1. Approve the Individual action plan on partnership the Republic of Moldova – NATO for 2017-2019 (is applied).
2. The Republic of Moldova – to provide to the national commission on implementation of the Individual action plan on partnership with NATO implementation of the above-stated plan.
3. Accomplishment of the actions included in the specified plan to perform for the account and within the assignments approved for the bodies responsible for their accomplishment for the corresponding years, and also from other sources permitted by the legislation.
4. To the responsible ministries and departments to represent to the Ministry of Foreign Affairs and European Integration annually, till December 25, information on realization of the purposes of this plan.
5. To the Ministry of Foreign Affairs and European Integration represent to the Government annually, till January 25, consolidated statement about implementation of the specified plan.

The Republic of Moldova is interested in deepening of cooperation with NATO, using the Individual action plan on partnership (IPAP). When updating this Plan authorities considered all practical measures on strengthening of bilateral cooperation approved between the Republic of Moldova and allies.
The political association and economic integration by implementation of the Agreement on association with the European Union, and also strengthening of political dialogue and practical cooperation with Euro-Atlantic structures remain the main strategic objectives for development of the Republic of Moldova.
The cooperation of the Republic of Moldova with NATO is based on respect of the constitutional neutrality of the state. In the conditions of the status of neutrality the Republic of Moldova in implementation process of the Individual action plan on partnership does not pursue the aim of accession to the North Atlantic Alliance, but intends to perform the Action plan for acceleration of reforms and upgrade of the sector of homeland security and defense according to new changes and requirements of the circle of safety. For this purpose the Republic of Moldova will use political and legal base, including the relevant institutional mechanisms created at the previous stages of implementation of IPAP.
In this context, in IPAP implementation process the authorities of the republic Moldova will take into account the Resolution of the Constitutional court No. 14 of May 2, 2017 about interpretation of article 11 of the Constitution (permanent neutrality of the Republic of Moldova) according to which "participation of the Republic of Moldova in collective security systems similar to security system of the United Nations, in the peacekeeping, humanitarian and other transactions providing collective sanctions against aggressors and criminals of international law does not conflict to the status of neutrality".
Opening of Bureau of communication of NATO (NLO) in the Republic of Moldova will give new opportunities for expansion of dialogue and practical cooperation in the course of implementation of reforms in the sector of safety and defense, projects of the help and actions of public diplomacy. The Republic of Moldova will take measures for development of practical cooperation with Bureau of communication of NATO in the areas which are of interest.
At the same time, the Republic of Moldova will use the opportunities offered by the Initiative of strengthening of the defense potential (DCBI) and the Platform of interoperability (IP).
In the course of IPAP implementation the Republic of Moldova will cooperate with the EU and other international organizations for ensuring compatibility of IPAP with the Agreement on association between the Republic of Moldova – the EU and the National development strategy.
The Republic of Moldova will continue cooperation with the Council of Europe (SOY), Organization for Security and Cooperation in Europe (OSCE) and the European Union in the course of promotion of democratic reforms for the purpose of strengthening of the constitutional state and reduction of the national legal system and practice in the field of human rights in compliance with relevant international standards. The Republic of Moldova will also make further efforts on accomplishment of obligations assumed before the Council of Europe by means of accomplishment of the corresponding recommendations and resolutions adopted by Committee of ministers, Parliamentary Assembly and the Congress of the local and regional authorities included in the Actions plan on accomplishment of obligations of the Republic of Moldova to the Council of Europe for completion of process of monitoring by the Parliamentary Assembly of the Council of Europe (PACE).
