According to appendix No. 7 to the Agreement on the Eurasian Economic Union of May 29, 2014. The government of the Russian Federation decides:

1. Enter from July 1 to December 31, 2017 inclusive import licensing into the Russian Federation from the states which are not members of the Eurasian Economic Union, crushed stone and gravel, classified by code of the CN FEA EEU 2517 10 100 0 (further - crushed stone and gravel), eliminations of crushing and materials from eliminations of crushing in the course of production of crushed stone and gravel, and also different mixes which components are crushed stone, gravel and sand, the CN FEA EEU classified by codes 2517 10 200 0, 2517 10 800 0, 2517 49 000 0 (further respectively - eliminations of crushing, mix), the states occurring from the territories not being members of the Eurasian Economic Union when placing under customs procedure of release for internal consumption.

2. To the Ministry of Industry and Trade of the Russian Federation according to the procedure, established by Rules of issue of licenses and import permits and (or) commodity import (appendix to appendix No. 7 to the Agreement on the Eurasian Economic Union of May 29, 2014) to perform issue to participants of foreign trade activity of one-time licenses for import to the Russian Federation from the states which are not members of the Eurasian Economic Union, crushed stone and gravel, eliminations of crushing and mixes (further - the license) in the presence of approval of the Ministry of Construction and Housing and Communal Services of the Russian Federation.

3. To the Ministry of Construction and Housing and Communal Services of the Russian Federation:

a) approve the statement for licensing within 15 calendar days from the date of receipt of the statement in case of observance of the following quality requirements of crushed stone and gravel which is confirmed by the original of the test report issued by the test laboratory accredited by Federal Accreditation Service:

complete remaining balance on control sets in case of sowing of crushed stone and gravel corresponds to Item 4.2.2 of Section 4 state standard specification 8267-93;

frost resistance corresponds to the F400 brand according to Item 4.6.2 of Section 4 state standard specification 8267-93;

durability corresponds to brand on crushed stone drobimost from izverzhenny breeds 1400, brand on crushed stone drobimost from sedimentary and metamorphic breeds 1200 and brand on crushed stone drobimost from gravel and gravel 1000 according to Item 4.4.2 of Section 4 state standard specification 8267-93;

the istirayemost corresponds to brand of istirayemost of crushed stone and I1 gravel according to Item 4.4.3 of Section 4 state standard specification 8267-93;

content of grains of lamellar (leshchadny) and iglovaty form in crushed stone corresponds to group 1 according to Item 4.3.2 state standard specification 8267-93;

content of grains of lamellar (leshchadny) and iglovaty form in gravel corresponds to Items 4.3.2 and 4.3.3 state standard specifications 8267-93;

content of flour and clay particles in crushed stone and gravel constitutes no more than 1 percent according to Item 4.7.1 of Section 4 state standard specification 8267-93;

total specific effective activity of natural radionuclides in crushed stone and gravel makes no more than 370 Bq/kg according to Item 4.9 of Section 4 state standard specification 8267-93;

b) approve the statement for licensing within 15 calendar days from the date of receipt of the statement in case of observance of the following quality requirements of eliminations of crushing which is confirmed by the original of the test report issued by the test laboratory accredited by Federal Accreditation Service:

sand from eliminations of crushing corresponds to the I class according to Item 4.2.1 of Section 4 state standard specification 31424-2010;

content of grains of lamellar (leshchadny) and iglovaty form in sand from elimination of crushing constitutes no more than 15 percent according to Item 4.2.3 of Section 4 state standard specification 31424-2010;

c) approve the statement for licensing within 15 calendar days from the date of receipt of the statement in case of observance of the following quality requirements of mixes which is confirmed by the original of the test report issued by the test laboratory accredited by Federal Accreditation Service:

plasticity of crushed stone in mixes corresponds to brand on plasticity of Pl1 according to Item 3.1.4 of Section 3 state standard specification 25607-2009;

crushed stone water resistance in mixes corresponds to brand on B1 water resistance according to Item 3.1.5 of Section 3 state standard specification 25607-2009;

frost resistance of crushed stone in mixes corresponds to the F400 brand according to Item 4.6.2 of Section 4 state standard specification 8267-93;

crushed stone durability in mixes corresponds to brand on crushed stone drobimost from izverzhenny breeds 1400, brand on crushed stone drobimost from sedimentary and metamorphic breeds 1200 according to Item 4.4.2 of Section 4 state standard specification 8267-93;

gravel durability in mixes corresponds to brand on gravel 1000 drobimost according to Item 4.4.2 of Section 4 state standard specification 8267-93;

the istirayemost of crushed stone and gravel in mixes corresponds to brand on istirayemost of crushed stone and I1 gravel according to Item 4.4.3 of Section 4 state standard specification 8267-93;

the grain composition of mixes corresponds to numbers of the mix C1, C 2, of C3 and C4 according to Item 3.2.1 of Section 3 state standard specification 25607-2009;

total specific effective activity of natural radionuclides in mixes makes no more than 740 Bq/kg according to Item 3.3 of Section 3 state standard specification 25607-2009;

content of clay in lumps from total quantity of flour and clay particles in mixes constitutes no more than 10 percent on weight according to Item 3.2.3 of Section 3 state standard specification 25607-2009;

the coefficient of filtering mixes shall be at least 7 meters a day according to Item 3.2.4 of Section 3 state standard specification 25607-2009;

d) approve the statement for licensing in case of production of documents, certifying legality of production and ownership of goods, taking into account observance of the requirements provided by subitems "an" - "in" this Item.

4. Approve the enclosed Rules of approval of statements for issue of one-time licenses for import to the Russian Federation from the states which are not members of the Eurasian Economic Union, crushed stone, gravel, eliminations of crushing, materials from eliminations of crushing and mixes which components are crushed stone, gravel and sand, the states occurring from the territories not being members of the Eurasian Economic Union when placing under customs procedure of release for internal consumption.

5. Determine that the test report on each batch of crushed stone and gravel, eliminations of crushing and mixes is issued to the producer of these goods performing conversion of raw materials for the purposes of production of these goods on products amount which is not exceeding 5 thousand tons.
