I. General provisions

1. This Provision determines features of technical regulation regarding development and establishment of mandatory requirements in the field of fire safety concerning the defensive products (works, services) delivered according to the state defensive order, and also design processes (including researches), productions, constructions, installation, adjustment, operation, storage, transportation, realization, utilization and burial of the specified products (further respectively - products, processes, mandatory requirements in the field of fire safety).

The state customers, the federal executive bodies authorized in the field of safety, defense, foreign intelligence, counteraction to technical investigations and technical information security and State Atomic Energy Corporation "Rosatom" have the right to establish along with the technical regulations establishing requirements of fire safety mandatory requirements in the field of fire safety concerning products and processes.

3. Treat the documents establishing mandatory requirements in the field of fire safety:

a) the legal acts of federal executive bodies establishing the requirements aimed at providing fire safety;

b) documents on the standardization concerning defensive products (goods, works, services) provided by the order of the Government of the Russian Federation of December 30, 2016 No. 1567 "About procedure for standardization concerning defensive products (goods, works, services) in the state defensive order, products used for the purpose of protection of the data which are the state secret or carried to other information of limited access, products protected in accordance with the legislation of the Russian Federation, data on which are the state secret, and also processes and other subjects of standardization connected with such products", data on which are included in the summary list of documents on standardization of defensive products;

c) technical documentation (design, technological and program documentation, specifications, documents on metrology, the instruction, manuals, managements and provisions) concerning defensive products (goods, works, services);

d) public contracts (agreements) signed by the state customers, the federal executive bodies authorized in the field of safety, defense, foreign intelligence, counteraction to technical investigations and technical information security and State Atomic Energy Corporation "Rosatom".

Development and establishment of mandatory requirements in the field of fire safety concerning the nuclear weapon products (works, services) delivered according to the state defensive order, and also the processes connected with such products are performed according to the Section II of this provision.

Activities for development and establishment of mandatory requirements in the field of fire safety are performed taking into account the restrictions set by regulatory legal acts of the Russian Federation in the field of protection of the data which are the state secret or carried to other information of limited access protected in accordance with the legislation of the Russian Federation and also according to regulatory legal acts of the Russian Federation in the field of protection of the rights to results of intellectual activities.
