1. Approve the enclosed Rules of issue and use of the official ID by the serviceman of control facility and supervision of activities of the state aircraft of the Republic of Kazakhstan and its description.

2. To provide to headquarters on supervision of aviation safety of the state aircraft of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) the direction of the copy of this order in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan in paper and electronic types within ten calendar days from the date of state registration;

3) placement of this order on Internet resource of the Ministry of Defence of the Republic of Kazakhstan after its first official publication;

4) the direction of data in Legal department of the Ministry of Defence of the Republic of Kazakhstan on execution of the actions provided by subitems 1), 2) and 3) of this Item within ten working days from the date of state registration.

3. To impose control of execution of this order on the First Deputy Minister of Defence - the chief of the General Staff of Armed Forces of the Republic of Kazakhstan.

4. Bring this order to service employees in the part concerning them.

5. This order becomes effective after ten calendar days after day of its first official publication.

Rules of issue and use of the official ID by the serviceman of control facility and supervision of activities of the state aircraft of the Republic of Kazakhstan and its description

Chapter 1. General provisions

1. These rules determine procedure for issue and use of the official ID by the serviceman of control facility and supervision of activities of the state aircraft of the Republic of Kazakhstan and contain its description.

2. The official ID of the serviceman of control facility and supervision of activities of the state aircraft (further - the official ID) confirms its participation right in checks of security status of flights of the state aircraft and investigations of aviation incidents.

3. The official ID is issued for a period of three years.

4. The official ID is not allowed to be transferred to other persons and to use it in the personal not office purposes.

5. The official ID is given in personnel body of authorized body in the field of the state aircraft of the Republic of Kazakhstan (further - personnel body) within ten working days from the date of finishing to the serviceman of the order on movement, dismissal of the serviceman.

6. Accounting and issue of official IDs is conducted by personnel body.

7. Write-off and destruction of official IDs is made by personnel body with creation of the act of write-off and destruction in any form.

8. In case of loss or spoil of the official ID the serviceman in writing, within three working days from the date of loss or spoil, reports on it on the head of control facility and supervision of activities of the state aircraft (further - the head of control facility and supervision) and in personnel body.

9. On each fact of loss, spoil, transfer of the official ID to other persons, its uses in the personal not office purposes by the head of control facility and supervision makes office investigation. Results of investigation within ten working days from the date of its termination, are reported in personnel body.

10. The official ID of the head of control facility and supervision is certified by the signature of the Minister of Defence of the Republic of Kazakhstan and fastened with print of official stamp.

Official IDs of the military personnel of control facility and supervision of activities of the state aircraft are certified by the signature of the head of personnel body and fastened with print of official stamp.

Chapter 2. Description of the official ID

11. The official ID has the form and cover of the established serial-numbered sample, according to appendix 1 to these rules.

12. The form of the official ID is made by typographical method with use of the high-productive computer equipment, specialized computer programs, the phototypesetting equipment of high resolution and printed on the high-quality offset equipment.

13. The form of the official ID consists of two half - left and right which are filled in the state and Russian languages respectively. Sizes of each half: length - 90 mm, width - 65 mm.

At the top of the left half of the form the text "RESPUBLIKASY MEMLEKETT_K AVIATSIYASY USHULARYNYN KAU_PS_ZD_G_N KADAGALAU'S KAZAKSTAN BAS BASKARMASY" (printed in dark blue color) at distance of 3 mm from the upper edge of the form under which there is line (printed in dark blue color) 90 mm long and 1 mm wide, at distance of 10 mm from the upper edge is located.

In the left part of the left half of the form at distance of 15 mm from the upper and 3 mm from the left edge of the form the color photo of the serviceman (fullface) 30х40 mm in size in daily single-breasted coat (in office form) without headdress is located.

In the right part of the left half of the form at distance of 15 mm from the upper edge of the form, between the photo and the right edge of the form the text "KYZMETT_K KUEL_K" (printed in red color), below - the serial number of the official ID (printed in black color) is located.

The military rank, surname, name, middle name (is provided in case of its availability) and the status of the specialist below. It is carried out by the text of black color.
