About approval of Methodology of development, maintaining and application of the reference books and qualifiers which are part of resources of single system of normative reference information of the Eurasian Economic Union

For the purpose of realization of Items 4, and according to the subitem "g" of Item 5 of the Regulations on single system of normative reference information of the Eurasian Economic Union approved by the Decision of Board of the Eurasian economic commission of November 17, 2015 No. 155, Board of the Eurasian economic commission solved 5 and 7 Protocols on information and communication technologies and information exchange within the Eurasian Economic Union (appendix No. 3 to the Agreement on the Eurasian Economic Union of May 29, 2014):

1. Approve the enclosed Methodology of development, maintaining and application of the reference books and qualifiers which are part of resources of single system of normative reference information of the Eurasian Economic Union (further – Methodology).

2. Ask to provide state members of the Eurasian Economic Union by results of application of Methodology of the offer on its enhancement for consideration of the Eurasian economic commission by Board in III quarter 2018, and also in need of the offer on carrying out for authorized bodies of state members of the Eurasian Economic Union of the training seminars on application of Methodology.

3. This Decision shall enter into force upon the expiry of 30 calendar days from the date of its official publication.

Methodology of development, maintaining and application of the reference books and qualifiers which are part of resources of single system of normative reference information of the Eurasian Economic Union

I. General provisions

1. This Methodology is developed based on Items 4, 5 and 7 Protocols on information and communication technologies and information exchange within the Eurasian Economic Union (appendix No. 3 to the Agreement on the Eurasian Economic Union of May 29, 2014 (further – the Agreement on the Union)), according to the Regulations on single system of normative reference information of the Eurasian Economic Union approved by the Decision of Board of the Eurasian economic commission of November 17, 2015 No. 155 (further – the Provision), and is intended for application by the Eurasian economic commission (further – the Commission), authorized bodies of state members of the Eurasian Economic Union (further respectively – state members, the Union) and other participants of single system of normative reference information of the Union (further – single system), and also working group, the Board of the Eurasian economic commission created according to the Decision of January 24, 2017 No. 11 (further – working group), for the purpose of the organization and realization of planning processes, development, maintaining and application of the reference books and qualifiers which are switched on in structure of resources of single system (further respectively – reference books, qualifiers).

This Methodology is not applied in case of development, maintaining and application of the single Commodity nomenclature of foreign economic activity of the Eurasian Economic Union.

2. This Methodology includes:

a) the description of the procedures connected with planning, development, maintaining and application of reference books and qualifiers;

b) recommendations about the choice of methods of harmonization, systematization, classification and coding of information containing in reference books and qualifiers;

c) recommendations about maintaining reference books and qualifiers and to providing quality evaluation of data;

d) requirements to documentary registration of results of harmonization, systematization, classification and coding of information, and also quality evaluation of data;

e) technical requirements to filling of the passport of the reference book (qualifier);

e) standard requirements to structure and structure of the instructive-methodological documents necessary for maintaining and application of reference books and qualifiers.

3. This Methodology is part of the unified classification system and coding used when forming single system.

4. For the purposes of this Methodology concepts which mean the following are used:

"updating of the reference book (qualifier)" – modification of the reference book (qualifier), including by its harmonization in case of change of confidential source;

"the alphabet of code" – system of signs (symbols) accepted for formation of code;

"harmonization of reference books (qualifiers)" – reduction of reference books (qualifiers) in compliance with confidential source by application of methods of harmonization;

"the state reference book (qualifier)" – the reference book (the national qualifier) approved by authorized body and used within interdepartmental exchange of information;

"code length" – number of signs in code (without gaps or other dividing signs);

"confidential source" – the international reference book (qualifier) or the standard, the interstate (regional) qualifier or the standard, the state reference book (qualifier) or the national standard determined as basis for harmonization of reference books (qualifiers);

"hierarchical method of classification" – consecutive separation of set of objects of systematization (classification) into subordinate classification groups;

"instructive-methodological documents" – the documents necessary for normative and methodical providing single system applied to development, maintaining and application of reference books and qualifiers;

"classification group" – the subset of objects of systematization (classification) received as a result of classification;

