 7 approved by the resolution of the State committee on standardization of the Republic of Belarus of February 11, 2009;
STB ISO 15614-2-2009 "Technology instruction and qualification of engineering procedures of welding of metal materials. Testing of engineering procedure of welding. Part 2. Arc welding of aluminum and aluminum alloys", to No. 7 approved by the resolution of the State committee on standardization of the Republic of Belarus of February 11, 2009;
STB ISO 15614-3-2010 "Technology instruction and qualification of engineering procedures of welding of metal materials. Testing of engineering procedure of welding. Part 3. Welding by melting of not alloyed and low-alloyed chugun", to No. 60 approved by the resolution of the State committee on standardization of the Republic of Belarus of October 19, 2010;

Welding of connections of pipes with pipe board", to No. 62 approved by the resolution of the State committee on standardization of the Republic of Belarus of November 30, 2007;
STB ISO 15614-11-2007 "Technology instruction and qualification of engineering procedures of welding of metal materials. Testing of engineering procedure of welding. Part 11. Welding electron beam and laser", to No. 62 approved by the resolution of the State committee on standardization of the Republic of Belarus of November 30, 2007.
56. Certification of technology of accomplishment of welded connections I of category can be extended to similar welded connections II and III of categories, and certification of technology of accomplishment of welded connections II of category – to similar welded connections III of category.
57. Certification of welders is carried out by the commissions on certification of personnel created in SO. The Regulations on activities of certifying commission for certification of personnel in the field of welding production which affirms the head of SO later of consideration by Gosatomnadzor are developed for determination of operating procedure of the commission on certification of personnel of SO.
58. Certification of welders is carried out by check of their theoretical knowledge and practical skills of accomplishment of the corresponding welding works.
When checking practical skills welders shall execute control welded connections (building up).
Certificates of the admission to accomplishment of the corresponding welding works are issued to the welders who successfully underwent certification.
59. The order of the head of SO the part of the commission on certification of personnel which at least three members and the commission chairman are affirms.
The commissions on certification of personnel are included the workers having qualification not below the third level of competence of the specialist of welding production, and also at least one worker having the certificate of competence of National system of confirmation of conformity of the Republic of Belarus on visual control method not below the second level.
The workers who were part of the commission on certification of personnel shall undergo testing (assessment) of knowledge of questions of nuclear and radiation safety.
60. WITH in time at least in 10 working days prior to date of certification of welders officially notifies Gosatomnadzor on the forthcoming commission session on certification of personnel for the purpose of planning of control (supervising) actions by Gosatomnadzor.
61. The procedure for carrying out certification of welders, quality control of welded connections and naplavka need to be performed according to the Section III of these rules.
62. Welders not more young than 18 years which had obligatory medical examinations and having the corresponding qualification supported by education documents or documents on training are allowed to certification.
63. Work of the commission of SO on certification of personnel is carried out to SO or can be carried out to the organizations applicants provided that the organization applicant provides organizational and technical capabilities of carrying out certification of welders by the commission of SO on certification of personnel.
64. Qualification testing of welders are carried out according to one of the following state standards, depending on type of the welded materials:
STB EN 287-1-2009 "Qualification of welders. Welding by melting. Part 1. Became", to No. 35 approved by the resolution of the State committee on standardization of the Republic of Belarus of July 14, 2009;
STB ISO 9606-2-2009 "Qualification of welders. Welding by melting. Part 2. Aluminum and aluminum alloys", to No. 35 approved by the resolution of the State committee on standardization of the Republic of Belarus of July 14, 2009;
STB ISO 9606-3-2007 "Qualification of welders. Welding by melting. Part 3. Copper and copper alloys", to No. 32 approved by the resolution of the State committee on standardization of the Republic of Belarus of May 30, 2007;

STB ISO 9606-5-2007 "Qualification of welders. Welding by melting. Part 5. Titanium and titanic alloys, zirconium and zirconium alloys", to No. 9 approved by the resolution of the State committee on standardization of the Republic of Belarus of February 23, 2007;
STB EN 1418-2001 "Qualification of operators of installations of welding by melting and servicemen of installations of contact welding", to No. 14 approved by the resolution of the State committee on standardization of the Republic of Belarus of April 25, 2001;
STB ISO 6947-2012 "Welding and related processes. Provisions when welding", to No. 76 approved by the resolution of the State committee on standardization of the Republic of Belarus of November 26, 2012.
65. Qualification testing should be carried out separately for welded connections I, II and III of categories, and certification on the admission to accomplishment of welded connections I of category extends to the admission to accomplishment of welded connections II and III of categories, and certification on the admission to accomplishment of welded connections II of category extends to the admission to accomplishment of welded connections III of category.
