Contract between Turkmenistan and Republic of Uzbekistan on friendship, enforcement of trust and development of cooperation

Turkmenistan and the Republic of Uzbekistan which are hereinafter referred to as with High contracting parties, being based on historically developed relation of friendship, neighborliness and mutual respect between the people of two states, expressing aspiration to further deepening of the relations between two states and development of full cooperation, declaring commitment to the purposes and the principles of the United Nations, recognizing priority of the universally recognized norms of international law and universal values, based on the conceptual principles and provisions of foreign policy of Turkmenistan as neutral state, and concept of foreign policy of the Republic of Uzbekistan, aiming to give new quality to bilateral cooperation and to strengthen its legal basis, agreed as follows:

Article 1

High contracting parties agreed that respect of sovereignty, independence and territorial integrity, non-interference to internal affairs, mutual trust and openness, equality and accounting of interests of each other, mutually beneficial cooperation will be basis of development of the bilateral interstate relations in the twenty first century.

In this context High contracting parties will constantly develop the relations as the friendly states.

Article 2

High contracting parties confirm the invariable commitment to enforcement of trust, consolidation of mutual understanding and constructive dialogue between two states, to development of broad interaction as to one of the priority directions of their foreign policy, the employee to interests of the people of Turkmenistan and the Republic of Uzbekistan.

Article 3

High contracting parties confirm that the border between Turkmenistan and the Republic of Uzbekistan is border of the world, friendship, safety, stability and enforcement of trust between two states and the people.

Article 4

High contracting parties will give full support to efforts of the world community in providing international peace, law and order, stability and safety in regional and global scales. They will perform this support by use of necessary diplomatic means and methods, and also by means of close cooperation with the international organizations and, first of all, with the United Nations.

Article 5

High contracting parties attach special significance to further strengthening of role of the UN and its Security Council, realization of the purposes and the principles fixed in documents of Organization for Security and Cooperation in Europe, other authoritative international organizations in prevention and settlement of the conflicts, the solution of safety issues and stability, enforcement of trust.

In this regard High contracting parties recognized necessary creation of the Regional Center UN for preventive diplomacy with placement of its headquarters in Ashgabat and Central Asian Regional Information Centre UN on fight against the transnational crime connected with drug trafficking in Tashkent.

Article 6

High contracting parties agreed to hold on regular basis meetings and consultations at the level of Heads of two states of all questions which are of mutual interest and connected with further development of friendship and strengthening of cooperation.

High contracting parties will also hold at the highest national level necessary consultations on the topical regional issues infringing on interests of two states.

Article 7

High contracting parties agreed about further consolidation of efforts on fight against terrorism, crime, smuggling, illicit trafficking in drugs and psychotropic substances, illegal crossing of frontier and other offenses, way of deepening of interaction through law enforcement, boundary, migratory and customs authorities of two states.

For this purpose High contracting parties agreed to undertake number of the specific actions aimed at law enforcement and law and order in border areas of two states and strengthening of the mode of frontier.

Article 8

High contracting parties on long-term basis will expand mutually beneficial cooperation in political, trade and economic, scientific and technical and humanitarian spheres, and also in the fields of education and health cares, for the purpose of giving to the bilateral relations of qualitatively new level of comprehensive partnership and interaction.

Article 9

High contracting parties consider necessary the most complete use of the available potential of bilateral trade and economic cooperation. For these purposes High contracting parties will make necessary efforts for its realization on the basis of the principle of mutual advantage, paying at the same time special attention to use of various forms of economic cooperation.

High contracting parties will encourage implementation in practice of bilateral interaction of new forms of the economic relations. They will stimulate functioning of commodity market and services, bilateral investing activities.
