1.1. This Provision, for the purpose of application of the Law of the Azerbaijan Republic "About the identity certificate of the citizen of the Azerbaijan Republic", establishes rules of issue, replacement, temporary obtaining, delivery, loss of force of the identity certificate and input of data in the electronic medium (chip) of the identity certificate, replacement and use of these data.
1.2. Each citizen of the Azerbaijan Republic within one month after execution to him 15 years and each person after acceptance it in citizenship of the Azerbaijan Republic shall receive the identity certificate.
1.3. In case of the conclusion of the corresponding international treaty with foreign states the identity certificate can be used also in these states as the identity document of the citizen, and also provided for implementation of its right of departure from the country and entry into the country.
2.1. The identity certificate of the citizen of the Azerbaijan Republic is issued by the local authorities of the Ministry of Internal Affairs of the Azerbaijan Republic issuing the identity certificate (further - the body issuing the certificate), according to the procedure, established by the Law of the Azerbaijan Republic "About the identity certificate of the citizen of the Azerbaijan Republic" and this Provision.

2.3. The statement questionnaire of the citizen who did not reach 18-year age can be submitted by him or his legal representative. At both cases in the statement questionnaire there shall be signature of the citizen from 15 to 18 years.
2.4. Individual filling of the identity certificate of the citizen of the Azerbaijan Republic is performed by means of the interdepartmental automated "Entrance Departure and Registration" information retrieval system (further - MAIPS). Data on the issued identity certificates, and also change of its active status are introduced in MAIPS.
