About state language of the Russian Federation

This Federal Law is aimed at providing use of state language of the Russian Federation in all territory of the Russian Federation, providing the right of citizens of the Russian Federation to use of state language of the Russian Federation, protection and development of language culture.

Article 1. Russian as state language of the Russian Federation

1. According to the Constitution of the Russian Federation state language of the Russian Federation in all its territory is Russian.

2. The status of Russian as state language of the Russian Federation provides obligation of use of Russian in the spheres determined by this Federal Law, other Federal Laws, the Law of the Russian Federation of October 25, 1991 No. 1807-I "About languages of the people of the Russian Federation" and other regulatory legal acts of the Russian Federation, its protection and support, and also providing the right of citizens of the Russian Federation to use of state language of the Russian Federation.

3. The approval procedure of regulations of the modern Russian literary language in case of its use as state language of the Russian Federation, governed the Russian spelling and punctuation is determined by the Government of the Russian Federation.

4. The state language of the Russian Federation is the language promoting mutual understanding, strengthening of international communications of the people of the Russian Federation in the single multinational state.

5. Protection and support of Russian as state language of the Russian Federation promote enhancement and mutual enrichment of spiritual culture of the people of the Russian Federation.

6. When using Russian as state language of the Russian Federation use of the words and expressions which are not meeting standards of the modern Russian literary language (including strong language), except for the foreign words which do not have common analogs in Russian is not allowed.

7. Obligation of use of state language of the Russian Federation shall not be interpreted as denial or derogation of the right to use of state languages of the republics which are in structure of the Russian Federation and languages of the people of the Russian Federation.

Article 2. Legislation of the Russian Federation on state language of the Russian Federation

The legislation of the Russian Federation on state language of the Russian Federation is based on the Constitution of the Russian Federation, the conventional principles and rules of international law, international treaties of the Russian Federation and No. 1807-I "About languages of the people of the Russian Federation" and other regulatory legal acts of the Russian Federation regulating language problems consists of this Federal Law, other Federal Laws, the Law of the Russian Federation of October 25, 1991.

Article 3. Spheres of use of state language of the Russian Federation

1. The state language of the Russian Federation is subject to compulsory use:

1) in activities of federal bodies of the government, public authorities of subjects of the Russian Federation, other state bodies, local government bodies, organizations of all patterns of ownership, including in activities for record keeping;

2) in names of federal bodies of the government, public authorities of subjects of the Russian Federation, other state bodies, local government bodies, organizations of all patterns of ownership;

3) by preparation and elections and referenda;

4) in the constitutional, civil, criminal, administrative trial, legal proceedings in Arbitration Courts, clerical work in federal courts, legal proceedings and clerical work at magistrate judges and in other vessels of subjects of the Russian Federation;

5) in case of official publication of international treaties of the Russian Federation, and also the laws and other regulatory legal acts;

6) in relations of federal bodies of the government, public authorities of subjects of the Russian Federation, other state bodies, local government bodies, organizations of all patterns of ownership and citizens of the Russian Federation, foreign citizens, stateless persons, public associations;

7) when writing names of geographical objects, drawing texts on route signs;

8) in case of document creation, proving the identity of the citizen of the Russian Federation, except as specified, stipulated by the legislation the Russian Federation, production of forms of certificates on state registration of acts of civil status, document creation about education and (or) about qualification No. 273-FZ established according to the Federal Law of December 29, 2012 "About education in the Russian Federation" sample, and also other documents which execution is in accordance with the legislation of the Russian Federation performed in state language of the Russian Federation, in case of registration of addresses of senders and receivers of the telegrams and mailings sent within the Russian Federation, postal money transfers;

9) in products of mass media;
