About approval of regulations on subordinated divisions of the State inspectorate for veterinary and phytosanitary safety under the Government of the Kyrgyz Republic

1. Approve:

- Regulations on the Center of veterinary diagnostics and examination for the southern region of the State inspectorate for veterinary and phytosanitary safety under the Government of the Kyrgyz Republic according to appendix 1;

- Regulations on the Center of veterinary diagnostics and examination for the northern region of the State inspectorate for veterinary and phytosanitary safety under the Government of the Kyrgyz Republic according to appendix 2.

2. The state inspectorate for veterinary and phytosanitary safety under the Government of the Kyrgyz Republic:

- bring the decisions into accord with this resolution;

- take the necessary measures following from this resolution.

3. This resolution becomes effective after ten days from the date of official publication.

Regulations on the Center of veterinary diagnostics and examination for the southern region of the State inspectorate for veterinary and phytosanitary safety under the Government of the Kyrgyz Republic

Chapter 1. General provisions

1. The center of veterinary diagnostics and examination for the southern region of the State inspectorate for veterinary and phytosanitary safety under the Government of the Kyrgyz Republic (further - the Center) is subordinated division of the State inspectorate for veterinary and phytosanitary safety under the Government of the Kyrgyz Republic (further - State inspection).

2. The center in the activities is guided by the Constitution of the Kyrgyz Republic, the laws of the Kyrgyz Republic, technical regulations and other regulatory legal acts of the Kyrgyz Republic which came in the procedure established by the law into force international treaties which participant is the Kyrgyz Republic, orders (acts) of State inspection, and also this Provision.

Chapter 2. Tasks and functions of the Center

8. Tasks of the Center:

- carrying out timely, reliable, skilled, diagnostic work by determination of viral, bacterial, parasitic diseases of animal, chemical and toxicological, radiological and other researches, and also veterinary and sanitary examination of products (raw materials) of animal and phytogenesis according to regulatory legal acts, technical regulations and international treaties which came in the procedure established by the law into force which participant is the Kyrgyz Republic;

- enhancement of methods of diagnosis of diseases of animals and management of work of territorial veterinary laboratories of the Center;

- rendering the methodical, advisory and practical help of the executive authority to state bodies, local government bodies, territorial authorities of State inspection and to other legal entities and physical persons within the competence of the solution of the questions connected with establishment of the diagnosis of diseases and the organization of measures of fight against diseases of animals including zooantroponoza.

9. The center performs the following functions:

- carrying out monitoring tests of the arrived diagnostikum used in activities of the Center and issue of recommendations about their application;

- laboratory testing on indicators of safety of foodstuff, forages and feed additives on providing mandatory requirements on biological safety of products (raw materials) of animal and phytogenesis according to regulatory legal acts;

- conducting diagnostic testings of diseases of animals;

- carrying out work on passing and receipt of accreditation of structural divisions and territorial veterinary laboratories of the Center;

- conducting veterinary and sanitary examination of products (raw materials) of animal and phytogenesis according to regulatory legal acts;

- carrying out collation testing and researches of diseases of animals and products (raw materials) of animal and phytogenesis according to regulatory legal acts;

- implementation of sampling (samples) of products (raw materials) of animal and phytogenesis and withdrawals of pathological material for laboratory diagnostics and examination according to regulatory legal acts;

- issue of results of researches in the form of the conclusions to legal entities and physical persons according to the procedure, established by State inspection;

- rendering paid services according to the legislation of the Kyrgyz Republic;

- providing with necessary diagnostic means of structural divisions and territorial veterinary laboratories of the Center;

- informing State inspection (its territorial subdivisions) and other relevant organizations about cases of establishment of especially dangerous zooatroponozny diseases for the fastest holding antiepizootic and antiepidemiological actions;

- preparation of operational and regular information for submission to State inspectorate about establishment of the diagnosis of especially dangerous diseases of animals in the form established by State inspection;
