About approval of Rules of development of interstate standards

Based on subitem 1.8 of Item 1 of article 9 of the Law of the Republic of Belarus of January 5, 2004 "About technical regulation and standardization" in edition of the Law of the Republic of Belarus of October 24, 2016 the State committee on standardization of the Republic of Belarus DECIDES:

1. Approve the enclosed Rules of development of interstate standards.

2. Determine:

the research and production republican unitary enterprise "Belarusian State Institute of Standardization and Certification" as the organization authorized on conducting normative and technical examination of drafts of interstate standards if their development is performed by the Republic of Belarus;

the republican unitary enterprise "Belarusian State Institute of Metrology" as the organization authorized on conducting metrological examination of drafts of interstate standards if their development is performed by the Republic of Belarus.

3. This resolution becomes effective after its official publication.

Rules of development of interstate standards

Chapter 1. General provisions

1. These rules are developed based on subitem 1.8 of Item 1 of article 9 of the Law of the Republic of Belarus of January 5, 2004 "About technical regulation and standardization" (The national register of legal acts of the Republic of Belarus, 2004, No. 4, 2/1011; The National legal Internet portal of the Republic of Belarus, 29.10.2016, 2/2434) also establish procedure for development, including conducting normative and technical and metrological examinations, interstate standards if their development is performed by the Republic of Belarus.

2. Requirements of these rules are obligatory for application by the subjects of technical regulation and standardization participating in standardization process.

3. Development of interstate standards is performed according to GOST 1.2-2015 "Interstate system of standardization. Standards are interstate, rules and recommendations about interstate standardization. Rules of development, acceptance, updating and cancellation", the enacted resolution of the State committee on standardization of the Republic of Belarus of April 1, 2016 No. 27 it is direct as state standard of the Republic of Belarus since July 1, 2016.

4. Development of interstate standards interstate technical committees on standardization (further - MTK) perform, as a rule, national technical committees on standardization (further - shopping mall), in case of their absence - the leading research institutions, the organizations, any interested legal entities and physical persons having work experience in the standardized sphere of activity (further - developers).

5. In the presence of MTK to which the corresponding sphere of activity or subject of standardization is assigned development of the interstate standard is performed with observance of the rules established in GOST 1.4-2015 "Interstate system of standardization. Interstate technical committees on standardization. Rules of creation and activities", No. 27 enacted by the resolution of the State committee on standardization of the Republic of Belarus of April 1, 2016 it is direct as state standard of the Republic of Belarus since July 1, 2016.

6. In case of development of interstate standards it is necessary to provide transparency of process of development, possibility of participation in development of all concerned parties.

7. Development of interstate standards is performed for goal achievement of interstate standardization with respect for its basic principles determined by GOST 1.0-2015 "Interstate system of standardization. Basic provisions", the enacted resolution of the State committee on standardization of the Republic of Belarus of April 1, 2016 No. 27 it is direct as state standard of the Republic of Belarus since July 1, 2016, and taking into account the priority directions of the works on interstate standardization accepted by Interstate council on standardization, metrology and certification (further - MGS).

8. Planning of development of interstate standards is performed according to PMG 22-2004 "Rules of development of the work program on interstate standardization" enacted by the resolution of the State committee on standardization of the Republic of Belarus of November 15, 2004 No. 57.

9. Development of interstate standards is performed according to Work program tasks on the interstate standardization (further - PMS) created on the basis of offers of the State Parties of the Agreement on carrying out coordinated policy in the field of standardization, metrology and certification of March 13, 1992 (The national register of legal acts of the Republic of Belarus, 2001, 3/131) (further - the Agreement), interstate programs of standardization for activities and groups of products or for the decision of MGS, included in national plans of standardization of the State Parties of the Agreement, including in the Plan of the state standardization of the Republic of Belarus (further, if is not established other, - PGS) approved by annually State committee on standardization of the Republic of Belarus (further - Gosstandart).

10. PMS, interstate programs of standardization for activities and groups of products, protocols of meetings of MGS are available to all interested subjects of technical regulation and standardization of the Republic of Belarus on the official site of MGS on the global computer Internet to the address: www.easc.org.by.

11. Interstate standards shall not contradict requirements of legal acts of the Republic of Belarus, technical regulations of the Republic of Belarus, establish ministerial procedures, contain the requirements which are not relating to technical and also the provisions not consistent with acts of higher legal force (regulatory legal acts of Council of Ministers of the Republic of Belarus), international treaties of the Republic of Belarus.