66. At accomplishment of control welded connections (naplavka) there shall be at least two members of the commission on certification of personnel.
67. Certification of welders is subdivided on primary, additional, periodic and extraordinary.
68. Primary certification there undergo the welders who did not have before the admission to welding (building up) of the equipment and pipelines in the field of use of atomic energy.
69. Additional certification there undergo the welders who underwent primary certification before the admission to accomplishment of the welding works which are not specified in their certificates and also after break in accomplishment of the corresponding welding works over 6 months.
70. Periodic certification there undergo all welders for the purpose of prolongation of effective period of their certificates on the admission to accomplishment of the corresponding welding works. Periodic certification is carried out at least once in 24 months, on condition of confirmation of qualification of the welder by the mark in the certificate brought by responsible personnel of the employer every 6 months.
71. Extraordinary certification there undergo welders before their admission to accomplishment of welding (building up) after temporary discharge from work for violation of technology of welding (building up) or the repeating unsatisfactory quality of the production works performed by them.
72. When carrying out primary certification the following requirements shall be fulfilled.
The welders having are allowed to primary certification:
certificate (certificate) of assignment of qualification of the welder of the corresponding category;
production years of service of accomplishment of welding works on the appropriated qualification;
special theoretical and practical preparation on the corresponding welding works.
The production years of service of the welder on accomplishment of welding works before the admission to primary certification shall constitute:
at least 12 months for certification on the admission to accomplishment by the manual and partially mechanized welding of welded connections I and II of categories (including vvarka of pipes in pipe lattices);
at least 6 months for certification on the admission to accomplishment by the automatic and completely mechanized welding of welded connections I and II of categories (including vvarka of pipes in pipe lattices), the manual and partially mechanized welding of welded connections III of category (including vvarka of pipes in pipe lattices), and also to the manual, automatic and completely mechanized building up of anticorrosive covering;
at least 3 months for certification on the admission to accomplishment by the automatic and completely mechanized welding of welded connections III of category.
In case of implementation of methods of welding (building up), new to this company, in production years of service of the welder it is allowed to set off years of service on accomplishment of welding works as other methods of welding requiring similar or higher qualification.
For accomplishment of welded connections on technology, new to this company, engineering employees – the specialists of welding production who are performing development and (or) implementation of the appropriate new technology, but not having production years of service of accomplishment of welding works can be allowed to primary certification.
73. Special theoretical and practical training of welders shall be carried out according to the programs constituted separately for each method of welding taking into account specifics of welding works on which the welder is subject to certification.
Programs of theoretical preparation shall include Sections on the welding equipment (appointment, types, the device, service regulations), to the main and welding materials (brands, characteristics, scopes), technologies of accomplishment of welded connections (preparation and assembly under welding, heating, the welding modes, theoretical processing), to quality control of welded connections (control methods, quality evaluation regulations), technologies of correction of defects and to safety rules in case of accomplishment of welding works.
Programs of practical preparation shall provide specific amounts and characteristics of welded connections (naplavka) which are subject to accomplishment by each welder in training process. In programs of practical preparation, in case of need, special preparation on accomplishment of angular welded connections and on welding shall be provided in horizontal and vertical provisions.
74. In case of additional, periodic and extraordinary certification need and amount of special theoretical and practical preparation are established by the commission on certification of personnel.
75. In case of periodic certification for the decision of the commission on certification of personnel it is allowed to count results of quality control of control welded connections (naplavka) or production welded connections (naplavka) provided that their control was executed in amount, it is at least specified in Chapter 9 of these rules.
76. The welders who did not pass theoretical and practical tests are allowed to new check after additional preparation (training), but not earlier than in 1 month.
77. Results of check of theoretical knowledge and practical skills of welders are drawn up by the protocol in form according to appendix 4.
78. The acts, notifications or other documents on results of quality control of control welded connections (naplavka) certified by the relevant control services shall be attached to protocols.
79. Execution of one protocol on group of welders with inclusion of all required data and data specified in the protocol in the summary table is allowed.
80. Certificates of the welder according to appendix 1 are issued to the welders who successfully passed theoretical and practical tests.
81. Only the certified specialists of welding production having qualification not below the third level can exercise management and engineering supervision of carrying out welding works.
82. Specialists of welding production shall undergo in SO training and testing (assessment) of knowledge of questions of nuclear and radiation safety taking into account nature of the activities which are carried out by them.