"classification" – process of distribution of the set set of objects of systematization (classification) to subsets (classification groups) according to statutory rules, signs of their distinction or similarity;

"code" – sign or set of the signs accepted for designation of classification group or object of systematization (classification);

"the combined classification method" – separation of set of objects of systematization (classification) into classification groups by application of hierarchical and facet methods of classification;

"the interstate (regional) qualifier" – the qualifier accepted by Interstate council on standardization, metrology and certification of the Commonwealth of Independent States, other interstate (regional) bodies (organizations);

"the interstate standard" – the regional standard accepted by Interstate council on standardization, metrology and certification of the Commonwealth of Independent States;

"the international reference book (qualifier)" – the reference book (qualifier) accepted by the international organization;

"international standard" – the standard accepted by International Organization for Standardization;

"classification method" – method of separation of set of objects of systematization (classification) into subsets (classification groups);

"coding method" – method of forming and assignment of code to classification group and (or) object of systematization (classification) for ensuring their unambiguous identification;

"systematization method" – method of streamlining of objects of systematization (classification);

"the national standard" – the standard accepted by body for standardization of state member and available to wide range of users;

"objects of systematization (classification)" – information on objects and subjects of legal relationship and the related dispositive facts, and also technical and economic and social information in spheres in which according to the Agreement on the Union and international treaties within the Union state members perform the coordinated, approved or single policy are implemented powers of bodies of the Union;

"operator" – the Commission, authorized body or the organization subordinated to it determined according to the right of the Union responsible for development and maintaining certain reference book (qualifier);

"parallel method of coding" – forming and assignment of code to classification group and (or) object of systematization (classification) with use of codes of the independent groups received by application of facet method of classification;

"the perekodirovochny table" – the table establishing compliance of subject to classification (systematization) or classification group from the reference book (qualifier) to which changes, to one or several subjects to classification (systematization) or classification groups from the reference book (qualifier) to which changes are made are made;

"serial method of systematization" – streamlining of set of objects of systematization (classification) by certain principle (chronological, alphabetic, etc.);

"consecutive method of coding" – forming and assignment of code to classification group and (or) object of systematization (classification) with use of codes of consistently located subordinate groups received by application of hierarchical method of classification;

"sign of systematization (classification)" – property or the characteristic of object of systematization (classification) on which systematization (classification) is made;

"category" – line item of sign (symbol) in code;

"reserve reservoir of code" – set of the blank line items in the reference book (qualifier);

"the connected reference books (qualifiers)" – reference books (qualifiers) which are switched on in structure of resources of single system between which objects of systematization (classification) connection at the level of codes is established;

"serial and serial method of coding" – forming and assignment to classification group and (or) object of systematization (classification) of the code consisting of natural numbers with simultaneous fixing of separate series or ranges of these numbers to objects of systematization (classification) with identical signs;

"systematization" – process of the arranged arrangement of objects on similarity or distinction of signs inherent in them;

"structure of code" – symbol of structure and the sequence of arrangement of signs in code;

"structure of the reference book (qualifier)" – set of information about structure of fields of the reference book (qualifier), their plurality, areas of their values and rules of forming;

"classification step" – classification stage in case of hierarchical method of classification as a result of which set of classification groups turns out;

"facet method of classification" – parallel separation of set of objects of systematization (classification) into independent classification groups.

Other concepts used in this Methodology are applied in the values defined by the Agreement on the Union, acts of bodies of the Union concerning creation and development of the integrated information system of the Union (further – the integrated system) and single system.

II. Organization of planning processes, developments, maintaining and application of reference books and qualifiers

5. The organization of planning processes, developments, maintaining and application of reference books and qualifiers is performed according to the Provision and this Methodology.

6. Coordination of works on creation and maintaining reference books and qualifiers is performed by working group.

7. Planning of actions for development, maintaining and application of reference books and qualifiers includes forming and examination of offers on development, maintaining and application of reference books and qualifiers (including about recognition of reference books and qualifiers irrelevant), preparation and approval of the actions plan on forming and enhancement of single system (further – the actions plan). Planning of actions for development, maintaining and application of reference books and qualifiers is performed according to the Section III of this Methodology.

