About the State award of Ukraine in the field of education

According to Item 28 parts one of article 106 of the Constitution of Ukraine, to articles 4 and 11 of the Law of Ukraine "About the state awards of Ukraine" I decide:

1. Form in case of the President of Ukraine Committee on the State award of Ukraine in the field of education as the facilitative branch providing implementation by the Head of state of powers on rewarding with the State award of Ukraine in the field of education.

2. Appoint Novosad Anna Igorevna - the Minister of Education and Science of Ukraine - the chairman of Committee on the State award of Ukraine in the field of education.

3. Approve:

The regulations on the State award of Ukraine in the field of education (are applied);

The regulations on Committee on the State award of Ukraine in the field of education (are applied);

the staff of Committee on the State award of Ukraine in the field of education (is applied).

4. To submit to the chairman of Committee on the State award of Ukraine in the field of education in a month in accordance with the established procedure proposals on descriptions and samples of the Diploma and the Medal of the winner of the State award of Ukraine in the field of education.

5. To the head of Public administration by cases to form the secretariat of Committee on the State award of Ukraine in the field of education.

Regulations on the State award of Ukraine in the field of education

1. The state award of Ukraine in the field of education (further - the State award) is the state award of Ukraine which is awarded to citizens of Ukraine for outstanding achievements in the field of education on the nominations:

preschool and out-of-school education - for outstanding achievements in development and deployment of modern educational techniques, technologies, the best pedagogical experience in area of preschool education, including for creation of benefits, children's literature which meet the modern requirements and promote effective education of children, mastering by them knowledge, abilities, skills, for achievements in development and implementation in system of activities of out-of-school institution of original educational system with good result of educational impact on training, development and socialization of children, including for educational and methodical works in the field of out-of-school education;

general secondary education - for outstanding achievements in development and deployment of modern educational techniques, technologies, the best pedagogical experience in area of general secondary education, including for creation of textbooks, educational and methodical literature which conform to modern requirements and promote effective mastering knowledge;

vocational training - for the outstanding achievements in development and deployment of the latest technologies of training and production promoting development of vocational training and training of skilled workers of personnel and junior specialists including for creation of textbooks which conform to requirements of modern production technologies promote effective assimilation by pupils of knowledge, acquisition of the skills providing the high-quality level of vocational training by them;

the higher education - for outstanding achievements in activities which open the new directions in development of pedagogics of the higher school, scientific-theoretical, applied achievements in upgrades of content of the higher education, pedagogical skill in implementation of the latest developments in educational activities, creation of effective technologies of training and education in higher educational institutions, development and deployment of information technologies in educational process of the higher school, and also for the significant contribution to scientific ensuring process of integration of domestic higher education to the European and world educational space;

scientific achievements in the field of education - for outstanding achievements in scientific research on pedagogics, psychology, the theory of education which promote further development of pedagogical science positively influence social progress and intellectual development, approve high authority of domestic science in the field of education in the world.

2. Five State awards, on one in each nomination are annually awarded.

Rewarding (award) with the State award is made by the presidential decree of Ukraine.

3. On competition of the State award citizens of Ukraine who are specialists in the field of education (further - candidates) can be pushed.

On competition of the State award for joint achievement collective several specialists in the field of education can be pushed together as (further - collective). The structure of collective which will be pushed on competition of the State award cannot exceed ten people.

4. Promotion of candidates (collectives) for competition of the State award is performed on the nominations determined in Item of 1 this provision.

Change of the nomination on which the candidate (collective) is proposed on competition of the State award is not allowed.

The candidate (collective) can be proposed on competition of the State award on one nomination.

5. Promotion of candidates (collectives) is carried out since November 1 the year preceding year in which the State award, is awarded by National academy of Sciences of Ukraine, National academy of pedagogical sciences of Ukraine, All-Ukrainian public organizations which authorized activities are connected with education industry, the Ministry of Education and Science of Ukraine, the Ministry of Education and Science of the Autonomous Republic of Crimea, head departments of science and education of the regional, Kiev, Sevastopol city public administrations, higher educational institutions which by results of promotion bring to Committee on the State award of Ukraine in the fields of education (further - Committee) the corresponding representations together with documents and materials about candidates (collectives).

The candidate (the specialist as a part of collective) can be proposed on competition of the State award on the corresponding nomination only from its consent, collection with respect thereto of documents and materials to it is performed also only from its consent.

6. Ideas of promotion of candidates (collectives) in which the nomination on which the candidate (collective) is proposed is noted together with documents and materials about the candidates (collectives) proposed on competition of the State award are accepted by Committee annually till March 1.