83. No. 37 is excluded according to the Resolution of the Ministry of Emergency Situations of the Republic of Belarus of 13.05.2022
84. One of two levels of competence of the head of welding works is appropriated to the specialists of welding production who successfully underwent certification:
the specialist of the third level (the certified welding technologist);
the specialist of the fourth level (the certified welding engineer).
85. After successful passing testing certification according to the decision of the commission the certification certificate of the established form according to appendix 5 is issued to specialists of welding production.
86. Effective period of the certification certificate – 3 years.
87. Preparation and certification of specialists of welding production is performed by SO.
88. Reporting documentation on quality control of welded connections and the built-up details in case of production and installation of equipment and pipelines is subdivided into four groups:
group 1 – reporting documentation on certification of personnel;
group 2 – reporting documentation on control of materials;
group 3 – reporting documentation on operational control;
group 4 – reporting documentation on acceptance review.
89. Reporting documentation for the groups listed in Item 88 of these rules shall be drawn up by the relevant services of the company responsible for carrying out and reliability of results of the control types assigned to them.
Specific forms of reporting documentation of each group are established by the company taking into account requirements of these rules.
90. Reporting documentation 1, of 2 and 3 groups is stored at the company and is not transferred to other organizations.
91. The storage duration of the specified documentation from the date of its registration shall constitute:
for reporting documentation of the 1st group – at least 5 years;
for reporting documentation of 2nd and 3rd groups – at least 3 years.
92. Reporting documentation of the 4th group is stored at the company during settlement service life of the manufactured (mounted) equipment or the pipeline.
In the cases provided by design (project) documentation on product, originals or copies of reporting documentation of the 4th group are transferred to the company – the owner of the equipment and pipelines.
Radio graphical films shall be stored within 5 years at the company or at the company owner of the equipment and pipelines.
93. Reporting documentation shall be drawn up by results of certification of welders and certification of competence of specialists in control (defectoscopy).
94. Results of certification of personnel are drawn up by protocols of the relevant commissions on certification of personnel.
95. Results of certification of competence of specialists in control (defectoscopy) are confirmed by certificates of competence of National system of confirmation of conformity of the Republic of Belarus.
96. Reporting documentation shall be drawn up on control:
the main materials which are subject to welding or building up;
welding materials;
materials for defectoscopy.
97. Results of control of the materials listed in Item 96 of these rules are drawn up by entries in special magazines.
In addition to the magazine of control of welding materials the magazine of calcination of the covered electrodes and welding gumboils for possibility of check of term of their validity shall be kept.
98. In each magazine on control of materials according to Item 97 of these rules the following data shall be fixed, at least:
name and brand of materials;
designation of state standard or specifications on material;
batch number of materials (in the absence of batch number for the melted materials – number of melting);
number and document date, the material confirming technical characteristics;
compliance of data of the document confirming technical characteristics of material, to requirements of state standard or specifications of material;
the mass of batch of materials unpacked (or other indicator characterizing amount of the received batch);
safety of packaging (only for materials which damage of packaging leads to their spoil);
results of the testing which are carried out in case of incoming inspection;
conclusion about the admission of materials for application.
99. Reporting documentation on operational control shall be drawn up on the following types of control:
visual and measuring;
radio graphical;
ultrasonic;
capillary and magnetic powder;
100. Results of each type of operational control are fixed in the relevant magazines of control (route passports, cards).
101. Magazines of control (route passports, cards) of the assembly and welding and thermal equipment, the equipment and devices shall contain, at least, the following data:
name of the equipment, equipment and devices;
factory and inventory numbers;
amount of the carried-out control;
date of check (control);
the conclusion about condition checked the equipment, the equipment and devices;
term of the next check.
102. In magazines of control (route passports, cards) of preparation and assembly of details under welding and building up it is necessary to fix the following data:
the name of the company performing controlled works (with indication of numbers of the workshop and site);
name, code or designation of details, assembly units and product;
numbers of drawings;
brand of the main material of the welded (built-up) details;
numbers of the welded connections and naplavka which are subject to accomplishment;
data on types and amounts of control;
initials (initial of own name) and surname of specialists in control (defectoscopy);
date of control;
conclusion about results of control.
103. Magazines of control (route passports, cards) of processes of welding and building up shall contain, at least, the following data:
the name of the company performing welding works with indication of numbers of the workshop and site;
name, code or designation of details, assembly units and product;
numbers of drawings;
numbers of the carried-out welded connections or naplavka;
categories of welded connections;
types, range, brands and batch numbers of the applied welding materials;
initials (initial of own name) and surname of the welders who were carrying out welded connections and building up with indication of numbers of their certificates or personal brands;
data on the fixed variations from requirements, the related defects and their correction;
data on accomplishment of control welded connections (in the presence of those);
date of control;
positions, initials (initial of own name) and surname of persons which were carrying out control;
conclusion about results of control.
