Rules of protection of trunk gas pipelines

1. These rules establish preservation scheme of trunk gas pipelines.

2. For the purposes of these rules the trunk gas pipeline can include the following objects:

a) linear part of trunk gas pipeline;

b) compressor stations;

c) gas-measuring stations;

d) gas distribution stations, nodes and Items of reduction of gas;

e) stations of chilling of gas;

e) underground gas storages, including the pipelines connecting objects of underground gas storages.

3. Conservation zones of objects of trunk gas pipelines (further - conservation zones) are established:

a) along linear part of trunk gas pipeline - in the form of the territory limited to the conditional parallel planes passing at distance of 25 meters from axis of trunk gas pipeline from each party;

b) along linear part of multistrand trunk gas pipeline - in the form of the territory limited to the conditional parallel planes passing at distance of 25 meters from axes of extreme strings of trunk gas pipeline;

c) along underwater transitions of trunk gas pipelines through water barriers - in the form of part of water object from the surface to the bottom limited to the conditional parallel planes remote from axis of trunk gas pipeline on 100 meters from each party;

d) along the gas pipelines connecting objects of underground gas storages - in the form of the territory limited to the conditional parallel planes passing at distance of 25 meters from axes of gas pipelines from each party;

e) around compressor stations, gas-measuring stations, gas distribution stations, nodes and Items of reduction of gas, stations of chilling of gas - in the form of the territory limited by the conditional closed line remote from external border of the specified objects on 100 meters from each party;

e) around land constructions of underground gas storages - in the form of the territory limited by the conditional closed line remote from external border of the specified objects on 100 meters from each party.

4. In conservation zones it is forbidden:

a) move, fill up, damage and destroy control and measuring and control and diagnostic Items, warning labels, identification and alarm marks of the location of trunk gas pipelines;

b) open doors and hatches of unattended intensifying Items on cable communication lines, gates of barriers of nodes of linear armature, door of installations of electrochemical protection, hatches of linear and viewing wells, to open and close cranes, latches, to disconnect and turn on means of communication, power supply, the device of telemechanics of trunk gas pipelines;

c) arrange dumps, perform dumping and discharge of caustic and corrosion and aggressive substances and fuels and lubricants;

d) warehouse any materials, including fuel and lubricants, or place storages of any materials;

e) damage bank protection, water final constructions, earth and other constructions (devices) protecting trunk gas pipeline from destruction;

e) perform statement of courts and floating objects on anchor, production of marine mammals, fishery by benthonic tools of production (catch) of water biological resources, swimming with etched anchor chain;

g) carry out the dredging and other works connected with change of bottom and coast of water objects, except for the works necessary for maintenance of object of trunk gas pipeline;

h) carry out works with use of shock and pulse devices and auxiliary mechanisms, dump freights;

i) perform recreational activities, except the activities provided by the subitem "zh" of Item 6 of these rules, make fire and place fire sources;

j) fence and partition off conservation zones;

k) place any buildings, structures, constructions which are not relating to the objects specified in Item 2 of these rules, except for the objects specified in subitems "d" - "to" and "m" of Item 6 of these rules;

l) perform unauthorized connection (accession) to trunk gas pipeline.

5. In conservation zones the owner or other legal owner of the parcel of land can perform the field agricultural works and works connected with temporary flooding of the irrigated farmlands, having previously in writing notified the owner of trunk gas pipeline or the organization operating trunk gas pipeline.

6. In conservation zones with the written permission of the owner of trunk gas pipeline or the organization operating trunk gas pipeline (further - permission to works), it is allowed:

a) carrying out mining, explosive, construction, installation, meliorative operations, including the works connected with flooding of lands;

b) implementation of landing and cutting down of trees and bushes;

c) carrying out handling works, device of watering places of the cattle, splitting and procurement of ice;

d) carrying out earthwork at depth more than meter 0,3, the layout of soil;

e) construction of dams on the rivers and streams;

e) warehousing of forages, fertilizers, hay, straw, placement of field camps and shelters for the cattle;

g) placement of tourist parking;

h) placement of garages, parking and parkings of vehicles;

i) construction of moving through trunk gas pipelines;

j) laying of engineering communications;

k) carrying out the engineering researches connected with well-drilling and the device of holes;

l) the device of moorings for courts and beaches;

m) work on the objects of transport infrastructure which are in the territory of the conservation zone;

o) work, the lands connected with temporary flooding which are not relating agricultural purpose to lands.