8. Development of reference books and qualifiers includes creation of drafts of reference books and qualifiers, their examination, and also their introduction in action. Development of reference books and qualifiers is performed according to the Section IV of this Methodology.

9. Maintaining reference books and qualifiers includes forming and examination of offers on modification of reference books and qualifiers, their exception of structure of resources of single system, and also introduction of changes in them. Maintaining reference books and qualifiers is performed according to the Section V of this Methodology.

10. Application of reference books and qualifiers includes use of the data containing in reference books and qualifiers, users of single system when implementing the activities, forming offers on modification of reference books and qualifiers. Application of reference books and qualifiers is performed according to the Section VI of this Methodology.

III. Planning of actions for development, maintaining and application of reference books and qualifiers

11. Planning of actions for development, maintaining and application of reference books and qualifiers includes the following stages:

a) preparation of offers on development, maintaining and application of reference books and qualifiers according to subsection 1 of this Section;

b) conducting examination and approval of offers on development, maintaining and application of reference books and qualifiers according to subsection 2 of this Section;

c) inclusion of actions for development, maintaining and application of reference books and qualifiers in the actions plan according to subsection 3 of this Section.

1. Preparation of offers on development, maintaining and application of reference books and qualifiers

12. Can be initiators of offers on development, maintaining and application of reference books and qualifiers:

a) The commission (departments of the Commission which competence the questions connected using normative reference information of the Union enter (further – the interested departments));

b) authorized bodies;

c) public authorities of state members, being users of single system;

d) working group.

13. The interested departments (if necessary together with department of the Commission which competence includes coordination of works on creation and development of single system (further – the coordinating department)) prepare offers on development, maintaining and application of the corresponding reference books and qualifiers containing the information which is formed in process or as a result of activities of bodies of the Union or used by bodies of the Union in case of adoption of acts.

14. Authorized bodies prepare offers on development, maintaining and application acting and (or) applied, and also planned to application in state members of reference books and qualifiers for the purpose of their unification and harmonization within the Union (with reasons for such need).

15. Public authorities of state members, being users of single system, can send offers on updating of reference books (qualifiers) to the Commission or to authorized body to which competence there corresponds scope of the reference book (qualifier). The specified offers are drawn up in any format with reasons for need of modification and with indication of acts according to which changes shall be made.

Offers on updating of reference books and qualifiers are considered by the interested department (if necessary together with the coordinating department) or authorized body to which they were sent.

In the course of consideration of offers the interested department or authorized body can involve experts, including in the field of the international classification, for the purpose of decision making about need of updating of the reference book (qualifier).

By results of consideration of the offer on updating of reference books and qualifiers by the interested department or authorized body the decision on refusal in updating of the reference book (qualifier) can be made or need of its updating is revealed in the way:

developments of the new reference book (qualifier);

modification of the reference book (qualifier).

If need of updating of the reference book (qualifier), the interested department was revealed (if necessary together with the coordinating department) or the authorized body prepares corresponding the offer.

The commission or authorized body informs public authorities of state members, offers on updating of reference books (qualifiers), on results of consideration of the specified offers being users of single system and directed.

16. The working group can prepare offers concerning reference books and qualifiers within implementation of the functions.

The specified offers join in protocols of meetings of working group.

17. The structure of offers on development, maintaining and application of reference books and qualifiers can join offers on need of exception of reference books and qualifiers from structure of resources of single system (with reasons for such need).

18. By preparation of offers on development of reference books and qualifiers the research of the subject systematization (classification) of technical and economic and social information is conducted. At the same time the following types of such information shall be analyzed:

a) the international agreements and acts constituting the right of the Union;

b) international standards;

c) international reference books (qualifiers);

d) interstate standards;

e) interstate (regional) qualifiers;

e) reference books and qualifiers;

g) regulatory legal acts of state members;

h) national standards;

i) the reference books and qualifiers applied in state members;

j) the technical regulations applied in the field of in which technical and economic and social information is subject to systematization (classification);

k) national and international standards which can be applied on voluntary basis in case of observance of requirements of technical regulations.

19. Offers on development of the reference book (qualifier) are constituted in form and according to the procedure according to appendix No. 1.
