This Law governs the relations connected with collection, transportation, storage, conversion, utilization, removal, reducing amounts of waste and other related relations, and also the legal and economic basis for the prevention of negative impact on health of the person and the environment.
1. Operation of this Law extends to use of the waste which appeared in production (including, subsurface use) and in the course of consumption.
2. Operation of the Law does not extend:
a) on radioactive waste,
b) on the substances which are mixing up with sewage and joining natural waterways
c) on the substances released into the atmosphere together with the gases which are emitted from sources of emissions.

The relations provided by this part connected with use of waste are regulated by other Laws and legal acts of the Republic of Armenia.
3. Operation of this Law extends to the relations connected with waste management of subsurface use and processing of waste of subsurface use so as far as does not contradict the regulation provided by the Code of the Republic of Armenia about subsoil.
The relations connected with use of production wastes (including, subsurface use) and consumption, are regulated by the Constitution of the Republic of Armenia, this Law, international treaties and other legal acts of the Republic of Armenia.
If international treaties of the Republic of Armenia establish other regulations, than are provided by this Law, then regulations of international treaties are applied.
In this Law the following concepts are used:
municipal solid waste – types of the consumer wastes arising in the course of consumption by physical persons in the residential territories and also goods which in the course of the use by physical persons in the residential territories for the purpose of satisfaction of personal and household needs lost the consumer properties. Treat municipal solid waste also waste which arise in the course of activities of legal entities and individual entrepreneurs and for the structure are similar to the waste resulting from consumption by physical persons in the residential territories;
production wastes (including, subsurface use) and consumption (further – waste) – remaining balance of raw materials, materials, the products which appeared during production and consumption or other products or products and also goods (products) which lost the initial consumer qualities,
the making waste - legal entity or physical person or the individual entrepreneur as a result of whose activities waste appears,
use of waste – actions which are directed to collection, transportation, placement, storage, processing, utilization, destruction, neutralization and waste disposal,
dangerous wastes – waste which the physical, chemical or biological properties create or can create health hazard of people and the environment, and ad hoc methods, methods, means for the treatment of them are required,
collection of waste – activities which are connected with waste disposal and placement in specially allotted places or objects, inclusive, sorting of waste, for the purpose of their subsequent utilization or removal,
storage of waste – temporary placement of waste in specially allotted places or objects, for the purpose of their subsequent utilization or removal,
use of waste – application of waste for the purpose of production of goods, receipts of energy or other purposes,
processing, conversion of waste – implementation of technology actions which are connected with change of physical, chemical or biological properties of waste,
waste recycling – use of waste as secondary material or energy resource,
waste disposal – the actions connected with waste which do not lead to their utilization
neutralization of waste – reduction or elimination of dangerous properties of waste by means of mechanical, physical and chemical or biological processing,
placement of waste – isolation of waste which excludes subsequent use of waste and is directed to their neutralization or prevention of the subsequent distribution of dangerous substances in the environment,
waste disposal – final placement of waste in specially allotted places or objects which excludes their dangerous impact on health of the person or the environment,
subjects to use of waste – the places or objects used for collection, storage, processing, conversion, utilization, removal, neutralization and waste disposal
