About approval of regulations of the state services in the sphere of sanitary and epidemiologic wellbeing of the population

According to the subitem 2) article 10 of the Law of the Republic of Kazakhstan of April 15, 2013 "About the state services" PRIKAZYVAYU:

1. Approve regulations of the state services:

1) "State registration or re-registration of products of baby food, food and dietary supplements to food, genetically modified objects, dyes, means of disinfection, disinsection and deratization, materials and products contacting to water and food, chemicals, the separate types of products and substances making harmful effects on health of the person" according to appendix 1 to this order;

2) "Issue of the sanitary and epidemiologic conclusion about compliance (discrepancy) of object of the high epidemic importance to regulatory legal acts in the sphere of sanitary and epidemiologic wellbeing of the population and to hygienic standard rates" according to appendix 2 to this order;

3) "Assignment of accounting number to object of production (production) of food products" according to appendix 3 to this order;

4) "Issue of the sanitary and epidemiologic conclusion on drafts of the regulating documentation on maximum permissible emissions and maximum permissible dumpings of hazardous substances and physical factors in the environment, zones of sanitary protection and sanitary protection zones, on raw materials and products" according to appendix 4 to this order;

5) "Issue of the work permit with microorganisms of the I-IV group of pathogenicity and helminths" according to appendix 5 to this order;

6) "Issue of the sanitary and epidemiologic conclusion about coordination of expiration dates and storage conditions of food products" according to appendix 6 to this order;

7) "Issue of the certificate on assignment of qualification category for specialists in the sphere of sanitary and epidemiologic wellbeing of the population" according to appendix 7 to this order.

2. Recognize invalid some orders of the Ministry of national economy of the Republic of Kazakhstan according to appendix 8 to this order.

3. To provide to committee of protection of public health of the Ministry of Health of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order its direction in periodic printing editions, and also in the Republican state company on the right of economic maintaining "The republican center of legal information" of the Ministry of Justice of the Republic of Kazakhstan for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry of Health of the Republic of Kazakhstan;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Ministry of Health of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of this Item.

4. To impose control of execution of this order on the vice-Minister of Health of the Republic of Kazakhstan Tsoi A. V.

5. This order becomes effective after ten calendar days after day of its first official publication.

Chapter 1. General provisions

1. The state service appears Committee of protection of public health of the Ministry of Health of the Republic of Kazakhstan (further - the service provider) based on the standard of the state service "State Registration or Re-registration of Products of Baby Food, Food and Dietary Supplements to Food, Genetically Modified Objects, Dyes, Means of Disinfection, Disinsection and Deratization, Materials and Products Contacting to Water and Food, Chemicals, the Separate Types of Products and Substances Making Harmful Effects on Health of the Person" approved by the order of the acting minister of health care of the Republic of Kazakhstan of April 28, 2017 No. 217, registered in the Register of state registration of regulatory legal acts No. 15217 (further - the Standard).

Documents acceptance for registration is performed through:

1) service provider;

2) web portal of "the electronic government": www.egov.kz (further - the portal);

for re-registration: through office of the service provider.

Issue of result of rendering the state service is performed through office of the service provider.

2. Form of rendering the state service: electronic (partially automated) and paper.

3. Result of rendering the state service: the certificate on state registration according to appendix 1 to the Standard, or the motivated answer about refusal in rendering the state service in the bases, stipulated in Item 10 Standards.

Chapter 2. The description of operations procedure of structural divisions (workers) of the service provider in the course of rendering the state service

4. The basis for the procedure (action) for rendering the state service is receipt of uslugopoluchatel by the service provider of the statement with application of documents stipulated in Item 9 Standards.

5. Contents of each procedure (action) which is part of process of rendering the state service, duration of its accomplishment:

1) the employee of office of the service provider performs documents acceptance, registration and submits management, execution time - 2 (two) hours;

2) the management of the service provider considers documents of uslugopoluchatel, imposes the resolution to the chief of the department of the service provider, execution time - 4 (four) hours;

3) the chief of the department determines the executive in charge, execution time 2 (two) hours;

4) the executive in charge considers documents of uslugopoluchatel, checks compliance to the declared products to the established requirements, prints out the draft copy of result of rendering the state service. Transfers the draft copy of result of rendering the state service to the chief of the department of the service provider to vising, completion date of 25 (twenty five) calendar days.

5) the chief of the department vises the draft copy of result of rendering the state service and transfers to the executive in charge, execution time 2 (two) hours;

6) the executive in charge carries out assignment of number, unpacks result of rendering the state service on the official form of the strict reporting and reports to the authorized person of the service provider to signing, time of execution of 15 (fifteen) minutes;

7) the authorized person of the service provider signs result of rendering the state service and transfers to the executive in charge, completion date 1 (one) working day;

8) the executive in charge creates the registered products in the database in the Unified register of certificates on state registration of the Customs union, the result of rendering the state service is transmitted to office, execution time - 15 (fifteen) minutes;
