About measures for enhancement of forming and management of off-budget fund of development of material and technical resources of educational and medical institutions under the Ministry of Finance of the Republic of Uzbekistan

1. Take into consideration that No. PP-2847 "About measures for further enhancement of activities of financial bodies" is formed by the resolution of the President of the Republic of Uzbekistan of March 18, 2017 off-budget fund of development of material and technical resources of educational and medical institutions under the Ministry of Finance of the Republic of Uzbekistan (further - Fund) based on off-budget fund of reconstruction, capital repairs and equipment of comprehensive schools, professional colleges, the academic lyceums and medical institutions and Fund of development of material and technical resources of the highest educational institutions under the Ministry of Finance of the Republic of Uzbekistan.

2. Determine the main objectives of Fund:

the fourth, financing of works on construction and reconstruction of children's schools of music and art according to the approved address programs;

the sixth, financing of works on construction, reconstruction and capital repairs of healthcare institutions according to the approved address programs;

the seventh, financing of equipment of educational institutions, taking into account modern requirements and retrofitting proceeding from the approved standard rates, the latest educational and laboratory, scientific and production equipment, musical instruments, the sports equipment and stock, the computer equipment and other elements of the training information and communication technologies, and also furniture and stock;

the eighth, financing of equipment and permanent system retrofitting of healthcare institutions, proceeding from modern requirements and the established standard rates, the latest laboratory, diagnostic and medical equipment, the computer equipment and other medical equipment specialized by furniture and stock;

the ninth, financing of equipment of children's schools of music and art, proceeding from modern requirements and the established standard rates, the latest musical instruments and the special equipment, technical means of training, furniture and stock.

the tenth, financing of works on reconstruction and capital repairs of buildings and cases of research establishments according to the approved address programs;

the eleventh, financing of the organization of passing of advanced training, training and training of scholars in foreign educational and scientific institutions by assignment to Fund of the President of the Republic of Uzbekistan Istedod.

3. Determine that all assets and liabilities of off-budget fund of reconstruction, capital repairs and equipment of comprehensive schools, professional colleges, the academic lyceums and medical institutions and off-budget fund of development of material and technical resources of the highest educational institutions under the Ministry of Finance are contributed to Fund.

4. Determine sources of forming of the income of Fund:

the means arriving from payment by business entities of obligatory contributions to Fund according to the procedure, established by the legislation;

the funds of the Government budget of the Republic of Uzbekistan allocated separately in account part under the articles "Education" and "Health care";

budget funds of the Republic of Karakalpakstan, local budgets of areas and city of Tashkent;

soft credits (loans) and grants of the international financial institutions and other foreign donors;

means of philanthropists - legal entities and physical persons, including nonresidents of the Republic of Uzbekistan;

income from placement of temporarily available funds of Fund and other receipts which are not forbidden by the legislation.

5. Approve structure of Council for management of off-budget fund of development of material and technical resources of educational and medical institutions under the Ministry of Finance of the Republic of Uzbekistan according to appendix No. 1.

Take into consideration that the resolution of the President of the Republic of Uzbekistan of March 18, 2017 No. PP-2847 "About measures for further enhancement of activities of financial bodies":

the structure of Executive directorate of Fund is approved;

in structure of Head department of the state financial control of the Ministry of Finance of the Republic of Uzbekistan the sector on control of target use of fund is formed;

in structures of operation management of Treasury of the Ministry of Finance of the Republic of Uzbekistan and managements of Treasury on the Republic of Karakalpakstan, areas and Tashkent the relevant sectors on registration of legal and financial liabilities on fund are formed.

6. Form:

in structure of territorial financial administrations the sector of accounting, the analysis and monitoring of use of fund with number in number of 2 units within the established number of managerial personnel on financial bodies;
