About approval of the Regulations on the Advisory committee on the industry

According to Items 7 and 44 of the Regulations on the Euroasian economic commission (appendix No. 1 to the Agreement on the Eurasian Economic Union of May 29, 2014) the Board of the Euroasian economic commission solved:

1. Approve the enclosed Regulations on the Advisory committee on the industry.

2. Declare invalid Item 2 of the Decision of Board of the Euroasian economic commission of July 19, 2012 No. 112 "About the Advisory committee on the industry".

3. This Decision becomes effective after 30 calendar days from the date of its official publication.

Regulations on the Advisory committee on the industry

I. General provisions

1. The advisory committee on the industry (further – Committee) is created under Board of the Euroasian economic commission (further – the Commission) according to Items 7 and 44 of the Regulations on the Euroasian economic commission (appendix No. 1 to the Agreement on the Eurasian Economic Union of May 29, 2014 (further – the Agreement on the Union)).

The committee is consultative body of the Commission on questions of industrial policy and industrial cooperation, including questions of realization of the main directions of industrial cooperation within the Eurasian Economic Union (further – the Union) and applications by state members of the Union (further – state members) single rules of provision of industrial subsidies according to the Section XXIV of the Agreement on the Union.

2. The committee in the activities is guided by the Agreement on the Union, other international treaties and acts constituting the right of the Union, the Regulations of work of the Euroasian economic commission approved by the Decision of the Supreme Euroasian economic council of December 23, 2014 No. 98, and also this Provision.

II. Main objectives and functions of Committee

3. The main objectives of Committee are:

a) preparation of recommendations for the Commission on questions of industrial policy and industrial cooperation;

b) carrying out consultations with representatives of state members concerning industrial policy and industrial cooperation;

c) development of offers for the Commission on questions of enhancement of industrial cooperation within the Union, including questions of provision of industrial subsidies.

4. For realization of the tasks assigned to it the Committee performs the following functions:

a) prepares offers and recommendations for the Commission on the following questions:

realization of provisions of the Section XXIV of the Agreement on the Union, Protocol on industrial cooperation (appendix No. 27 to the Agreement on the Union) and Protocol on single rules of provision of industrial subsidies (appendix No. 28 to the Agreement on the Union) and monitoring of their observance by state members;

realization of the Main directions of industrial cooperation within the Eurasian Economic Union approved by the Decision of the Euroasian intergovernmental council of September 8, 2015 No. 9;

determination of priorities and coordination of industrial cooperation within the Union;

forming of the effective mechanisms and instruments of industrial cooperation conforming to requirements of the World Trade Organization and Organization for Economic Cooperation and Development;

project development of international treaties within the Union and acts of bodies of the Union in the sphere of industrial policy and industrial cooperation;

development of sci-tech cooperation for the purpose of increase in competitiveness of the industry, its innovative and export potential;

development of technological cooperation and market forms of production integration of state members;

removal of obstacles in the sphere of industrial policy for the purpose of providing freedom of travel of goods in the market of industrial output within the Union;

creation of conditions for development of the priority directions of industrial cooperation determined by state members;

b) considers other questions in the sphere of industrial policy and industrial cooperation within the competence.

c) makes the decision on creation of working (expert) groups or on the termination of their activities.

III. Structure of Committee

5. The structure of Committee is created of heads (deputy managers) and authorized representatives of executive bodies of state members.

For forming of structure of Committee the Commission requests from state members of the offer on candidates for authorized representatives of executive bodies of state members.

6. According to the offer of state members of Committee representatives of business communities, scientific and public organizations, other independent experts can be included.

7. State members timely inform the Commission on need of replacement of authorized representatives of executive bodies of state members for Committee, and also represent offers on modification of its structure.

8. The structure of Committee affirms the order of Board of the Commission.

9. Presides over committee meetings and the member of Board of the Commission within whose competence questions of the industry and agro-industrial complex are (further – the chairman of Committee) performs the common directorship of work of Committee.

10. Chairman of Committee:

a) directs activities of Committee and will organize work on accomplishment of the tasks assigned to Committee;

b) approves the agenda of committee meeting, determines date, time and the place of its carrying out in coordination with members of the committee;

c) conducts committee meetings;

d) approves protocols of committee meetings;

e) informs Board and Council of the Commission on the recommendations developed by Committee;

e) approves provisions of working (expert) groups in coordination with members of the committee;

g) appoints the vice-chairman of Committee;

h) performs other functions within competence of Committee.

11. The head of department of the Commission whose competence questions on activities of Committee enter is appointed the vice-chairman of Committee.

12. The vice-chairman of Committee performs functions of the chairman of Committee, stipulated in Item 10 these Provisions, in case of absence of the chairman of Committee in connection with temporary disability, leave or business trip.

13. The responsible secretary of Committee is appointed the chairman of Committee from among officials of department of the Commission which competence questions on activities of Committee enter.
