About approval of acts in the field of veterinary science

For the purpose of protection of the population against diseases, general for the person and animals, the prevention and liquidation of infectious and mass noncontagious diseases of animals, safety of products of animal and phytogenesis in the veterinary and sanitary relation, according to the technical regulation of the Customs union "About safety of food products", articles 10 and 17 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:

1. Approve:

- Rules of purpose of veterinary and sanitary examination according to appendix 1;

- Regulations on state registration of production facilities on which activities for obtaining, conversion (processing) of not processed food (food) staples of animal origin, according to appendix 2 are performed;

- Approval procedure on import, export and transit across the territory of the Kyrgyz Republic of freights (goods) under control to the state veterinary control and supervision, and also permission request to the transit countries concerning freights (goods) under control to the state veterinary supervision according to appendix 3.

2. This resolution becomes effective after seven days from the date of official publication.

Rules of purpose of veterinary and sanitary examination

Chapter 1. General provisions

1. These rules of purpose of veterinary and sanitary examination (further - Rules) are developed according to the technical regulation of the Customs union "About safety of food products" and establish procedure for conducting veterinary and sanitary examination of products (raw materials) for animal and phytogenesis at all stages of its lifecycle for the purpose of determination of their safety of use.

2. Requirements of these rules extend to all subjects which are engaged in procurement (slaughter) of animals, production, the conversion and sales of products (raw materials) of animal and phytogenesis which are subject to veterinary health control.

3. In these rules the following concepts are used:

veterinary laboratory - laboratories on conducting veterinary and sanitary examination of products (raw materials) of animal and phytogenesis;

veterinary and sanitary examination - complex of special researches of products (raw materials) of animal and phytogenesis for determination of their safety;

laboratory researches - the researches performed by various methods (physical, chemical, gravimetric and others technical, biochemical, clinical, pathoanatomical, physiological and others) in the specially allotted and properly equipped place (the building, the room, etc.);

organoleptic researches - the complex researches conducted for the purpose of identification of foodstuff, postlethal examination of products of slaughter, performed by means of sense organs without means of difficult devices and devices, and allowing to reveal such properties of product as appearance (form, color, surface condition, integrity, container condition, fat condition, smell, taste, consistence, transparency, gloss, availability of mold, slime, nature of the drawing of surface or section, availability of foreign inclusions, and others, combinations of these properties and their change in process of primary conversion of this product).

4. Veterinary and sanitary examination of products (raw materials) of animal and phytogenesis is carried out by the veterinary laboratories accredited within their competences on organoleptic and/or laboratory researches.

5. Veterinary and sanitary expertize on organoleptic indicators is carried out for the purpose of identification of food products and assessment of its compliance to veterinary health requirements. Laboratory researches are conducted for the purpose of assessment of conformity of products to microbiological, chemical and other hygienic requirements of safety. Results of veterinary and sanitary examination are used for carrying out risk analysis for the purpose of safety of food products.

6. Not processed food products of animal and phytogenesis, food products of nonindustrial production, are subject to veterinary and sanitary examination according to these rules.

7. Veterinary and sanitary examination includes prelethal survey and postlethal veterinary and sanitary examination.

8. By results of postlethal veterinary and sanitary examination the branding of hulks and bodies is carried out.
