About procedure for measurement, marking, accounting of wood in the prepared type

Based on part six of Item 5 of Article 71 of the Forest code of the Republic of Belarus the Ministry of forestry of the Republic of Belarus DECIDES:

1. Approve Regulations on procedure for measurement, marking, accounting of wood in the prepared type it (is applied).

2. This resolution becomes effective in three months after its official publication.

Regulations on procedure for measurement, marking, accounting of wood in the prepared type

Chapter 1. General provisions

1. This Provision establishes procedure for measurement, marking, accounting of wood in the prepared type by participants of Unified State Automated Information System of accounting of wood and transactions with it (further - the Unified State Automated Information System).

2. For the purposes of this provision terms in the values determined by the Presidential decree of the Republic of Belarus of November 23, 2020 No. 437 "About forest management and realization of wood", the Presidential decree of the Republic of Belarus of February 18, 2021 No. 50 "About enhancement of activities for wood accounting", the resolution of Council of Ministers of the Republic of Belarus of June 30, 2021 No. 368 "About Unified State Automated Information System of accounting of wood and transactions with it" are used and also the following terms and their determinations are applied:

balances - round wood for mechanical crushing or chemical conversion for the purpose of receipt of cellulose or wood pulp;

birkovaniye - drawing on end face of round wood, wood switch of label of the established sample by means of the special equipment;

group method of scoping of round wood - scoping of set of round wood in parameters of stack, pack, packet or transport reservoir;

marking of round wood, wood switches - drawing on end face of round wood, wood switch of the signs designating their sizes (diameter, group of diameters) and grade (group of quality for wood switches);

piece method of scoping of round wood, wood switches - the scoping of round wood, wood switches based on measurement of diameter (with bark or without bark) and lengths of each unit of round wood (wood switches);

intermediate timber industry storage - the production site (site) located (located) at the forestry and landscape road or in Item of its adjunction to public roads on which, (which) preprocessing, and if necessary and primary conversion of wood raw materials, transport and loading transactions, storage, shipment of raw materials or products is performed;

3. Accounting of wood in the prepared type is performed by means of its measurement, marking, birkovaniye, except for the case provided by part two of this Item.

Accounting of the wood in the prepared type prepared by citizens according to orders is performed by means of its measurement and marking.

Chapter 2. Measurement and marking of wood in the prepared type

4. Measurement of wood in the prepared type consists in measurement of its geometrical parameters depending on method of determination of its amount.

5. Methods and error of measurements of the sizes of wood in the prepared type are determined according to the regulatory legal acts and technical regulatory legal acts obligatory for observance.

6. Scoping of wood in the prepared type is performed to within 0,01 of CBM.

7. In the prepared type the technical means intended for measurements according to the technical regulatory legal acts obligatory for observance including the electronic systems of accounting installed on the logging equipment are used to measurement of geometrical parameters of wood.

8. For scoping of round wood of grades of A, B, C, D, round wood for development of the rounded and okorenny products with a diameter up to 13 cm inclusive, and also balances, raw materials wood technological, firewood in the prepared type the group method is applied. Their amount is determined in share cubic meters with the subsequent transfer in dense cubic meters according to the technical regulatory legal acts obligatory for observance.

Application of group method of scoping of round wood of breed "aspen" of grade of D is allowed.
