About implementation of the Single window for documentation of foreigners

For the purpose of enhancement of the mechanism on documentation of foreigners who immigrate to the Republic of Moldova and also according to part provisions (3) article 72 of the Law No. 200 of July 16, 2010 on regime of foreigners in the Republic of Moldova (The official monitor of the Republic of Moldova, 2010, Art. No. 179-181, 610), and article 3 of the Law No. 273-XIII of November 9, 1994 on identification documents of national passport system (The official monitor of the Republic of Moldova, 1995, No. 9, the Art. 89), with subsequent changes and amendments, DECIDES: the Government

1. Found, within Bureau on migration and refugees of the Ministry of Internal Affairs, the Single window for documentation of foreigners.

2. Approve Regulations on activities of the Single window for documentation of foreigners it (is applied).

3. Ceased to be valid according to the Order of the Government of the Republic of Moldova of 30.08.2023 No. 627

4. To the Ministry of Internal Affairs for implementation of proper activities of the Single window for documentation of foreigners:

determine the necessary room in the General inspectorate by migration and provide equipment for activities of the Single window;

provide completion of the General inspectorate on migration by personnel within the established number of workers and the staff expenses provided annually for the ministry.

5. To perform financial provision of activities of the Single window for documentation of foreigners for the account and within the assignments approved in the budget of the Ministry of Internal Affairs.

6. Accomplishment of this resolution is assigned to the Ministry of Internal Affairs.

Regulations on activities of the Single window for documentation of foreigners

Chapter I General provisions

1. This Provision is developed for the purpose of establishment of the mechanism of the omission, regulation of stay and documentation of foreigners in the territory of the Republic of Moldova. The provision establishes the single procedure of reception of applications from applicants by their address to the Single window for documentation of foreigners in municipiums of Chisinau, Belts, Comrat and Kakhul.

2. For the purpose of this provision the following concepts are used:

Single window for documentation of foreigners (further - the Single window) - single point of access and the mechanism which allows the applicant to address in one state body, according to the powers assigned for this purpose to the General inspectorate on migration for informing and receipt of the right, with issue of the document on the made decision and/or the document confirming the appropriate right;

the employee of the Single window - the employee of the General inspectorate on migration of the Ministry of Internal Affairs working in the Single window and performing the functions provided in this Provision;

the applicant - physical person or legal entity which addresses in the Single window for receipt of service in the field of immigration.

3. Activities of the Single window will be organized according to the working schedule which affirms the order of the chief of the General inspectorate on migration and is placed in the hall of the Single window, and also on the official web page of competent authority for foreigners

Chapter II of Function of the Single window and the rendered services

4. The single window has the following functions:

a) provides consultations to physical persons and legal entities and informs applicants on the procedure of the address and reception of applications, on documents which need to be provided consideration terms, the state fees and the provided services, on procedure for issue / receipt of documents;

b) adopts the statement from the applicant with the enclosed documents according to legislation provisions;

c) checks correctness and completeness of statements, the enclosed documents and requests consent to processing of personal data;

d) provides data processing of the applicant in information system of the General inspectorate on migration;

e) provides transfer of the statement questionnaire for verification of data in department of the General inspectorate of migration according to competence, for the purpose of execution of the identity certificate;

f) provides processing and information transfer in external information systems of bodies of public management, according to competences;

g) issues invitations, prolonged visas, the conclusions to reunion of family, the decision on provision/prolongation of the right to stay and identification documents;

h) adopts statements for participation in the actions for integration provided in the Law No. 274/2011 on integration of foreigners in the Republic of Moldova;

i) issues, on demand, the reference confirming legal status of the foreigner, its right to stay in the territory of the Republic of Moldova;

j) accepts on accounting of foreigners who arrive to the Republic Moldova / leave the Republic of Moldova through the Dnestr site of the Moldavian-Ukrainian border, temporarily uncontrollable the constitutional bodies;

k) provides updating of the status of the identity certificate in the State register of the population.

Chapter III Organization of activities of the Single window
