1. Approve "Procedure for holding interview for the purpose of replacement of position of public service" it (is applied).
2. To the Cabinet of Ministers of the Azerbaijan Republic:
2.1. in three-months time to prepare and provide to the President of the Azerbaijan Republic offers on reduction of acts of the President of the Azerbaijan Republic to compliance with this Decree;
2.2. in three-months time to provide reduction of regulatory legal acts of the Cabinet of Ministers of the Azerbaijan Republic in compliance with this Decree and to inform on it the President of the Azerbaijan Republic;
2.3. according to Item 2.4 of the Procedure approved by part of 1 this Decree in two-month time to approve form of the announcement of interview and to inform the President of the Azerbaijan Republic;
2.4. according to Item 2.5 of the Procedure approved by part of 1 this Decree in two-month time to establish general terms of replacement of vacant positions on classification of managerial positions;
2.5. control reduction of regulatory legal acts of the central executive bodies in compliance with this Decree and in five-months time to inform the President of the Azerbaijan Republic on execution;
2.6. resolve other issues following from this Decree.
3. To provide to the Ministry of Justice of the Azerbaijan Republic coordination of regulatory legal acts and acts of normative nature of the central executive bodies with this Decree and to inform on it the Cabinet of Ministers of the Azerbaijan Republic

1.1. This Procedure according to articles 28 and 29 of the Law of the Azerbaijan Republic "About public service" (further - the Law) establishes regulations of the commission on interview created for replacement of positions of public service (further - vacant position) according to the first or seventh classification of managerial positions in state bodies of the first - the fifth category (except for local executive bodies, bodies in case of local executive bodies and representations on administrative-territorial districts), procedure for forming of structure of the commission on interview, holding interview, assessment, studying of results of interview and lowest passing scores.
1.2. The purpose of holding interview - check of level of knowledge of the candidate of position, the professional training, general outlook and qualities necessary for vacant position, establishment compliance to the specified position.
1.3. The commission on interview performs activities based on the following principles:
1.3.1. legality - observance of requirements of the regulatory legal acts connected with the organization and holding interview including establishment of the mandatory requirements connected with candidates only regulatory legal acts;
1.3.2. objectivity - assessment of conformity of the candidate of vacant position only based on the interview held with the candidate and being guided by the criteria established by this Procedure;
1.3.3. impartiality - inadmissibility of inclusion in structure of the commission on interview of persons having close family relation with the candidate (the husband (wife), parents, brothers, sisters, children);
1.3.4. independence - independence of the commission on interview and the member of the commission on interview in holding interview and decision making on interview and inadmissibility of intervention in their activities;
1.3.5. equality - ensuring equal rights of all candidates in connection with holding interview, regardless of race, ethnic origin, religion, language, floor, origin, property condition, office line item, beliefs, belonging to political parties, labor unions and other public associations;
1.3.6. transparency and publicity - when holding interview use with the consent of the candidate of video filming, participation in interview as observers of representatives of the public and mass media and the public announcement of results of interview;
1.3.7. professionalism - identification of possibility of use of potential opportunities of the candidate and for establishment of suitability to vacant position comprehensive assessment on the basis criterion, the stipulated in Article 29.8 Laws.
1.4. The basic concepts used in this Procedure have the following values:
1.4.1. interview - the interview, the stipulated in Article 28.6 Laws held for persons with the existing certificate confirming passing of test examinations in the corresponding position of public service for replacement of vacant position;
1.4.2. internal interview - the interview conducted for replacement of vacant position and first of all, providing participation of the government employees passing public service on managerial positions in the specified state bodies and having the qualification category corresponding to classification of managerial positions;
