About first-priority measures for ensuring the accelerated social and economic development of regions

thirdly, practice of assessment of the course of social and economic reforms is not based on the critical analysis of real situation on places, the most important, basic assessment is not given that how reached economic indicators have a positive impact on quality of life of the population. Isolation of republican state bodies from the territories does not allow to develop the proved and comprehensively thought over programs of social and economic development of the territories taking into account their specifics, the level of development and requirements;
fourthly, the operating mechanisms of forming and distribution of means Republican and local budgets, development and realization of investing programs do not provide the address, timely and balanced financing, first of all, of the most priority projects;
fifthly, the organization of purposeful work on implementation of the major programs of social and economic development of regions is often substituted for numerous meetings and unreasoned decisions made following the results.