104. Magazines of control (route passports, cards) of heat treatment of welded connections and the built-up products shall contain, at least, the following data:
the name of the company which is carrying out heat treatment of product with indication of numbers of the workshop and site;
name, code or designation of assembly units and product;
brands of the main material of product;
data on quantity and arrangement of thermocouples;
the actual modes and conditions of the carried-out heat treatment;
initials (initial of own name) and surname of heat-treaters and specialists in control (defectoscopy);
date of control;
conclusion about results of control.
105. Reporting documentation on acceptance review shall be drawn up on the following control methods:
visual and measuring;
radio graphical;
ultrasonic;
capillary and magnetic powder;
testing of mechanical properties;
testing for firmness against intercrystalline corrosion;
metalgraphical researches;
determination of content of ferritic phase;
hermeticity control;
hydraulic (pneumatic) testing;
additional methods of control (pro-race ball, stiloskopirovaniye, etching and others).
106. Results of control by each method according to Item 105 of these rules are drawn up by protocols, acts, the conclusions or notifications with fixing, at least, of the following data:
the name of the company which was carrying out controlled welded connections (building up);
name, code or designation (number) of product;
number of the drawing;
numbers of controlled welded connections and naplavka;
categories of welded connections and naplavka;
data on the carried-out heat treatment;
method and amount of control;
date of control;
initials (initial of own name) and surname (or designation of personal brands) the specialists in control (defectoscopy) who were carrying out control;
data on the revealed defects and places of their arrangement;
data on results of control after correction of defects;
final conclusion about results of control.

1. Regulations and rules on ensuring nuclear and radiation safety (further – Rules) establish technical requirements to safe handling of radiation objects, and also to the activities connected with operation of subjects to use of atomic energy including to preparation of production and technology of welding works, determine categories of welded connections, methods and amounts of control and regulation of quality evaluation of welded connections when designing, designing, production and installation, and also repair of elements of the localizing security systems (further – LSB) nuclear power plants (further – the NPP).
2. For the purposes of these rules the following terms and their determinations are used:
defect – inadmissible variation from the requirements established by these rules;
depression – difference between pressure in the vacuum camera and atmospheric pressure.
The list of defects is determined in appendix 1.
3. Project and design documentation shall be developed taking into account need of control of welded connections according to these rules, except as specified, of the these rules specified in Item 7.
4. Control of the LSB welded connections shall be made according to the technology documentation (further – TD) developed according to requirements of these rules which shall be approved with the specialized organization (further – SO).
5. The list of the specific details and designs which are subject to control and also methods and amount of control of welded connections are established by the project (design) organization according to requirements of these rules and specifies them in specifications (further – TU) product, design (project) documentation (further – KD).
6. Control by each method (nondestructive and (or) destroying) should be carried out on state standards. In the absence of the specified state standards monitoring procedure according to technology instructions, developed SO is allowed.
7. In case monitoring procedure or in necessary amount technically is impossible for one of the provided methods or when correction of defective welded connection can reduce its operational reliability, the allowed departures draw up in the form of the technical solution approved with the project or design organization, the manufacturer or the mounting organization (further – the company), SO, the customer. Technical solution is drawn up by the organization offering changes.
8. The fitters and welders working on preparation, assembly, tack and welding of designs of LSB shall have the certificate on the right of accomplishment of the corresponding works issued in accordance with the established procedure.
9. Nondestructive control shall be carried out by the specialists having certificates of competence of National system of confirmation of conformity of the Republic of Belarus.
10. The specialists having qualification not below the third level of competence of the specialist of welding production are allowed to management of assembly and welding works in case of production, installation and repair of the LSB elements.";
11. The specialists having the certificate of competence of National system of confirmation of conformity of the Republic of Belarus on visual control method not below the second level are allowed to management of works on quality control of welded connections in case of production, installation and repair of the LSB elements.
12. The specialists specified in Items 10 and 11 of these rules, who did not undergo testing (assessment) of knowledge of questions of nuclear and radiation safety to management of assembly and welding works and works on quality control of welded connections in case of production, installation and repair of the LSB elements are not allowed.
15. The welding equipment, the assembly and welding equipment delivered separately from the welding equipment the equipment for defectoscopy (further – the equipment) shall have the operation manual and the passport of the manufacturer of the equipment.
It is necessary to use completely operational, completed, fixed equipment meeting all requirements of TD and production and control documentation to accomplishment of welding works (further – PKD).
