About questions of state commission of assistance of population census

According to article 5 of the Law of the Republic of Tajikistan "About population census" and article 13 of the constitutional Law of the Republic of Tajikistan "About the Government of the Republic of Tajikistan" for the purpose of organized, high-quality and timely carrying out population census and housing stock of the Republic of Tajikistan in 2020, the Government of the Republic of Tajikistan decides:

1. Approve regulations on state commission of assistance of population census and structure of state commission of assistance of population census (appendices 1 and 2).

2. Approve procedure for preparation and carrying out population census and housing stock of the Republic of Tajikistan in 2020 (appendix 3).

3. State commission of assistance of population census along with carrying out population census of the Republic of Tajikistan in 2020 also to take measures for census of housing stock of the Republic of Tajikistan in 2020.

4. To chairmen of the Gorno-Badakhshan Autonomous Region, areas, the city of Dushanbe, cities and areas for the purpose of preparation and carrying out population census and housing stock of the Republic of Tajikistan in 2020 to create the commissions of assistance to carrying out population census in local authorities of the government and to establish constant control over their activities.

5. To impose control over execution of this resolution on state commission of assistance of population census.

Regulations on state commission of assistance of population census

1. State commission of assistance of population census (further - the commission) is created for the purpose of coordination of activities of the ministries, departments, local authorities of the government, control of the course of accomplishment of the Law of the Republic of Tajikistan "About population census", the presidential decree of the Republic of Tajikistan of October 12, 2015, No. 572 "About preparation and carrying out population census and housing stock of the Republic of Tajikistan in 2020" and the orders of the Government of the Republic of Tajikistan of December 2, 2016, No. 511 "About additional measures for carrying out population census and housing stock of the Republic of Tajikistan in 2020".

2. The commission in the activities is guided by the Constitution of the Republic of Tajikistan, the laws and other regulatory legal acts of the Republic of Tajikistan, the international regulatory legal acts recognized by the Republic of Tajikistan, and also this provision.

3. The commission has the right:

- invite to meetings of heads of the ministries, state committees, local executive bodies of the government, chairmen of the commissions of assistance to carrying out population census of areas and the city of Dushanbe to hear and consider their information on questions of preparation and carrying out population census;

- request and receive from state bodies and physical persons materials on the questions entering competence of the commission;

4. Main objectives of the commission:

- projects of annual expense budgets on preparation and carrying out population census and processing of its materials.

6. Decisions of the commission are drawn up by protocols, are led up to all relevant organs of the government for execution.

7. Activities of the commission are performed according to the approved work plans.

8. The commission chairman directs its activities, presides over meetings, plans work of the preparatory period of population census, exercises general control over implementation of decisions, bears responsibility behind activities of the commission.

9. The agency according to the statistics in case of the President of the Republic of Tajikistan carries out organizational works of the commission.

10. Organizational works of the commission, preparation of the relevant documents and materials, and also execution of the minutes of the commission are performed by the secretary of the commission.

11. Commission sessions are held as required and according to the offer of the Agency according to the statistics in case of the President of the Republic of Tajikistan.

12. Ranking officers of the ministries, state committees, other central public authorities, scientific and other institutions concerning population census can be invited to commission sessions.

13. The commission is accountable to the Government of the Republic of Tajikistan.

14. The commission is effective during the entire period of preparation and carrying out population census in the republic and stops the activities based on the order of the Government of the Republic of Tajikistan.
